WUHAN, Feb. 20 (Xinhua) -- Pakistani President Asif Ali Zardari arrived here Friday evening, kicking off his second China visit at the invitation of the Chinese government.     During his stay at this capital city of central China's Hubei Province, Zardari was expected to pursue Sino-Pakistani cooperation in agriculture and water conservancy. He will also meet with the local governor.     On behalf of the Chinese government, State Councilor Dai Bingguo will meet with Zardari here.     Zardari will visit the Three Gorges Project in Yichang city to study its management and technology.     Zardari was scheduled to leave Hubei for Shanghai, China's financial hub, on Sunday to continue his China tour. He was particularly interested in finance, banking, large-scale construction and Shanghai's urban development, according to the Ambassador of Pakistan to China.     China believed the visit would consolidate the two countries' all-weather friendship and deepen all-round cooperation, Foreign Ministry spokeswoman Jiang Yu said earlier.     Zardari paid his first state visit to China as guest of President Hu Jintao in October last year.

MOSCOW, March 22 (Xinhua) -- Top think tanks from Russia and China discussed a wide range of security issues of common concern at a two-day seminar that ended here Sunday.     participants at the seminar exchanged ideas on world economic and political trend, the situation in Central Asia, and prospects for the Shanghai Cooperation Organization (SCO) under the global security framework.     The seminar, "Russia and China in a new era," was co-chaired by China Institute for International Strategic Studies (CIISS) and Russian Council for Foreign and Defense Policy (CFDP).     Xiong Guangkai, chairman of the CIISS, and Sergei Karaganov, head of the CFDP, attended the meeting.     Participants in the meeting agreed that the current world is ata stage of profound change and major readjustment. The ongoing financial crisis has led to greater instability in global and regional situation. Yet, the world will continue to move towards multi-polarization despite emerging complexities in global situation.     Both sides believed that safeguarding security and stability in Central Asia serves the common strategic interests of China and Russia, and is also a necessity for deepening the two countries' strategic cooperation.     They also agreed the SCO, as a new organization of regional security cooperation, not only accords with fundamental interests of all the SCO members, but also contributes to regional and global peace and security. China and Russia shall strengthen understanding, trust and cooperation to ensure the sound development of the SCO.     As a national, nongovernmental institute on global issues, the CIISS keeps in touch with about 100 institutions from over 50 countries and regions across the world. The CFDP is Russia's famed think tank closely associated with several departments of Russian government and legislature.

BEIJING, Feb. 11 (Xinhua) -- China's State Council, or Cabinet, adopted a stimulus plan Wednesday for the shipbuilding industry at an executive meeting chaired by Premier Wen Jiabao.     The meeting said shipbuilding is a modern, comprehensive industry that provides technical equipment for transportation, maritime development and national defense. Supporting shipbuilders would also help other sectors, including steel, chemicals, textiles, light industry, equipment manufacturing and information technology, it said. New orders for domestic shipbuilders are expected to fall to 20-30 million deadweight tons in 2009, compared to 58.18 million deadweight tons in 2008, according to the China Association of National Shipbuilding Industry    The meeting agreed to increase credit support by an unspecified amount for ship buyers. It also decided to extend the existing financial support policies for oceangoing vessels until 2012. These policies include tax rebates on key imported components for domestically owned oceangoing ships.     It said construction of new docks and the expansion of slipways should be suspended for three years to facilitate industrial restructuring.     It also recommended investment in research and development of facilities to build high-technology ships and maritime engineering equipment and promote technical innovation.     The meeting also approved a draft plan for fighting drought. 

BEIJING, March 23 (Xinhua) -- Chinese Vice President Xi Jinping met with visiting Bulgarian Deputy Prime Minister and the Minister of Foreign Affairs Ivailo Kalfin here Monday. The two sides vowed to step up bilateral relations.     Xi highlighted growth of bilateral relations in recent years, saying the two nations have witnessed a boom of cooperation in such fields as politics, economy, culture, science and technology.     China values the traditional friendship with Bulgaria, Xi said, citing the fact that Bulgaria was the second country to recognize the People's Republic of China in 1949. BEIJING, April 14 (Xinhua) -- Chinese cities saw the fastest economic growth among all cities internationally, in 2008, but their overall competitiveness was still only at medium or low levels globally, according to a report released here Tuesday.     The report, entitled the Blue Book of Urban Competitiveness, was released by the Chinese Academy of Social Sciences (CASS). It showed that ten of the 15 fastest-growing cities worldwide in 2008 were in China.     The ten cities are Baotou and Hohhot in the northern Inner Mongolia Autonomous Region, Yantai, Weifang and Weihai in eastern Shandong Province, Dongguan, Zhongshan and Huizhou in southern Guangdong Province, and Wuhu and Hefei in eastern Anhui Province.     However, Chinese cities ranked at only medium or low levels among world cities in terms of overall competitiveness, the report said.     The ten most competitive cities in China, according to the report, are Hong Kong, Shenzhen, Shanghai, Beijing, Taipei, Guangzhou, Qingdao, Tianjin, Suzhou and Kaohsiung. But Hong Kong only ranked the 26th among world cities, Shanghai the 41th, and the others still lower.     Ni Pengfei, a CASS scholar who led the research, said 294 large and medium-sized China cities were rated, including those in Hong Kong, Macao and Taiwan.     The overall competitiveness of a city is based on its advantages in human resources, capital, science and technology, infrastructure, environment, governance and so on.     The report was compiled by nearly 100 scholars from Chinese universities, statistics departments, and research institutes.
