BEIJING, Oct. 25 (Xinhua) -- China and Africa celebrated the tenth anniversary of the Forum on China-Africa Cooperation (FOCAC) in Beijing Monday, outlining future efforts for greater development of the new type of strategic partnership.Addressing a reception marking the anniversary, Jia Qinglin, top Chinese political advisor, thanked all those who have contributed to the development of FOCAC, a platform for dialogue and pragmatic cooperation between China and Africa launched in October 2000.Hailing the establishment of the forum as a strategic decision by Chinese and African leaders, Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, said the mechanism of the forum has gradually improved and borne growing significance over the last decade.China and Africa have enjoyed increasingly frequent high-level exchanges, mutual political trust and trade relations. TIANJIN, Oct. 8 (Xinhua) -- The capacity of China's plantation industry might decline as a result of global warming, according to a report released during a new round of UN climate talks being held in north China's Tianjin Municipality from Oct. 4 to 9.If no proper measures were taken, the capacity of China's plantation industry might decline by 5 to 10 percent by 2030, characterized by a reduction in the output of wheat, rice and corn, said the report, released by the Chinese Academy of Agricultural Sciences and several other organizations during the conference."The situation may get worse after 2050," the report warned.It said the soaring content of carbon dioxide in the atmosphere would have a "significant" impact on the output of wheat, rice and corn.Also, higher temperatures might put more farmland in China at risk from of insect damage and forest fires, the report explained.Further, some farmland might be inundated if the sea level rises as a result of global warming, it said.China has only about 7 percent of the world's arable land, while feeding more than 1.3 billion people which accounts for about 20 percent of the world' s population.

GUANGZHOU, Sept. 25 (Xinhua) -- Devastating mud-slides triggered by historic rainfalls were blamed for the heavy casualty toll -- 70 dead and 65 missing -- in south China's Guangdong Province when typhoon Fanapi battered the region earlier this week, a government report said Saturday.The loss caused by mud-flows and landslides in Guangdong's mountainous western region is "very serious", said a disaster assessment report conducted by provincial disaster relief authorities. Earlier its buyout attempt of 3Com was summarily dismissed by the U.S. government.Citing national security concerns again, a bipartisan group of 50 lawmakers in July requested that the government investigate an investment project of China's Anshan Iron and Steel Group (Ansteel), China's fourth largest steelmaker, which plans to establish a joint rebar venture with a U.S. partner in Mississippi."It is inappropriate for some U.S. lawmakers to label regular business behavior as a move that threatens national security," Yao Jian, a spokesman for the Ministry of Commerce, recently said about Ansteel's investment plan."I hope the United States can create a better investment environment for Chinese enterprises," he said.Chinese analysts said the actions were sheer protectionism, adding that national security concerns is only a lame excuse by U.S. authorities, whose true intention is to protect the interests of domestic enterprises and industries.Moreover, standing up to China's allegedly unfair trade practices can easily earn the congressmen much needed political chips in the upcoming mid-term election in November, the analysts said.The setback that Huawei and Ansteel suffered is only the tip of the iceberg. Actually, blocking investment from Chinese companies in the name of national security has morphed into a knee-jerk reaction that could only harm America's own interests.Emcore Corporation, a U.S. fiber optics producer, announced in late June that it has abandoned a joint venture in partnership with China's Tangshan Caofeidian Investment Corporation because the Committee on Foreign Investment in the United States "has certain regulatory concerns about the transaction."
