(KGTV) - Supporters of Newland Sierra, a large housing development north of Escondido, launched their effort to rally voter support Friday at a press conference outside the Registrar of Voters.The project would build 2,135 homes on unincorporated land next to I-15 along Deer Springs Road. The design includes amenitites such as new parks and hiking trails, while touting that it preserves 60% of the land as open space. Newland also points out green innovations, such as solar panels on every home and electric car plug-ins in every garage. Most importantly, supporters say the homes are desperately needed to support families in North County.Opponents say the massive development would change the rural character of the area. They argue that traffic would be unbearable along Deer Springs Road and that evacuating during a wildfire would be dangerously slow. Newland counters that it will expand Deer Springs Road and that it includes a state-of-the-art fire plan. "We'll still have our country feeling, but it's nice to have a safer road," said Corrie Lott, a neighbor who supports the porject.Opposition is led by the neighboring Golden Door resort. (CNS) - A 53-year-old Fallbrook man was fatally struck by a car while attempting to cross a street in Fallbrook, authorities reported Monday.A 58-year-old man was driving a Toyota Camry northbound on South Mission Road about 12:15 a.m. Sunday when the victim ran westbound across the northbound lanes near Peppertree Lane and was struck by the sedan, California Highway Patrol Officer Mark Latulippe said.The pedestrian was taken to Temecula Valley Hospital, where he was pronounced dead, the officer said. Federal Judge Robert Lasnik issued a temporary restraining order on Tuesday "blocking federal government from allowing distribution of downloadable 3D printed" guns, according to a tweet from the Washington State Office of the Attorney General."The judge's rule is clear," Washington Attorney General Bob Ferguson said at a news conference. Cuomo issued a cease-and-desist letter to Defense Distributed, a Texas gun-rights organization that posts the plans online, to block the distribution of designs for 3D guns in New York. The governor called the impending release "reckless."Cuomo also directed state police to issue a notice reminding New Yorkers that manufacturing firearms defined as assault weapons is illegal in New York."As the nation rises up and calls for action against gun violence, it is absurd and frightening that the federal government wants to make accessing an automatic weapon as easy as hitting print," he said. "New York is proud to have the strongest gun safety laws in the nation, and we won't let this federal government take us backwards."Cuomo said he will pursue legislation to bolster the state's gun safety laws and outlaw private production of all 3D and so-called "ghost guns" that are untraceable and invisible to metal detectors.Cuomo's actions came after Pennsylvania went to court Sunday to block early distribution of the plans, which weren't supposed to be available for download until Wednesday. But more than 1,000 designs were downloaded recently, in advance of the agreed upon August 1 date.At the hearing, Defense Distributed agreed to block Pennsylvania IP addresses for a few days until a more formal hearing could be held.Josh Blackman, a lawyer for Defense Distributed, told CNN on Monday the Pennsylvania case was about free speech rights, not the manufacture of guns."One state cannot censor the speech of a citizen in another state," he said.Other states also are trying to bar access to 3D printed guns. Iowa and Virginia on Tuesday announced they are joining a federal lawsuit that asks a judge to block the court action that lets people download plansThese latest battles flared after Defense Distributed reached a settlement in June with the federal government that will allow it to post 3D printable gun plans online.The settlement ended a multiyear legal battle that started when Defense Distributed founder Cody Wilson posted designs for a 3D printed handgun he called "The Liberator" in 2013. ENCINITAS, Calif. (KGTV) - Three people are dead and two people were injured Friday when a bluff collapsed just north of Grandview Surf Beach in Encinitas, San Diego County Sheriff's deputies confirmed.The bluff fell about 3 p.m. near a lifeguard tower at the Grandview Beach staircase located in the 1700 block of Neptune Avenue, just below South Ponto State Beach.One person was flown to the hospital in critical condition. A second victim was transported to a nearby hospital with serious injuries. Both of those victims have succumbed to their injuries. Officials closed part of Highway 101 temporarily Friday afternoon to land a life flight helicopter.Map of most recent San Diego County bluff collapsesTwo others suffered minor injuries and their conditions are unknown at this time. The area is 25 by 30 feet, lifeguard officials confirmed, adding that the debris reaches 10 feet at its highest point.Rising waves are creating a dangerous situation for first responders.
