BEIJING, Jan. 6 (Xinhua) -- China's railways will carry 235 million passengers during the 40-day Spring Festival travel rush, up 6.1 percent year-on-year, the Ministry of Railways said Friday.A daily average of 5.88 million people will make trains trips from Jan. 8 to Feb. 16, the ministry said in a statement on its website.Economic hubs such as Beijing, Guangzhou, Shanghai and Hangzhou and the inland provinces of Sichuan, Hubei, Jiangxi, Anhui and Hunan will see the most activity during the period, as millions of rural migrant workers and students head home for family reunions, according to the statement.The ministry has arranged for extra trains in anticipation of the rush, the statement said, but added that "the conflict remains between passenger demand and railway capacity."Railway authorities have long been under pressure to increase capacity and improve ticketing services, as many citizens find it extremely hard to secure a single ticket during major holidays.The ministry has begun allowing customers to book their tickets online or by phone to ease the ordeal of buying tickets. However, website glitches and the huge demand have rendered the new ways ineffective to many ticket buyers.The Spring Festival, or the Chinese Lunar New Year, falls on Jan. 23.

SAN FRANCISCO, Jan. 12 (Xinhua) -- Microsoft on Thursday announced a patent licensing agreement with LG Electronics covering the South Korean manufacturer's tablets, smartphones and other consumer devices running Google's Android or Chrome operating system.In a press release, Microsoft said it marks the 11th deal with a device manufacturer leveraging Google's operating system platform, noting that "more than 70 percent of all Android smartphones in the U.S. are now receiving coverage under Microsoft 's patent portfolio."Terms of the deal were not disclosed. So far, Microsoft has struck major cross-licensing patent agreements with HTC, Samsung and Acer, among others.Last September, Microsoft announced a broad patent deal with Samsung. U.S. media reports cited South Korean media as saying that Microsoft had wanted Samsung to pay 10 to 15 U.S. dollars for each Android device.The booming mobile market has been harassed by acrimonious legal battles over patent infringement. Being an open source operating system, Google's Android has become a major target of patent suits.Microsoft has been going after companies that make phones and tablets running Android, rather than directly against Google. But the two tech giants are still engaged in public spats over the issue after Google's top legal officer posted a scathing blog last August accusing Microsoft and other companies of waging "a hostile, organized campaign against Android."Motorola Mobility, which Google announced to acquire in a 12.5 billion-dollar deal last August, currently is the last major Android device vendor that refuses to take a license from Microsoft.Frank Shaw, Microsoft's head of communications, used Twitter to taunt Google on Thursday, twitting "Hey Google -- we are the 70 percent" with a link to their press release.Brad Smith, Microsoft's executive vice president and general counsel, also tweeted "it's time to recognize that in patent world, lawsuits are the 1 percent; license agreements are the 99 percent. BEIJING, Jan. 6 (Xinhua) -- Beijing will offer residents 20,000 rental bikes this year to ease the city's notorious traffic jams, according to authorities with the Beijing Municipal Commission of Development and Reform.Five hundred rental kiosks will be set up around the city to offer residents over 20,000 rental bikes, the commission said.Beijing has also proposed creating new bike lanes in some areas, including main streets, historical and cultural conservation areas and some major business districts, from 2011 to 2015, according to the commission.The capital city currently has about 5 million vehicles on its roads, leading to serious traffic congestion that frustrates the city's residents on a daily basis."A lack of bike lanes is the reason why I refuse to ride a bike. Bikes and vehicles are using the same lanes, and that frightens me and makes me feel unsafe," said Beijing resident Song Tao.People often park cars on the city's existing bike lanes, pushing cyclists onto the vehicles' lanes, said Song.To ease traffic congestion, Beijing has made various efforts to encourage people to opt for modes of public transportation.On Dec. 31, Beijing opened three new subway lines, bringing the number of subway lines in Beijing to 15, with a total length of 372 kilometers, said Beijing Metro Spokesman Jia Peng.Beijing will open four more subway lines in 2012, according to information released at a rail transit construction mobilization conference.Amid other measures to ease traffic in 2011, city authorities decided to allow only 240,000 vehicles to be registered annually, slashing the new car registrations by two-thirds from the 2010 level.Meanwhile, vehicles are banned from roads one day each week according to license plate numbers.

BEIJING, Nov. 11 (Xinhua) -- Senior leader Zhou Yongkang on Friday urged Chinese judiciary and police officers to "creatively" handle cases in a bid to achieve a balance between law enforcement and social sensitivity.Zhou, secretary of the Communist Party of China Central Commission for Political and Legislative Affairs, made the remarks at a meeting with Zhan Hongli, a veteran female judge of a juvenile court in southern Fujian province.Zhou urged judiciary workers and police to learn from Zhan, who has not received a single complaint of misjudging in nearly 500 criminal cases involving 1,140 juveniles.In her 27 years of work in courts, she cared for the juveniles like a mother and creatively worked out a feasible judgment method for handling cases of young offenders, said Zhou, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee.Zhan addressed saving the juveniles with education and persuasion as well as helping them go back to school and reintegrate into society, an approach which had positive benefits and won favorable comments from the young offenders' families and the public, Zhou said.Zhou also urged judiciary and police officers to enhance the quality of law enforcement and case handling by adhering to principles of fairness and transparency, so as to better settle conflicts among the people.
