SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) — For two nights in December, Balboa Park will be transformed into a winter wonderland of holiday festivities and entertainment.The 41st annual December Nights returns to Balboa Park on Dec. 7 from  3 p.m. to 11 p.m. and Dec. 8 from  12 p.m. to 11 p.m., bringing along massive light display, inspiration choir performances, bands and dancers, delicious foods from vendors and international cottages, and holiday-themed attractions for the whole family.Thousands are expected to flock to the area for the annual holiday celebration. SAN DIEGO (KGTV) - Doctors across San Diego shared mixed emotions of despair and hope this week, as San Diego's COVID-19 cases surge while front line workers get the first doses of a vaccine."This is actually a really difficult time right now," says Dr. Holly Yang, the President of the San Diego County Medical Society. "Our hospitals are getting quite full and staff is getting really stretched.""It's tiring," says Dr. William Tseng, an Internist at Kaiser Permanente Hospitals. "But, as health professionals, we're here to take care of patients."They say this week has been particularly hard, as an influx of people who contracted the virus during the Thanksgiving holiday threatens to overwhelm the system."It gets tough," says Dr. Karrar Ali, an Emergency Room Physician at Sharp Chula Vista. "Now we're starting to make decisions based upon capacity... That's tough, when your resources start dwindling to the point where it's not just beds, but we're having staffing issues as well."Dr. Yang says, even as bad as things look right now, with the Southern California all but out of ICU beds, doctors in the SDCMS take hope from the vaccine."There's a light at the end of the tunnel," she says. "But that tunnel is long and dark. We're going to get there, but the challenge of getting us to there through this very difficult time is going to be a hard one." 1370
