A modest income can go a long way in Cumberland, Maryland, the metropolitan area with the nation’s most affordable houses. West Virginia legislators scrambled Monday to see whether there is enough money to meet teacher pay demands and end a strike that has dragged into its eighth day.A legislative conference committee appointed to resolve differences between the state Senate and House is scheduled to meet at 4 p.m."We recognize the urgency of this situation," said Delegate Paul Espinosa, chair of the House Education Committee and co-chair of the conference committee on House Bill 4145, the pay raise legislation.Gov. Jim Justice and the union leaders last week agreed that teachers and service personnel would receive a 5% pay raise. The House approved the proposal, but the Senate passed a 4% raise. Union leaders say the teachers won't return to work until they get a 5% raise.Espinosa said he has been speaking with his counterpart in the Senate, Majority Leader Ryan Ferns, "on how we would like to proceed with the committee's work to resolve the differences" between the Senate and the House of Delegates.Democrats in the Legislature say new revenue projections show the money is there and that a 5% raise would amount to million more in spending than a 4% bump."This situation has evolved very quickly in recent days, and we want to make sure committee members have a full array of accurate information available to make a well-informed decision," Espinosa said.."To accomplish that, we have instructed our respective Finance Committee staffs to pull data and put together the necessary fiscal information, and have separately reached out to the Governor's Office staff to ask for more budgetary information from the executive branch."West Virginia public school teachers are continuing their strike because the Legislature didn't meet their demand for higher pay and better benefits over the weekend. School service personnel are also walking out.The pay raise must be passed as a law, since West Virginia is not a collective bargaining state.The House bill with the 5% raise quickly passed Wednesday, but Senate lawmakers expressed concern about how the state will fund the raise and passed the 4% version on Saturday after hours of debate and discussion.The House voted not to adopt the 4% version of the bill. With no agreement between the chambers, the conference committee was created. Three members from the House and three from the Senate -- two Republicans and one Democrat -- were selected.The group has until Tuesday to come to a decision about the bill. The House and the Senate could extend that deadline. If a meeting of the minds eventually fails, an earlier law specifying a 2% raise for teachers' pay would kick in, and then 1% over two years.The issue of teachers' pay isn't restricted to West Virginia. With a total of six adopted and foster children, Keri Penland’s family is an exercise in planning and patience.“Trying to do school with them has been insane,” she said.All of her kids are school-aged; some have learning disabilities. When the coronavirus pandemic hit, they--along with tens of millions of other students across the country--became part of a nationwide experiment in remote learning.Her verdict?“I don't know how anybody is doing this, to be honest,” Penland said. “It's not possible.”And it turns out, she's not alone.“We found that remote learning is really failing our most vulnerable learners,” said Justin Ruben, who is with the nonprofit “ParentsTogether.” The group recently conducted a survey of more than 1,500 families across the country to see how remote learning was going.Among the findings:When compared to a family making 0,000 a year, lower-income families--making ,000 or less-- are ten times more likely to have children doing little to no remote learning.Those families are also five times more likely to attend a school not offering distance learning materials at all and 13 percent of them didn’t even have a computer device or internet access.Yet, the numbers were even worse for families of children with special needs, who usually get individualized support at school. When a hidden camera snapped a picture of Cross River gorillas including several infants in Nigeria this summer, conservationists were thrilled.This subspecies of gorilla is one of the most endangered, with only an estimated 300 individual animals believed to exist. They live along the border of Nigeria and Cameroon, in western Africa.The Wildlife Conservation Society captured images of the Cross River gorillas in Nigeria’s Mbe Mountains in May and June. Their camera traps have only captured images of Cross River gorillas a handful of times since being set up in 2012. New findings out suggest many Airbnb venues in the United States may be falling short.Monica Shaffer and her husband designed her mother-in-law basement to help guests feel right at home when using Airbnb."They have a private bathroom with their own walk-in shower," Shaffer said.But most importantly, she designed it to keep them safe, if there were ever a fire."They can get out to this door if they need to," Shaffer said. "If it's an emergency fire in this room we also keep a fire extinguisher on hand in the room. It's right down here. And fire alarm as is to be expected. And there was a carbon monoxide monitor too over in that quarter. If there's ever any concern for that."When asked why Shaffer decided to undertake safety precautions, "Well I think it's just a standard expectation," Shaffer answered.Unfortunately all of the attention and care Shaffer takes, may not be as standard as you think at other Airbnb locations. New findings out from the Relevant Journal show only 57.5 percent of Airbnb venues have carbon monoxide alarms, 42.2 percent have fire extinguishers, and 36 percent have first aid kits.The results surprised Shaffer. Most Airbnbs are in private homes, and although some states have standards for rental properties, national fire safety requirements don't usually apply. Although Airbnb encourages hosts to install fire safety equipment, it doesn't require them to provide proof. Researchers hope this information will change that."You know it's having those safety precautions in place that make you feel like you're at home," Shaffer said. "And Airbnb is about staying in people's homes and feeling at home."Airbnb responded to the study with this statement:“At Airbnb, safety is our priority. All hosts must certify that they follow all local laws and regulations. We run home safety workshops with local fire and EMS services all over the world, making sure our hosts have access to the best information in order to keep their guests, their homes and themselves safe. Every listing on Airbnb clearly states the specific safety amenities it has, including smoke and CO detectors, fire extinguishers, and first aid kits, so guests can look first and then decide whether that home, tree-house, yurt, or igloo is the one they want to book or not. In addition, every home in Airbnb's Plus Collection [airbnb.com] must have a smoke and CO detector in order to even be included. The study itself says it has not undergone any ethical review, it used data from three years before Airbnb Plus even debuted, and it looks to be designed to help an incumbent industry who has its own fire safety issues that need to be addressed.“We believe more work needs to be done across the board throughout the travel and tourism industry. According to the US Fire Administration [usfa.fema.gov] there are an estimated 3,900 hotel and motel fires each year that cause 15 deaths, 150 injuries and million in property loss. Even though there have been a number of tragic high profile hotel CO poisoning incidents, only 14 states [ncsl.org] require CO alarms in hotels by statute. Sadly, only 41% [census.gov] of all homes in the US even reported having working CO detectors. Whether a home is listed on Airbnb or not, all homes and hotel rooms should have smoke and CO detectors, fire extinguishers and first aid kits.
