BEIJING, Dec. 12 (Xinhua) -- China seeks a win-win partnership featuring equality and mutual trust with the United States, as the two countries' interests are deeply correlated in the era of globalization, Chinese Foreign Minister Yang Jiechi said."Relations between China and the United States should be cooperative and win-win and not a zero-sum game," Yang said in an interview in Beijing Friday.Applauding the two countries' consensus to build a positive, cooperative and comprehensive bilateral relationship in the 21st century, Yang said China and the U.S. should boost mutual understanding and learn to trust and respect one another.Mutual understanding is the basis for cooperation and a precondition for avoiding misjudgments, Yang said, adding that China's peaceful development is not only in the interests of the Chinese people but also for the whole world.To strengthen mutual trust, the two sides should learn to respect each other's core concerns and eliminate outdated ways of thinking, said the foreign minister.China adheres to peaceful development and the opening-up strategy that highlights mutual benefit and win-win cooperation, Yang said.China and the United States should respect each other's social system and cultural tradition, and realize that the two countries are at different stages of social development, Yang said.The two countries should properly handle frictions and disputes through dialogue on equal footing, he said.Yang said the bilateral ties have not been without any dispute but "generally, the Chinese-U.S. relations have grown at a steady pace.""We urge the U.S. side to abide by the three Sino-U.S. joint communiques and the U.S.-China Joint Statement. ADDIS ABABA, Dec. 24 (Xinhua) -- The Commissioner for Peace and Security of the African Union (AU) Ramtane Lamamra, and the Ambassador of the People's Republic of China in Ethiopia Gu Xiaojie on Friday signed an agreement on the provision of aid to the AU Mission in Somalia (AMISOM).The grant amounting to 30 million RMB, (over 4 million U.S. dollars), will be used to supply equipment and materials for AMISOM. The signing of this agreement comes in the wake of the adoption by the United Nations Security Council, on Dec. 22, of resolution 1964(2010), in which it, inter alia, requested the Secretary- General to continue to provide a logistical support package for AMISOM, for a maximum troop strength of 12,000, as called for by resolution 1863 (2009).In resolution 1964(2010), the Security Council also called on UN Member States and regional and international organizations to make direct bilateral donations in support of AMISOM.By generously providing aid to AMISOM, the People's Republic of China is responding to the call made by the United Nations Security Council and the earlier appeal by the AU Peace and Security Council (PSC) for AU partners to support the ongoing efforts in Somalia, AU said in a statement. Gu Xiaojie reiterated China's continued commitment to strengthen its cooperation with the AU in the area of peace and security and to support all endeavors in this regard. He lauded AU's efforts and resolve towards the promotion of peace, security and reconciliation in Somalia.Speaking on the occasion, Commissioner Lamamra stated said that "China has, over the years, been providing multifaceted assistance to the AU and African countries as they strive to address the many challenges facing the continent. CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. BEIJING, Dec. 29 (Xinhua) - Offenders of China's new regulations on waste electronic equipment could face fines up to 500,000 yuan (75,450 U.S. dollar), after it becomes effective on Saturday.The regulations could be regarded as the country's latest effort to promote comprehensive utilization of resources and environmentally friendly economy, Wan Bentai, chief engineer of the Ministry of Environmental Protection, said Tuesday.The ministry has introduced a set of supplementary guidelines for the implementation, which, for example, specify rules and procedures regarding issues including recyclers' qualification and governmental subsidies to e-waste recycling initiatives, Wan said.Recyclers which engage in e-waste recycling business without certificates could face fines ranging from 50,000 yuan to 500,000 yuan, according to the regulation.Wan estimated that nearly 30 million units of televisions, refrigerators, washing machines, air conditioners and computers were discarded in China each year.Those e-wastes, sometimes simply burned or soaked in strong acid, had severely polluted the environment in many locations in the past, said Wan.He believed that the new regulation made "remarkable progress" in environmental protection by extending manufacturers' responsibility into the post-use recycling of their products.
