A Japanese pilot found to be more than nine times over the legal alcohol limit before a scheduled flight from London Heathrow in October has been sentenced to 10 months in prison, police said Thursday.Katsutoshi Jitsukawa, 42, an employee of flag carrier Japan Airlines, was scheduled to fly from Heathrow to Tokyo on October 28 at 6:50 p.m. local time, but failed a breath test shortly before takeoff.The test showed Jitsukawa had 189 mg of alcohol per 100 ml of blood in his body. The legal limit for pilots is 20 mg, while drivers in England, Wales and Northern Ireland are allowed as much as 80 mg.Alarm was raised after a driver of a crew bus smelled alcohol and called the police, who conducted the test, according to Japanese broadcaster NHK.Jitsukawa said he had drunk two bottles of wine and a pitcher of beer the night before the flight, NHK reported.He was remanded in custody and later pleaded guilty to the charge of performing an aviation function when his ability was impaired through alcohol. Jitsukawa had been scheduled to fly a 244-seater Boeing 777 aircraft.Reacting to the sentencing, Inspector of Aviation Policing Iain Goble, condemned the "serious" offense that could have had "catastrophic" consequences."This conviction reflects he displayed not only total disregard for the safety of all the passengers and staff on his flight, but also the wider public," Goble said.Following Jitsukawa's arrest, Japan Airlines apologized for the incident and said "safety remains our utmost priority," adding it will "implement immediate actions to prevent any future occurrence." 1610

A Detroit nonprofit says it was denied service because of the city it's located in.Franklin Wright Settlement has been in business for more than 134 years on the east side of Detroit, and says a bounce house company would not deliver to the city because of safety issues.Deon Mullen, director of the Franklin Wright Settlement, said he tried to rent a bounce house for an annual event for kids, but says Awesome Bounce in Canton told him no."I was quite surprised," he said.Awesome Bounce sent Mullen an email saying the company does not service Detroit because of employees being robbed and equipment being stolen and damaged in the past. Mullen said he was offended by the email and said not all of Detroit is dangerous. He said he feels the owner's decision is bad business.Mullen said he is most upset at a certain part of the owner's response, where he states he feels sorry for the deserving children who were born into one place and not another. He also doesn't feel that the issue of safety is a valid excuse."It can happen anywhere," Mullen said. A federal judge ordered the Trump administration to fully restore the Deferred Action for Childhood Arrivals program Friday and accept new applicants for the first time since 2017, according to media reports.A judge with the U.S. District Court in Brooklyn told the Department of Homeland Security to post a public notice by Monday that states they will accept DACA petitions from immigrants who qualify and are not currently enrolled.The judge also instructed DHS officials to grant approved applicants work permits that last two years, and not the one year limit the Trump administration had proposed, according to CBS News."DHS is DIRECTED to post a public notice, within 3 calendar days of this Order, to be displayed prominently on its website and on the websites of all other relevant agencies, that it is accepting first-time requests for consideration of deferred action under DACA, renewal requests, and advance parole requests, based on the terms of the DACA program prior to September 5, 2017, and in accordance with this court's Memorandum & Order of November 14, 2020," the judge wrote.The Trump administration tried to end DACA in 2017, but the U.S. Supreme Court ruled against him in June 2020. Wolf issued a memo in July saying that new applications for DACA would not be accepted and renewals would be limited to one year. The memo essentially suspended the program.Friday’s order follows a ruling in November from the same judge that found acting DHS secretary Chad Wolf did not have the legal authority to close DACA to new applicants, shorten the period for work permits or change protections from deportations.The judge ruled at the time Wolf’s appointment to his position violated the Homeland Security Act of 2002. In his ruling, the judge wrote DHS failed to follow an order of succession established when then-Secretary Kirstjen Nielsen resigned in April 2019.The nonpartisan Government Accountability Office determined in August that Wolf’s appointment was invalid. 2003
