No Crime Stoppers reward will be given to the woman who alerted police of the Waffle House shooter's whereabouts after he killed multiple people in Antioch. That's because the woman did not submit a tip through Crime Stoppers, instead, calling 911 with the suspect's location. "I get goosebumps talking about it," Lydia French said as she recalled the day that the suspect was caught. French spotted the man coming out of the woods near her worksite, next to where the suspect lived, when she called police. She then spotted the suspect a second time and called 911 again. "When he came out of the woods the second time and I got a good look at him, oh, I knew. I knew for sure. I called 911 back the second time and said, 'Your guy is right here. It's him,'" French said.She said police responded immediately."It was crazy. I've never seen so many vehicles just storm an area like they did," she said. While French called in the tip to 911, she was surprised that she wasn't given a reward from Crime Stoppers, and many others were confused about the situation as well."Unfortunately, we cannot pay the reward on this as Crime Stoppers was contacted after they advised the police department," an email from Crime Stoppers read.Crime Stoppers is a separate entity from the police department. "I actually thought they were hand-in-hand," French said. According to Liz Parrott, the chair of Nashville Crime Stoppers, to get a reward from Crime Stoppers, tipsters have to call the tip line, (615) 74-CRIME, or submit the tip through their mobile app. In the case of the Waffle House manhunt, French called 911. She never called Crime Stoppers, not until a month later to inquire about the reward. Crime Stoppers is designed to get tips in cold cases or in cases where someone with information wants to remain anonymous, and it generally isn't used in active crimes like the Waffle House manhunt."Anytime there's an active crime in progress, 911 is always best," Parrot said. While French said it isn't about the money, she wanted to get her story out so the public would know in the future: If you want the Crime Stoppers reward, you need to reach out to Crime Stoppers before the police. "I'm glad I could do what I could do to make the community and everybody feel safer, I just hope the families get justice," French said.French was given a ,000 reward from the TBI for her assistance in the case.  2478

NEW YORK, N.Y. -- A man was found decapitated and dismembered in his Lower East Side apartment Tuesday afternoon, according to the New York Police Department.The man's body was found shortly after 3:30 p.m. in the East Houston Street building, officials said.Police identified the victim as 33-year-old Fahim Saleh, a globe-trotting tech entrepreneur, according to his LinkedIn page.According to a police source, it was the victim's own sister who made the grisly discovery in his luxury apartment.Investigators told WPIX that Saleh's sister found an electric saw, still plugged into the outlet, and her brother's limbs placed in bags.Mitchel Glixon was walking his dog past 265 East Houston around 3 p.m. Wednesday when the woman burst out of the lobby, screaming and crying."She just says 'he has no head' and pointed to her arms and kind of making an arm motion as she went back to the lobby. People kind of surrounded her at that point," Glixon said.Officers said the victim was last seen on surveillance video entering the apartment Monday afternoon; 24 hours later, police dogs searched the surrounding area for clues.Police sources said the surveillance video shows Saleh and a well-dressed man all in black following him into the elevator that goes right to his apartment. It is believed this is when he was attacked.Neighbor Jason Gabriel tried to process the news. "It's a scary time right now. People have pent up anger. NEW ORLEANS (AP) — Art Neville, a member of a storied New Orleans musical family who performed with his siblings in The Neville Brothers band and founded the groundbreaking funk group The Meters, died Monday. The artist nicknamed "Poppa Funk" was 81.Neville's manager, Kent Sorrell, said Neville died at his home."Art 'Poppa Funk' Neville passed away peacefully this morning at home with his adoring wife, Lorraine, by his side," Sorrell said in an email.The cause of death was not immediately available but Neville had battled a number of health issues including complications from back surgery."Louisiana lost an icon today," Gov. John Bel Edwards said in a news release.The Neville Brothers spent some of their childhood in the now demolished Calliope housing project in New Orleans and some at a family home in uptown New Orleans.In a 2003 interview with Offbeat magazine, Art Neville described going to a Methodist church as a child where he had his first encounter with a keyboard."My grandmother used to clean the pulpit. She was in there cleaning it one day and I guess she was babysitting me 'cause I was in there with her. She went to one side and all of a sudden I was on the side where the organ was," he said. "Something told me to turn it on. I reached up and pressed a bass note and it scared the daylights out of me!"That experience helped kick off a lifelong career as a keyboardist and vocalist.The Neville Brothers — Art, Charles, Cyril and Aaron — started singing as kids but then went their separate ways in the 1950s and '60s. In 1954 Art Neville was in high school when he sang the lead on the Hawketts' remake of a country song called "Mardi Gras Mambo."He told the public radio show "American Routes" how he was recruited by the Hawketts. "I don't know how they found out where I lived," he said in the interview. "But they needed a piano player. And they came up to the house and they asked my mother and father could I go."More than 60 years later, the song remains a staple of the Carnival season, but that longevity never translated into financial success for Art Neville who received no money for it."It made me a big shot around school," Art said with a laugh during a 1993 interview with The Associated Press.In the late '60s, Art Neville was a founding member of The Meters, a pioneering American funk band that also included Cyril Neville, Leo Nocentelli (guitar), George Porter Jr. (bass) and Joseph "Zigaboo" Modeliste (drums).The Meters were the house band for Allen Toussaint's New Orleans soul classics and opened for the Rolling Stones' tour of the Americas in 1975 and of Europe in 1976.They also became known for their session work with Paul McCartney, Robert Palmer and Patti LaBelle and recordings with Dr. John.The Meters broke up in 1977, but members of the band have played together in groups such as the Funky Meters and the Meter Men. They returned to anchor the festival in 2007."This is how it should be," Art Neville said during a news conference with festival organizers announcing their return to the annual event. NEW PORT RICHEY, Fla. — A New Port Richey, Florida man has been arrested after he allegedly raped a 15-year-old girl at his house while playing Grand Theft Auto, deputies say. The alleged rape was witnessed by another gamer who overheard the incident while playing the game with the suspect over PlayStation 4. Daniel Enrique Fabian, 18, was arrested on Wednesday, November 21 and charged with lewd and lascivious battery in connection to the incident which occurred on June 28, 2018. The 15-year-old girl was at Fabian's home at the time of the incident. Fabian is known to the victim. Fabian was playing Grand Theft Auto with another gamer when he told the other gamer he had a girl over at his house and he was going to "smash" her.Fabian stopped playing the game for 15 minutes and during that time, the other gamer says Fabian's microphone was still on and he could hear the victim moaning and saying "no." The victim told Fabian to stop four times, but he continued to have sexual intercourse with her, according to the arrest affidavit.After 15 minutes, Fabian resumed playing the video game with the other gamer. A Sexual Assault Victim Exam was done on the 15-year-old girl and the results supported the allegation of sexual abuse. Fabian was arrested and booked into the Land O' Lakes Detention Center. 1350
