SAN DIEGO (KGTV) -- More than 92,000 people have alleged abuse by the Boy Scouts of America. Monday was the filing deadline for people to filing claims against the organization.Team 10 has been reporting on sexual abuse allegations within the Boy Scouts for years. "He'd come at me at multiple times," former scout Mike told Team 10 in 2019. Mike declined to use his last name. Mike said the Assistant Scoutmaster sexual assaulted him during an overnight trip while he was sleeping. Mike's attorney, Andrew Van Arsdale, now represents around 80 former scouts in sexual abuse cases. He said throughout San Diego County, there are roughly 300 sexual abuse cases."What we're seeing is something on a scale we've never seen in any institutional abuse setting," Van Arsdale said. "It's hard. You picture this man you're talking to as a child and this monster on the other side doing these things to them."The Boy Scouts filed for bankruptcy protection earlier this year, which means the abuse cases will go through the bankruptcy court. The national organization will work to develop a reorganization plan to fund a trust for compensation. The former scouts alleging abuse will have to approve any future plan. "If they can't come up with real money, the survivors would rather see the cease to exist then because they won't allow them to get away with paying them nothing and then just going on as business as usual," Van Arsdale said. In a statement, the Boy Scouts of America apologized to the survivors, saying they "are devastated by the number of lives impacted by past abuse in Scouting and moved by the bravery of those who have come forward.""We are heartbroken that we cannot undo their pain," the statement continued.Van Arsdale said the reorganization plan will likely come early next year. 1806

SAN DIEGO (KGTV) -- New data shows that home sales in Southern California could be dipping, while sales in San Diego County are on the rise. The data from CoreLogic shows that the sale of existing housing sold in Southern California in April of 2018 was down nearly four percent since March of 2018.In San Diego County, however, home sales increased by more than five percent in April. SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

SAN DIEGO (KGTV) -- People around the world are rallying for Navy EOD Tech Chief Petty Officer Kenton Stacy, critically injured in Syria.Five months and nearly 20 surgeries later, he still has a long recovery ahead.Stacy was in Syria clearing a hospital of IEDs when the explosion happened. At the time doctors gave him a two percent chance of survival.Stacy's brave comrades helped pull him from the rubble and to safety. One of them, Staff Sergeant Justin Peck, was honored by President Trump during his State of the Union address.Stacy is paralyzed from the neck down and blind in his left eye. He suffered extensive damage to his lungs, vocal chords trachea. SAN DIEGO (KGTV) — New data released by the San Diego County Office of Education show three-fourths of all K-12 students in the County are now studying online and experts believe that number will increase by the start of the new year.Poway parent, Caroline Epps, told her three children recently that they would be going back to virtual learning."I could tell they were disappointed," Epps said. "It's been nice having them there even though it's been such a short time. It's going to be a little difficult having them at home the whole day again."Poway Unified is one of the few school districts that are still offering modified in-person instruction, only to elementary students. But earlier this week, the district announced they would be recommending all students to revert to distance learning after winter break."My oldest will have the most difficult time with that because her assignments are more complex," Epps said.The decision comes after another surge in COVID-19 cases. Bob Mueller with the County Office of Education says 75% of K-12 students are now learning remotely, up from 68% last month."We are seeing the impact of gatherings for Thanksgiving," Mueller said. "It's likely that we will see the surge deepen for a time as we feel the impact of gatherings for the December holidays."School staff getting sick or having to quarantine are resulting in a serious staffing shortage."We are seeing unprecedented demand for substitutes," Mueller said. We need more people to work in those roles than we've ever needed before."Epps says while it is not ideal, she understands the situation. So she and her children will have to adapt and overcome."I don't think anyone wants the school year to be the way it has been," Epps said.
