CHENGDU, Nov. 3 (Xinhua) -- A senior Chinese government official said Wednesday that major geological disasters and densely-populated regions would be the two main areas to monitor in the nation's efforts to guard against losses caused by such disasters.In the first 10 months of 2010, 2,909 people were dead or missing following over 30,000 recorded geological disasters, Xu Shaoshi, the Minister of Land and Resources, said at a meeting held Wednesday in Chengdu, capital city of southwestern Sichuan Province.Further, the number of people dead or missing during this period was five times higher than in the same period last year, said Xu.However, the majority of these victims, about 2,000 people, were killed or went missing after five major mud and rock slides which struck areas in west China's Guizhou, Gansu, and Yunnan provinces, Xu said.A massive mudslide triggered by rainstorms slammed Zhouqu County in northwest China's Gansu Province this past August, leaving 1,510 dead and 255 others missing."Our focus in loss prevention and control in the future will be to closely watch the major geological disasters and the areas with high human concentrations," said Xu.Xu also urged local governments to make specific plans regarding geological disaster prevention, improve the assessment and pre-cautionary monitoring mechanism, and beef up rescue and response systems in the event of an emergency.

BEIJING, Sept. 10 (Xinhua) -- Property prices in 70 major cities rose 9.3 percent in August year on year but were unchanged on a month-on-month basis from July, China's National Bureau of Statistics (NBS) said Friday.The year-on-year growth rate was one percentage point lower than the year-on-year growth rate in July, a statement on the NBS website said Friday.The year-on-year growth rate was the slowest in the past eight months this year.On a year-on-year basis, China's home prices rose 7.8 percent in December 2009, 9.8 percent in January 2010, 10.7 percent in February, 11.7 percent in March, 12.8 in April, 12.4 percent in May, 11.4 percent in June and 10.3 percent in JulyNew home prices rose 11.7 percent year on year in August, down 1.2 percentage points from July. New home prices in August were unchanged from July, too.Prices of second-hand homes rose 6.2 percent year on year in August, down 0.5 percentage points from July. Prices of second-hand homes in August increased on a month-on-month basis, up 0.1 percent from July.The Chinese government took measures in April to cool soaring home prices, including curbing lending to developers, limiting loans for third-home purchases and requiring higher down-payments for second-home purchases.

DUBLIN, Sept. 26 (Xinhua) -- Senior Communist Party of China (CPC) official Li Changchun said here Sunday that Beijing and Dublin have huge potential to deepen bilateral ties and cooperation.Since the two sides established diplomatic relations 31 years ago,bilateral relations have developed steadily, said Li, a member of the Standing Committee of the CPC Central Committee Political Bureau, upon his arrival for a two-day official goodwill visit.Especially in recent years, China and Ireland have increased high-level exchanges, carried out fruitful and mutually-beneficial cooperation in various fields including politics, trade, education, culture and science and technology, and maintained close coordination on international affairs, he noted.Li Changchun (L, Front), a member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, is welcomed by Irish officials upon his arrival in Dublin, capital of Ireland, on Sept. 26, 2010. Li started his official goodwill visit to the country on Sunday.Still, the two countries face enormous potential and broad prospects for deepening bilateral ties, Li said, adding that keeping a friendly and cooperative bilateral relationship based on mutual benefit serves the fundamental interests of the peoples of the two nations.The CPC and the Chinese government attaches great importance to the relations with Ireland and have consistently treated China-Ireland ties from strategic and long-term perspectives, he said.The Chinese guest said he expects to exchange views with Irish leaders on bilateral relations and major international and regional issues of common concerns.Li added that he will learn from the host country's experiences in promoting the economy and explore new fields and new ways to enhance mutually-beneficial cooperation for the common good of both nations.Ireland is the third leg of Li's ongoing four-nation tour which has taken him to Estonia and Montenegro. He is scheduled to visit Iran before returning to China.

  

TIANJIN, Oct. 4 (Xinhua) -- China on Monday said developing countries' right to development must be guaranteed in order to achieve a positive progress in tackling with climate change problems.As a developing country which is experiencing rapid growth, China will continue to fulfill its due responsibilities in reducing greenhouse gases emissions, said Chinese State Councilor Dai Bingguo.While addressing a new round of UN climate talks which opened Monday in north China's Tianjin Municipality, Dai said the principle of sustainable development must be followed."Economic development, poverty alleviation and climate protection should be considered in a coordinated way in order to achieve a win-win result between achieving development and dealing with climate change," Dai said.He suggested the negotiations should stick to the basic framework of the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol and the mandate of the Bali Roadmap and follow the principle of "common but differentiated responsibilities."The developed countries should set the targets to take the lead in reducing greenhouse gas emissions and arrangements should be made to provide adequate financial and technological support to developing countries, he said."All countries should consolidate and enlarge the common ground (on climate change issues) so as to actively push forward the talks and reach a legally binding agreement at an early date," Dai told some 3,000 delegates from party and observer countries under the UNFCCC and the Kyoto Protocol.He said the UN climate talks had entered a critical stage and the Tianjin meeting should make positive progress in order to pave the way for the year-end Cancun summit in Mexico.As a responsible developing country, China will continue to play an active and constructive role in the climate talks, Dai said.He stressed China, as a country of 1.3 billion people with per capita GDP ranking about 100th in the world, faces the serious task of growing the economy and improving people's livelihood."At a stage of accelerated industrialization and urbanization, China's energy demand will see further reasonable growth. Therefore, we face significant constraints in controlling greenhouse gas emissions," he said.The Chinese government made clear-cut goals before the Copenhagen climate talks in late 2009, including cutting the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent, compared with 2005 levels.China also said it would increase the share of non-fossil fuels in primary energy consumption to around 15 percent and have 40 million more hectares of forest by 2020.Last December, the UN climate change conference was held in Denmark and adopted the Copenhagen Accord -- a non-binding document.The Tianjin talks, scheduled to run from Oct. 4 to 9, is the final meeting before the United Nations Climate Change Conference to be held in Cancun at the end of this year.

  

BEIJING, Sept. 18 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged stepping up government-subsidized rental housing construction for low-income residents.Li made the remarks while attending a conference on gov't-subsidized housing projects in Beijing on Friday.According to the conference, China plans to construct 3 million low-cost rental housing units, transform 2.8 million units of shanty towns, and renovate 1.2 million dilapidated rural houses this year.Chinese Vice Premier Li Keqiang (C) attends a symposium on affordable housing construction in Beijing, capital of China, Sept. 17, 2010.The task for this year is the most ambitious in recent years, Li said, urging various localities to adopt more vigorous measures to ensure the targets are met.Li also urged unswervingly sticking to the regulation and control measures in the real estate market to curb speculation and promote the smooth and healthy development of the sector.
