SAN DIEGO (KGTV)- The 2019-2020 cruise season is officially underway in San Diego, and the Port of San Diego expects thousands of visitors to the region, having a significant economic impact on the city.The Port has 104 cruise calls scheduled, which is up from last year's numbers. Approximately 338,000 passengers will be on the cruises and Port officials say each home ported call has an average of million in economic impact."That doesn't just mean spending money on food and shopping, but that can be maintenance, repairs and things to the ship," said Adam Deaton, with the Port's cruise business development."It's a great, great uptick for San Diego's economy," said Deaton. "We're not in the summer so it's kind of the down season, so cruise is a great pick me up for the winter and fall months."The season began Tuesday with the arrival of luxury ship Le Soleal, from French Cruise company, Ponant.Also this season, Holland America, Disney Cruise, and Carnival Cruise Lines will be featured. Carnival has not been in San Diego since 2011 and its return was much anticipated.The Carnival Miracle will be at the Port starting in December for 12 trips including Mexican Riviera, Hawaiian Island, Baja Mexico and Panama Canal cruises.Starting October 4, Disney Cruise Line will offer 16 cruises from the Port of San Diego. But their cases had gone unsolved until DNA testing evolved enough to deliver credible results from the degraded DNA collected at both killing scenes.Authorities in both counties submitted DNA samples to the same publicly available DNA database used to identify Joseph DeAngelo, who authorities believe is the Golden State Killer.Getreu was linked to both killings after the testing connected him to both crime scenes, investigators said.In the Golden State Killer case, investigators used DNA from the attacks to locate a relative of DeAngelo then turned to traditional techniques to find the suspect.Authorities have linked the Golden State Killer to 13 attacks of women throughout California between 1974 and 1986."Law enforcement is not giving up on victims," Assistant San Mateo County Sheriff Gregory Rothaus said at a news conference on Getreu in Redwood City. "We have new DNA technology that is a great tool for us."Santa Clara County court records show Getreau is represented by the county's public defender's office, which didn't return a call.Getreau has not yet been appointed a lawyer in San Mateo County. 1910

(KGTV) - A new website from the City of San Diego's Planning Department is asking residents to help re-imagine the Clairemont neighborhood.Clairemontplan.org is like an online public meeting, where people can look at different ideas for adding housing and retail to the neighborhood and weigh in on which ones they like the most."We understand not everyone can make an in-person meeting at the time we schedule it for or attend a city council hearing in the middle of the day," says City Planning Director Mike Hansen.As MTS builds a new trolley line through Clairemont along the I-5, the area is coming up with a new community plan. The city wants to add housing and retail to the area to help meet new goals for housing, transportation and climate change.To do that, they're looking to add density to the neighborhood.The website identifies eight areas of Clairemont that could be redeveloped. It asks users to make changes to at least three areas while adding 5,000 new homes. At least 40% of the houses need to be near the trolley.To help, it offers basic renderings of what different development could look like in each neighborhood."We wanted to try to find something that allowed people to get into the weeds if they wanted to," says Tait Galloway, the Program Manager who helped design the website. "But, this still allows them to do it within 15-20 minutes."The website will be available until March 14th. After that, the answers will be collected and used as the city devises the new Clairemont Community Plan. They hope to present it by the end of 2020.City leaders hope this will become a template for other neighborhoods and a way to get more people involved in the process. SAN DIEGO (KGTV)-  Tens of thousands of people in San Diego are on a waiting list for rental assistance.According to the San Diego Housing Commission, the Section 8 voucher program is currently helping about 15,000 families.With the need so great, Team 10 wanted to know if everyone getting help qualifies for a voucher.RELATED: Making It in San Diego: Region needs 143,000 affordable homesUsing information from the San Diego Housing Commission, 10News compared 2017 data on family size and income limits to the maximum annual income limits allowed at the time. The comparison showed more than 20 cases where income was more than what was allowed at the time.Representatives with the housing commission said it is possible for people to be above the limit.  "We also have less than a quarter of one percent of our families who may exceed the 80 percent gross income, and that's a natural progression,” said Azucena Valladolid, Senior Vice President, Rental Assistance and Workforce Development. “Over the course of the time on our program, they may have increased their earnings.”RELATED: San Diego City Council passes affordable housing ordinanceValladolid explained that federal regulations require the San Diego Housing Commission to provide rental assistance to those families for an additional six months before they transition them off of the program.She said someone working for the housing commission determines whether or not someone qualifies for the voucher program.
