He is also encouraging departments to implement accreditation policies for officers.According to senior White House officials, who briefed reporters Monday by phone, the President will also recommend departments call upon social workers to team up with officers when they respond to a non-violent 911 call.Trump is also expected to encourage the formation of a nationwide database to track officers who may be fired from one department in an effort to prevent another department from hiring them.Advisers to the President said Monday the administration would enforce the order by prioritizing departments who adopt the President's recommendations when they apply for federal grants.WHAT IS NOT IN IT?Trump said Tuesday that his order would ban police chokeholds — but stopped short of banning them completely. He said chokeholds would still be permitted if an officer's life is in danger.The order also does not address no-knock warrants or the legal doctrine of "qualified immunity" which currently prohibits officers from being sued in civil court.CONGRESS TAKES ACTION NEXTCongress is expected to debate more consequential pieces of legislation in the coming weeks.While Trump has denounced the officers involved in the arrest and death of George Floyd, he's consistently backed efforts supportive of law enforcement, often declaring himself the president of "law and order." 1751

Presumptive Democratic nominee Joe Biden unveiled plans for racial economic equality on Tuesday before reporters in Delaware.Among the highlights of Biden’s plan, he says he wants to make public and historically black colleges and universities tuition free for families making less than 5,000 per year. He also said that he wants to provide student debt relief to lower income Americans.The Biden campaign released data that says that Black college graduates with a bachelor’s degree hold ,000 more student debt than white graduates. Biden also said that if elected, he would devote 0 billion for small business opportunities for those who have “been structurally excluded for generations.”“We need to make bold, practical investments to recover from the economic mess we’re in, and to rebuild for the economic future our country deserves,” Biden said in prepared remarks on Tuesday.During his news conference, he said that he plans to name a vice presidential candidate during the first week of August. Biden has previously said that he will choose a woman, and the former vice president has faced pressure from within the Democratic party to choose a woman of color.In June, Sen. Protests in response to the death of Stephon Clark, a 22-year-old who was shot and killed by Sacramento Police on Sunday after officers confused his cellphone for a gun, caused major disruptions in Sacramento on Thursday. Most fans were unable to enter the Sacramento Kings' NBA match against the Atlanta Hawks despite a delay in the game. Protesters locked arms around the arena's gates, prohibiting fans from reaching the doors. As the game tipped off Thursday evening, only the first few rows of seats were full in the arena that seats nearly 20,000 fans. "Tonight's game began with a delay," the Kings said in a statement. "Due to law enforcement being unable to ensure ticketed fans could safely enter the arena, the arena remains closed and we ask fans outside to travel home. We will issue further information soon regarding a refund."Some fans left the area outside the arena disappointed. "I"m very disappointed," Fermin Rodriguez told the Sacramento Bee, as he was planning on seeing the game with his wife and four children. "I mean I feel their pain, but why do we have to suffer as well? We paid a lot of money for these tickets. I hope they give us a refund."Protesters also disrupted rush hour traffic earlier in the evening by standing in the middle of Interstate 5 before police cleared the hundreds of protesters off the freeway. Captain Norm Leong of the Sacramento Police Department confirmed on Twitter late Thursday that no one has been arrested in connection to Thursday's demonstration. The protests were sparked hours after Sacramento Police released helicopter and bodycam video of Sunday's incident. It showed Clark running through several yards before being confronted behind his grandmother's door. In the video, police could be heard telling him to put his hands up. Within seconds, officers fired 20 rounds at Clark, killing him. "Prior to the shooting, the involved officers saw the suspect facing them, advance forward with his arms extended, and holding an object in his hands," Sacramento Police said in a statement. "At the time of the shooting, the officers believed the suspect was pointing a firearm at them. After an exhaustive search, scene investigators did not locate any firearms. The only item found near the suspect was a cell phone."Police were originally called to the scene over someone breaking into cars.  2434
