SAN FRANCISCO, Nov. 3 (Xinhua) -- Computer chipmaker Advanced Micro Devices Inc. (AMD) on Thursday said it plans to cut its global workforce by about 10 percent in a move to reduce operational costs.The layoff will occur across all functions globally and is expected to be substantially completed by the end of the first quarter of 2012, the company said.The cuts will amount to about 1,400 jobs, according to estimates by analysts.Combined with implementing efficiencies across the company's operations, AMD expected that the workforce reduction will result in operational savings of more than 200 million U.S. dollars in 2012."Reducing our cost structure and focusing our global workforce on key growth opportunities will strengthen AMD's competitiveness and allow us to aggressively pursue a balanced set of strategic activities designed to accelerate future growth," Rory Read, AMD's chief executive officer, said in a statement.As the world's second largest maker of processors for computers, AMD has been suffering from the slowdown of global PC market and is seen as slow to move into new mobile device market.The operational savings will help accelerate the company's future growth in lower power, emerging markets and in the cloud computing field, AMD said.

BEIJING, Oct. 10 (Xinhua) -- The State Council, or China's cabinet, announced on Monday it will tax all resource products starting Nov. 1, extending the resource tax on domestic sales of crude oil and natural gas from some regions to the entire country.The list of taxable resources widened from crude oil and natural gas to coal, rare earth, salt and metal from Nov. 1, according to the country's revised resource tax regulations.The expansion of the resource tax is part of China's efforts to encourage energy conservancy and limit environmental damage.Sales of crude oil and natural gas nationwide will be taxed at a rate between five and 10 percent of their sales value, according to the revised regulations.The regulations impose a sales tax ranging from eight (1.25 U.S. dollars) to 20 yuan per metric ton on coking coal and from 0.40 to 60 yuan per metric ton on rare earth ore.Taxes on other types of coal stood unchanged at 0.30 to five yuan per metric ton.The tax rate for other non-ferrous metals is set between 0.4 to 30 yuan per metric ton. Ferrous metals will be taxed at two to 30 yuan per metric ton.Taxes on precious non-metallic ore will be between 0.5 to 20 yuan per kg or per carat, while taxes on cheap non-metallic ore are set between 0.5to 20 yuan per metric or per cubic meter.China's current resource tax is levied based on production volume instead of sales value, thus preventing the government from benefiting from energy and commodity price increases.Nonetheless, energy giants and mining companies such as PetroChina and Sinopec have enjoyed large profit margins on the sale of resources under the current tax scheme.A resource tax on oil and natural gas was introduced at a rate of five percent in northwest China's Xinjiang Uygur Autonomous Region on June 1, 2010 before being extended to 11 other provinces in December last year.

BEIJING, Nov. 26 (Xinhua) -- Joint police patrols along the Mekong River will kick off in mid December to restore security after a deadly attack to Chinese ships in October.Chinese police will start patrols along the river with Laos, Myanmar and Thailand, said a statement from the Ministry of Public Security here Saturday.No exact date was given, but the first joint patrol will be carried out before Dec. 15, said the statement, issued after a ministerial meeting of four countries held in Beijing.Police from the four will work together to restore shipping and guarantee security along the river, the statement said.Shipping on the Mekong River has been suspended since two cargo ships were attacked on Oct. 5, resulting in the murder of 13 Chinese sailors.A headquarters for the initiative will be founded in China and there will be a coordination office in each of the other three countries.
