SAN DIEGO (CNS) - Mayor Kevin Faulconer announced Thursday a dozen San Diego Public Libraries would reopen for the first time since mid-March, when they were shuttered as part of a state-wide shutdown order."Our libraries offer San Diegans a treasure trove of resources, whether its access to health information, distance learning, job searching or even just a book to pass the time, and we need them now more than ever," Faulconer said. "We're reopening our libraries with health and safety as the top priority while also expanding digital access to give residents more opportunities as we get through this pandemic together."The library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage. Everyone will be required to wear face coverings, have their temperature taken and practice physical distancing when possible."Our libraries have been closed since March 13 and, although we have added pickup service and virtual programming, there is no substitute for welcoming patrons into our buildings," said Library Director Misty Jones. "While we are offering limited services when we reopen, our staff will be working diligently to expand services as quickly and safely as possible."According to the library, in order to protect the health and safety of staff and guests some services may be limited or modified by staff, including time limits for computer use. According to city data, an estimated 53,000 San Diegans lack access to reliable internet, a resource that has proven vital for distance learning, employment opportunities and access to public health information.The program creates patio areas at select library locations to offer free WiFi and plastic-coated laptop computers for public use in a physically distanced setting. SAN DIEGO (CNS) - Circulate San Diego released a report today detailing how cities in southern San Diego County can make progress toward eliminating traffic deaths.The report outlined ways in which Imperial Beach, National City, Chula Vista and Coronado can prevent fatal traffic accidents by making improvements to the cities' most dangerous intersections and roadways.Circulate San Diego suggested the cities should take steps to calm traffic flows like restriping roadways to narrow them and reduce speeds. Circulate also recommended that the highlighted cities should asses driving behaviors that lead to serious injury and fatal car accidents and work with local law enforcement officers to target those behaviors through education and traffic law enforcement."Every city has room for improvement to make streets safe and we look forward to working with each South County city to save lives,'' said Maya Rosas, co-author of the study and the organization's director of policy.The report is part of the organization's participation in the Vision Zero campaign, which aims to eliminate fatal traffic accidents altogether. Circulate San Diego and the city of San Diego have already set a goal of eliminating traffic deaths in the city by 2025.The organization made similar recommendations to the city of San Diego last year and the city subsequently repaired its 15 most dangerous intersections. SAN DIEGO (CNS) - Authorities reached out to the public Wednesday for help in identifying a man seen fleeing the scene of a deadly shooting in the Chollas Creek neighborhood.Officers responding to reports of gunfire near Colina Park Golf Course about 2:30 p.m. Friday found 26-year-old Lazaro Orozco mortally wounded in the 4000 block of 52nd Street, according to San Diego police. Medics took Orozco to a hospital, where he was pronounced dead.A man believed to be the shooter was seen running out of the area to the west following the shooting, Lt. Matthew Dobbs said.The suspect was described as a roughly 5-foot-7-inch Latino in his 20s or early 30s, wearing plaid shorts, a white shirt, a blue jacket, white tennis shoes and what appeared to be a cast or bandage on his left arm.Investigators believe the deadly shooting occurred during a roadside fight between the two men. SAN DIEGO (CNS) - All administrative offices in San Diego will be closed Thursday for the Thanksgiving Day holiday, while public transportation around the county will largely run on limited Sunday schedules.The City of San Diego's Development Services Department will provide limited services on Friday.Curbside trash, recyclables and yard waste will not be collected Thursday for customers served by the city's Environmental Services Department. Thursday's normally scheduled collection will occur on Friday, and Friday's collection will occur on Saturday. Residents in other cities should check with their waste hauler for holiday service schedules.The Miramar Landfill will be closed Thursday.Torrey Pines, Mission Bay and Balboa Park golf courses will be open until 3 p.m. Holiday rates will apply.
