DANANG, Vietnam (AP) — For the first time since the Vietnam War, a U.S. Navy aircraft carrier is paying a visit to a Vietnamese port, seeking to bolster both countries' efforts to stem expansionism by China in the South China Sea.Monday's visit by the USS Carl Vinson brings more than 5,000 crewmembers to the central coastal city of Danang, the largest such U.S. military presence in Vietnam since the Southeast Asian nation was unified under Communist leadership after the war ended in 1975.The Vinson strike group deployed from San Diego in January.The Carl Vinson, accompanied by a cruiser and a destroyer, is visiting as China increases its military buildup in the Paracel islands and seven artificial islands in the Spratlys in maritime territory also claimed by Vietnam. China claims most of the South China Sea and has challenged traditional U.S. naval supremacy in the western Pacific."The visit of aircraft carrier USS Carl Vinson to Vietnam signifies an increased level of trust between the two former enemies, a strengthened defense relationship between them, and reflects America's continued naval engagement with the region," said Le Hong Hiep, a research fellow at the Singapore-based ISEAS-Yusof Ishak Institute.The ship's mission includes technical exchanges, sports matches and visits to an orphanage and a center for victims of Agent Orange, a toxic defoliant sprayed by U.S. forces to deny cover for Communist fighters during the war. It marks a fine-tuning, rather than a turning point, in relations. DETROIT (AP) — General Motors says it will recall nearly 69,000 Chevrolet Bolt electric cars worldwide, and 51,000 of them in the U.S. because the batteries have caught fire in five of them.The company says it doesn't know yet what's causing the fires, but engineers are working to figure it out. Two people have suffered smoke inhalation due to the fires and a house set ablaze. U.S. safety regulators said the cars should be parked outdoors until recall repairs are done. (KGTV) - MLB Hall of Famer, Trevor Hoffman, joined joint developers, Zephyr Partners and The Robert Green Company Monday in supporting an initiative that would give San Diegans access to a bluff-top site that has been closed to the public for a century.The plan is to transform a nearly 17-acre site at 3350 Camino Del Mar into a luxury resort with public access to the beach down below."To be able to actually come here and enjoy it, have a glass of wine at one of the restaurants or walking on one of the trails, I'm really looking forward to it," said Del Mar resident of 50 years, KC Vafiadis. The two developers want to create a luxury resort called "Marisol" which would include a hotel with 65 rooms, 31 villas, dining options, gardens, cocktail lounge, spa and access to the beach down below. The plan is a smaller version of the original proposal, which was met with backlash by residents of Solana Beach and Del Mar. They worried it would obstruct ocean views and increase traffic in the area, so the developers downsized the project by 40-percent.The new plan is an alternative to a proposal that was already approved, which would create private, gated estates.The developers now hope to gather enough signatures for a citizen's initiative to put the plan on the ballot next March. Demonstrators in Sacramento marched Friday to California's Capitol during a second day of protests over the police-involved shooting death of Stephon Clark, an unarmed black man.The crowd walked about a mile from the city's Tower Bridge to the steps of the seat of state government.They chanted "Black lives matter" and called out Clark's name. One of the march leaders told people to hold up their cellphones; police have said Clark had an object in his hand, but no weapon was found."It's just a cellphone," the man yelled out.
