BEIJING, Jan. 5 (Xinhua) -- A senior Communist Party of China (CPC) official Wednesday called for the promotion of reform of the cultural sector and the development of cultural industries.Liu Yunshan, head of the Publicity Department of the CPC Central Committee, made the remarks at a national meeting of publicity officials.Li Changchun, a Standing Committee member of the Political Bureau of the CPC Central Committee, attended the meeting.Li Changchun (C), a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, and Liu Yunshan (R), head of the Publicity Department of the CPC Central Committee, attend a national meeting of CPC publicity officials in Beijing, capital of China, Jan. 5, 2011. BEIJING, Jan. 17 (Xinhua) -- Beijing will adopt tough water management measures in the next five years to ease acute water shortages, according to local water authorities.The measures include setting warning lines for the quantity of water consumption, efficiency of water use and water pollution levels within the metropolitan area, Bi Xiaogang, spokesman with the Beijing Water Authority, was quoted as saying by Monday's Beijing Daily.Local governments would be punished if they missed the targets, he said, adding it was the first time that such measures had been formulated.The measures, which were still being drafted by the municipal government, will be implemented during the first half of 2011, Bi was quoted as saying.Beijing has been plagued by drought for 12 years in a row, during which its per capita amount of water resources has been nearly halved to about 150 cubic meters.With nearly 20 million residents and more than 4.7 million vehicles, the metropolis has a water resource deficit of 400 million cubic meters, although it transferred 320 million cubic meters of water from neighboring Hebei Province last year.
MOSCOW, Dec. 2 (Xinhua) -- A handover certificate on China providing Russia with emergency humanitarian aid has been inked in Moscow between the two sides, the Chinese embassy in Russia announced on Thursday.The document was signed by Chinese Ambassador to Russia Li Hui and Vladimir Puchkov, State Secretary and Deputy Minister of Russian Emergencies Situations Ministry on Wednesday.On behalf of the Russian government, Puchkov thanked the Chinese government and people for providing aid and support to Russia on the abnormal summer wildfires.Li spoke highly of the close cooperation between China and Russia in recent years on emergency rescue and humanitarian aid, and expressed hope that China could further strengthen cooperation and exchange views with Russia in this regard in the future.The humanitarian aid delivered by the Chinese side on Aug. 20 was worth three million U.S. dollars, including fire extinguishers, compressors, fire-fighting suits and gas masks.Statistics showed that the summer wildfires have cost Russia 15 billion dollars.
BEIJING, Dec. 10 (Xinhua) -- CNC World, the English-language channel of Xinhua News Agency's TV arm, CNC, will reach cable television audiences in Africa from Jan. 1, 2011, according to an agreement signed Friday between CNC and South Africa-based MIH Group.The English-language channel of China Xinhua News Network Corporation (CNC) will be available to 4 million African families through MIH's cable network.Xinhua President Li Congjun met Koos Bekker, founder of MIH, before the signing of the agreement. SUZHOU, Jiangsu, Dec. 11 (Xinhua) -- China's Ministry of Public Security (MPS) has announced that the special campaign to crackdown on prostitution has been effective, with cases of prostitution and obscene performances in entertainment venues in October dropping 18.4 percent on a month-on month basis.The campaign in the latter half of the year attached increased importance to the investigation and punishment of the organizers of prostitution.The campaign also targeted business operators and the "protective umbrellas" - sometimes local government officials - that allow prostitution to happen, according to a document released at a ministry work conference in Suzhou Saturday.More effort must be made to educate and rehabilitate women involved in the prostitution and obscene performance cases, the document said.According to the document, the MPS sent 27 groups of inspectors to 651 entertainment business venues in four municipalities and 20 provinces during the campaign. At some 381 of the venues, cases of prostitution or obscene performance were discovered.In July, the ministry sent 10 inspection groups to eight cities in Jilin, Shanghai, Guangdong, Hainan, Sichuan and Shaanxi, to raid 10 entertainment venues, resulting in the arrest of 370 suspects.In the following three months, the ministry and local police solved 54 major cases, the document said.
