SAN DIEGO (KGTV) - A lawsuit has now been filed surrounding the platform collapse that injured 21 children and some adults last November at Vault PK parkour gym inside a Barrio Logan warehouse.Two mothers and six children are represented in the complaint, filed against Vault PK and San Diego's Metropolitan Transportation System (MTS), among other defendants.MTS owned the warehouse and subleased the space to a business that subleased again to Vault PK. A few days after the collapse, MTS was hit with a dozen building code violations.Some of the families are suing MTS and Vault PK for negligence, among other complaints.MTS told 10News it won't comment on pending litigation.  713

SAN DIEGO (KGTV) -- A hearing that will decide where to place the so-called “bolder than most” rapist is set to take place in October.According to documents sent to 10News, the Department of State Hospitals proposed that Alvin Quarles live at 43050 Desert Ranch Road in Jacumba Hot Springs.Quarles was convicted and sentenced to 50 years in prison in 1989 after being convicted of attacking and raping four women.RELATED: Alvin Quarles, 'Bolder than Most' rapist, to be released from prisonIn 2013, Quarles became eligible for parole but was instead transferred to a state hospital because one of his victims objected.He earned his nickname because he made his victim’s male partners watch or participate in the sex crimes.“I don’t believe he’s suitable for release at this time,” Dr. Cecilia Groman, who created a report on Quarles’ rehabilitation, testified at a release hearing.RELATED: 'Bolder than most' rapist up for conditional releaseBefore the placement is finalized, the public is able to comment on the proposed location through September 5. SAN DIEGO (KGTV) -- A mistrial has been declared in the trail of the man accused in the disappearance and murder of his stepson.Tieray Jones was charged with the murder of 2-year-old Jahi Turner. Jahi was last seen at a park near Balboa Park in April of 2002.Jones was facing several charges including 2nd degree murder and involuntary manslaughter. Two jurors found Jones guilty of murder while 10 did not while 10 jurors found Jones guilty of involuntary manslaughter and two did not.RELATED: Stepfather facing trial in Jahi Turner murder?During the trial Friday, the judge asked if jurors would be able to reach a verdict if given more time to deliberate. They responded by saying no. The District Attorney will now decide whether or not to retry Jones. Jones reported the boy missing, telling police Jahi wandered off. Jahi was in Jones’ care while the 2-year-old’s mother was on deployment.A countywide search followed with thousands of people looking for the young boy in the park and Golden Hill neighborhood.People also searched the Miramar Landfill, but Jahi was never found. Jones was arrested in North Carolina and charged in the death in April of 2016.Jones faces 25 years to life in prison.  1232

SAN DIEGO (KGTV) - A new program in San Diego will offer people as much as ,000 to trade in their gas-powered cars for an electric vehicle.In October, the County Board of Supervisors approved the Clean Cars 4 All program. Starting in 2020, the County will get million per year to help low-income families go electric."The problem with electric vehicles is the upfront cost of purchase," says County Supervisor Nathan Fletcher. "So we've got to help bridge that gap for people in low income communities so they can get the same benefits."RELATED: Making it in San Diego: Tax credit coalition helps San Diegans find thousands of dollars in refundsBenefits like lower yearly costs on fuel and maintenance. A 14-gallon car that gets filled up four times per month would cost around ,400 per year. That money could now go back into a family's budget. The same goes for oil changes and many types of car maintenance."When you talk about not having to change oil and not having to maintain and internal combustion engine, you take a big part out of it," says Cole Lowenfield, the General Manager of Mossy Ford in Pacific Beach.In addition to the Clean Cars 4 All program, there are 26 other state and federal grants and tax incentives available to people who want to go electric. Lowenfield says he knows of about 150 different kinds of makes and models scheduled to come out in the next 15 years, meaning there's something for everyone.RELATED: Making it in San Diego: Giving up car helps lead to luxury rental"It's going to make every car affordable enough to where you choice is electric or gas, not high or low payment," he says.There's also an environmental aspect to the program, as it targets people in some of the most highly polluted areas of the county."A child in Barrio Logan is more likely to have asthma than a child in La Jolla," says Fletcher. "We're trying to address that inequity by providing grants to get electric vehicles into those communities with dirtier air."It will also help the County meet mandatory greenhouse gas emission reduction levels over the next few decades.RELATED: Making it in San Diego: More San Diegans keeping their cars for 15 years or longerOne challenge to owning an electric car is the lack of charging stations, especially in low-income neighborhoods. Fletcher says this program will address that by adding 2,000 more chargers by 2028, in public places like parks, libraries and other county owned buildings.SDG&E is also offering incentives to landlords who want to add charging stations at apartment and condo complexes and at business centers.Lowenfield says the market is changing and electric vehicles are poised to take over."I bet, one day soon, it's going to be hard to find a gas-powered vehicle," he says. 2778
