They have met the qualifications to refinance their mortgages at record-low interest rates.Home sellers have thrived in many housing markets, as home prices have risen despite surging unemployment, an unusual combination. Home resale prices were up 3.5% in June, compared with a year before, according to the National Association of Realtors. One reason for the increase in prices: Fewer homes were for sale because of social distancing. The reduced supply of for-sale houses led to increased competition among buyers, pushing prices upward.Homeowners must catch up on missed paymentsBut the COVID-19 recession may end up harming more homeowners than it helps.In late July, 3.9 million homeowners were using mortgage relief plans that allow borrowers to miss payments or make partial payments if they have been affected by COVID-19, according to the Mortgage Bankers Association. Eventually, those homeowners will be expected to catch up on their missed payments. Some homeowners’ incomes were permanently reduced. They may find it difficult to make good on their past-due payments.Renters could be out in the coldRenters could end up suffering the most. According to the U.S. Census Bureau’s Household Pulse Survey, 18% of renters, or 13.3 million households, didn’t pay their full rent in June. And in mid-July, one-third of renters surveyed, representing 23.8 million households, told the bureau that they had no confidence or slight confidence that they would make their next rent payment.Congress, along with state and local governments, imposed limits on evictions early in the pandemic, but some of those protections have expired. On top of that, 0 extra weekly unemployment insurance payments were set to expire at the end of July, and as the clock ticked down to the August recess, Congress was still negotiating an extension.Even with tenant protections in place, about 4% of renters have received an eviction notice or have been threatened with eviction since March, according to data from the Urban Institute’s Coronavirus Tracking Survey.When eviction bans expire, tenants have few options:Apply for emergency rental assistance, if the state or city offers it and still has money.Reach a repayment agreement with the landlord. Under such an agreement, tenants pay extra each month until they catch up with the past-due rent. But a repayment plan requires the tenant to have the money and the landlord to be willing to make a deal. Neither of those is a sure thing.If it’s not swamped with similar requests, the local legal aid service might be able to step in and help negotiate a deal with the landlord.? With the increased popularity of smartphones and social media, the FCC says 4G is not enough to demands. It is now the 5G age. The federal government is now requiring larger connectivity, with smaller infrastructure called "Small Cells.""We're looking to see community wants," Deputy City Attorney for National City Robby Contreras said. National City is asking for community input on how they should proceed with their "Small Cells" roll-out. "Small Cells" are little, low-powered wireless base stations, installed onto already existing traffic lights. They provide 5G speeds without new huge towers.The City of San Diego already began its installation of "Small Cells." Many of them can be seen along First Street downtown. At this point, National City has only a handful of Small Cells that were installed after a pre-existing agreement from a decade ago. Now they are considering placing many more around the city."We're trying to get a Master License Agreement," Contreras said. "And this agreement would lay out the terms and conditions that carriers like Verizon or AT&T would have to follow in locating small cells in our city."While many are thrilled about a future with faster connectivity, Susan Brinchman is fighting against the Small Cells roll out."I have a medical condition caused by radiation poisoning," Brinchman said. She is the Director of the Center for Electrosmog Prevention, a nonprofit organization out of La Mesa.10News communicated with Brinchman through a secure, wired internet connection via Skype. She does not own a cell phone because of her electro-sensitivity. Brinchman believes Small Cells for 5G is not safe, not just for sensitive individuals, but for everyone."It would bring us into close proximity to strong microwave radiation which is harmful to health," Brinchman said. She is asking National City residents to join her cause."A moratorium should be placed on it, and learn about it, and fight back and say no," Brinchman said. National City is ready to listen, whatever the input may be."We have to weigh that concern against the law. And our outside counsel will tell interested folks more about the FCC ruling, and what that means and what the city can say yes or no to." 2655

You can typically find this information on your state’s Department of Labor website, she says.If you are unemployed or your income has dropped as a result of the pandemic, you can also check whether you qualify for moving assistance by calling 211.You might not be able to really get to know your new place until you’re living there, so prepare yourself (and your wallet) for surprises like leaky faucets or broken appliances. Landlords and real estate agents may offer only virtual tours. And if you can see the new accommodations in person, you may be required to sign a waiver, wear a mask and avoid touching anything while in the house.Stay safe during the moveHow to move safely depends on whether you are doing it yourself or using movers. Current guidance from the Centers for Disease Control and Prevention suggests that the main way the coronavirus spreads is through respiratory droplets, says Lindsay Slowiczek, pharmacist and drug content integrity manager at Healthline.com. That’s why wearing a mask and staying away from people is important to slow the spread of the virus, she says. Sanitizing surfaces is also an extra precaution worth taking.Moving yourselfIf you’re renting a moving truck, companies like U-Haul offer contactless pickup and drop-off options. Slowiczek suggests sanitizing the door handles, steering wheel, radio and the metal tongue on the seatbelt in the rental van.Using moversBefore picking a moving company, check its website or call and ask about its safety practices in response to the pandemic, Slowiczek says. Ask whether the movers wear masks and gloves during the move.On moving day, she suggests being prepared with a plan to limit interaction with movers and maintain social distancing. This includes packing as many things as you can yourself, or consider using a self-pack moving container as Slowiczek did for her own recent move.If the movers will pack the truck, create a schedule for the movers. For example, ask them to start with a particular room as you stay in another. This is also particularly useful if you live with family members who are vulnerable or immunocompromised, she says. Try to limit their involvement with the move as much as possible.“Plan out the way [the movers] are going to move through the house,” says Slowiczek. “If possible, move all of [your boxes] to one area in your home so they don’t have to come throughout your house as much.”Keep hand sanitizer or soap handy during the move so that you and the movers can use it periodically, she says. (Check on the FDA website that your brand of hand sanitizer is methanol-free, Slowiczek adds).
