LOS ANGELES, July 7 (Xinhua) -- Obesity rates in the United States climbed over the past year in 16 states, and not a single state reported a decline in the proportion of excessively overweight residents, according to a report released on Thursday.The report, published by HealthDay News, found that more than 30 percent of the people in 12 states are obese. Four years ago, only one state could make that claim.Twenty years ago, "there wasn't a single state that had an obesity rate above 15 percent, and now every state is above that," said Jeff Levi, executive director of Trust for America's Health, which compiled the report."We have seen a dramatic shift over a generation," he added. " This isn't just about how much people weigh, but it has to do with serious health problems like diabetes and hypertension. These are the things that are driving health care costs."With the exception of Michigan, the 10 most obese states are in the South. The Northeast and West reported the lowest obesity rates. In addition, in eight states, more than 10 percent of adults suffer from type 2 diabetes, according to the report.Mississippi, where 34.4 percent of the people are obese, has the highest obesity rate. Other states with obesity rates above 30 percent include: Alabama, Arkansas, Kentucky, Louisiana, Michigan, Missouri, Oklahoma, South Carolina, Tennessee, Texas and West Virginia. Thirty-eight other states have obesity rates above 25 percent.For the second year in a row, obesity rates rose in Illinois, Kentucky, Massachusetts, Missouri, Rhode Island and Texas.And, for the third year straight, more residents of Florida, Kansas, Maine, Oklahoma and Vermont tipped the scale toward obesity.Colorado, with an obesity rate of 19.8 percent, is the only state where the rate is less than 20 percent, the report found.The study also found that more than one-third of children and adolescents are obese or overweight, with the highest prevalence in the South. BEIJING, June 21 (Xinhua) -- China will launch a new icebreaker for use during an upcoming 2013 polar expedition, a senior oceanic official said on Tuesday.Both the new icebreaker and Xuelong ("Snow Dragon"), an icebreaker that operated in Antarctica, will form an Arctic-Antarctic maritime research team."China will have at least two icebreakers concurrently operating at both the north and south poles," Chen Lianzeng, deputy director of the State Oceanic Administration, told a national conference on polar research, which has been the first since 1984 when the country started expeditions in polar regions.The new icebreaker will boast facilities that will allow it to research the oceanic environment, integrate data for real-time oceanic monitoring, deploy and retrieve detectors and conduct aerial studies using helicopters, Chen said.The two icebreakers will conduct expeditions in polar regions for more than 200 days annually, he said.Fixed-wing aircraft will also be added to the expedition team before 2015, allowing researchers to be transported between China's Zhongshan and Kunlun research stations and Antarctica's Grove Mountains.The Kunlun station went into operation in early 2009 as the first Chinese research station on Antarctica's inland. The Zhongshan station, established in 1989, now serves as a supply base for the Kunlun station.A written comment by Vice Premier Li Keqiang sent to the conference said the polar research, a magnificent feat of the mankind, has great significance for China's oceanic work and sustainable development."Over the past two decades, China's polar research made great achievements and became influential globally," Li said.Li encouraged Chinese scientists to actively participate in international exchanges and cooperation, safeguard national interests and contribute to the peaceful use of polar regions.Since the early 1980s, China has sent 27 Antarctic expedition teams and completed four research missions to the Arctic Ocean.Besides the Xuelong icebreaker, China has built three Antarctic stations -- Changcheng (Great Wall), Zhongshan and Kunlun -- and one Arctic station -- Huanghe (Yellow River) Station.

MOSCOW, Sept. 21 (Xinhua) -- A Russian Proton-M carrier rocket carrying a military spacecraft blasted off early Wednesday from the Baikonur space center in Kazakhstan, the first launch since a series setbacks of Russian rocket launch in August.Colonel Alexei Zolotukhin, spokesman of the Russian Space Forces, told reporters that the successful launch took place at 02:47 Moscow time (2247 GMT Tuesday) as scheduled."The spacecraft is scheduled to separate from the Briz-M booster at 11:48 Moscow time (0748 GMT)," Zolotukhin said.The military spacecraft delivered by the Proton-M belongs to the Russian Defense Ministry.Local reports said the Wednesday launch was originally planned for Aug. 31, but was postponed due to an investigation into a failed launch of a Proton-M rocket carrying an Express-AM4 satellite on Aug. 18.After the failure, Russia decided to suspend launches of rocket Proton-M pending the outcome of a probe into the accident.On Aug. 24, a Progress M-12M cargo ship also failed to reach the orbit due to a rocket malfunction. Econ Healthcare Group, which runs eight nursing homes in Singapore, said the occupancy rate is 99 percent and it has waiting lists of up to 20 people at some branches.Demand for nursing homes in the city state can only grow given the aging population. SAN FRANCISCO, June 20 (Xinhua) -- Google and the British Library announced Monday that the Internet search giant will digitize 250,000 out-of-copyright books from the library's collections, making up to 40 million pages from 1700 to 1870 available to the public online.In a joint statement, the British Library and Google said they will work in partnership over the coming years to deliver the content free through Google Books and the library's website, and full text search, download and reading will be available. Google will cover all digitization costs.The project is going to cover a huge range of printed books, pamphlets and periodicals dated 1700 to 1870, a period of political and technological turmoil, from the Industrial Revolution to the French Revolution, from the introduction of the income tax in Britain and the invention of the telegraph and railway.It will include material in a variety of major European languages and will focus on books that are not yet freely available in digital form online, said the statement.Since December 2004, Google has announced partnership with some 40 high-profile university and public libraries, planning to digitize and make available some 15 million volumes within a decade through Google Books service.The project has triggered controversy as publisher and author associations oppose the plan to put copyrighted titles online in a class action lawsuit.
