ESCONDIDO, Calif. (KGTV) — An Escondido restaurant was closed by the county this week after its owner allegedly refused to comply with health orders.County officials issued a notice to Hernandez Hideaway to close until it is able to adhere to coronavirus-related health orders for social distancing and sanitation standards.The order states that shortly after the county authorized restaurants to reopen on May 21, the county's Department of Environmental Health conducted an inspection on May 29 and found social distancing and sanitation protocols were not in place, and employees were not wearing facial coverings.On June 12, 21, and 23, San Diego Sheriff's deputies visited the restaurant and asked for voluntary compliance.Owner Rick Stevens declined to comment to ABC 10News."Mr. Stevens admitted that he was not compliant and state he will continue to operate without these COVID preventative measures and will not require staff to wear face coverings," the ordered stated, referencing a June 23 visit by county officials.In order to reopen, the restaurant will have to prepare a revised reopening plan and submit it to the county for approval.This is the county's second restaurant forced to close in violation of health orders. In May, Pacific Beach's El Prez was closed by the county after social media videos surfaced showing crowds of guests, many not social distancing or wearing facial coverings. El Prez has since reopened with new policies to ensure it adheres to the public health orders on distancing, masks, and sanitation. 1550

Facebook announced on Friday that the social network had exposed the private photos of millions of users without their permission.The company said a bug recently allowed third-party app developers to access photos people may not have shared publicly. Facebook believes as many as 6.8 million users could be affected.Photos that users started to upload to Facebook but did not post could have been accessed, along with images posted to Facebook Stories, Tomer Bar, an engineering director at Facebook, wrote in a blog post."We're sorry this happened," he added.Users' photos were exposed over a 12 day period in September, the blog post said.When asked why Facebook waited to inform the public of the issue, a Facebook spokesperson told CNN Business, "We have been investigating the issue since it was discovered to try and understand its impact so that we could ensure we are contacting the right developers and people affected by the bug. ESCONDIDO (CNS) - An argument between two men at a northern San Diego County gym Tuesday turned into a baseball bat assault that sent one of them to a hospital, authorities said.A bystander made a 911 call shortly after 9 a.m. to report the fracas outside LA Fitness in the 300 block of West El Norte Parkway in Escondido, according to police.Witnesses told officers the dispute started as a quarrel inside the business, Sgt. Mike Graesser said.The bickering men eventually made their way outside the gym, at which point one of them went to his car, retrieved a bat and attacked the victim with it, hitting him on the head at least once, Graesser said. The attacker then got into the vehicle, a black sedan, and drove off.Medics took the victim to a hospital for treatment of injuries that were not believed to be life-threatening.The assailant remained at large Tuesday afternoon, though police had "a pretty good idea who he is," according to Graesser, who noted that a witness videotaped the assault."We have some good leads," the sergeant said. 1056

ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing. Everyone is vetted to make sure candidates don't have any violent criminal conviction and are not on the registered sex offender list. The city says the plan won't cost taxpayers a dime.
