CHULA VISTA, Calif. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

(KGTV) - Two Chula Vista parks closed Thursday due to the threat of falling trees and saturated ground amid a cold winter storm.The City of Chula Vista tweeted the closures about 3 p.m. Thursday.Hilltop Park, 780 Hilltop Drive, and Eucalyptus Park, 436 C Street, are located between I-5 and I-805 in the western half of the city. Tracy’s two-year-old comment sparked a controversy this week when Aly Raisman, an Olympic champion and Nassar survivor, went on Twitter and protested Tracy’s new national post as Elite Development Coordinator.As much as Tracy said she wanted the job, she also said she has received three “fairly threatening emails” and one that said she “should be in a jail cell next to Larry Nassar.” She has also been vilified on social media to the point that she has already told US Gymnastics she would not keep job if it means hurting her family.“What I feel I need to say is that when I saw Aly putting out some things about something I said two years ago as this was all coming out, that was my truth,” Tracy said about her 2016 comments about Nassar, the former national team doctor now accused of sexually assaulting up to 250 women and girls and serving up to 165 years in prison.“Larry had been treating my athletes for well over 25 years and had served them very well and had helped me and my athletes return to action," she said Thursday.  "He had been someone that we all unfortunately had trusted and depended on, so when I was asked about my experience with him, that’s what I said. (KGTV) - After hours of listening to public comment, the Chula Vista Planning Commission decided to table and continue an item that would bring a new recreational storage facility to the city's Eastlake area. The proposed facility would store 80 to 100 vehicles, like boats or RVs, on land between Eastlake High School and Antigua, a gated town-home community.Homeowners begged the planning commission to not accept the plans for the facility saying it would be an eyesore for their properties and lower their property values. The property manager of Titan Storage also made his case before the commissioners, citing the need for the facility in a part of town that is growing quickly. RV owners asked the commission to consider accepting the plan because they say surrounding RV lots are full, forcing them to store their vehicles across town. Ultimately, three commissioners said they could not support the plan as presented and voted instead to continue the item to a future date, giving the storage company time to present a revised plan. So far, no date is scheduled for the next public hearing on this issue. 1143
