Tyson Foods may lay off more than 400 workers in the South Bay in an effort to become more efficient and save money.It would be the biggest layoff in San Diego County in more than a year.The company filed a layoff notice with the state this month saying it had to let 401 workers go from its Circle Foods label plant in Otay Mesa. "Tyson Foods, Inc. regrets that its team members at the San Diego, California facility must be permanently displaced yet hopes to accomplish this plant closing with the least possible disruption of lives of the tema members, their families, and the community," the notice says.Many of the workers make Mexican frozen food on the factory's assemblyline.A team from the San Diego Workforce Partnership has already been to the factory twice to help the workers find new opportunities. Also, Windsor Foods is buying Tyson's plant to expand its Mexican frozen food offerings. While it does plan to eliminate three tortilla lines, company VIce President Paul Taylor said the Windsor hopes to keep as many of the workers as possible.Andy Hall, chief operating officer of the San Diego Workforce Partnership, said he doesn't see the layoffs as a larger trend. After all, the unemployment rate is now near a 17-year-low of 3.3 percent. The layoffs are expected to occur by the end of April. Tyson in a statement said it is working on a transition plan with Windsor Foods, but will retain some operations here. Tropical storm conditions were expected to begin Monday morning in parts of Texas and Louisiana as Tropical Storm Beta slowly worked its way into a part of the country that’s already been drenched and battered during this year’s exceptionally busy hurricane season.No longer expected to gain hurricane strength, forecasters also decreased estimated rainfall totals from Beta early Monday, saying in a U.S. National Hurricane Center advisory that up to 15 inches (38 centimeters) of rain could fall in some areas. That’s down from earlier predictions of up to 20 inches (51 centimeters).Maximum sustained winds also decreased to 50 mph (85 kph) Monday morning. Beta was moving west at 6 mph (9 kph), forecasters said.It was the system’s slow movement and storm surge were generating concerns in coastal communities. Storm surge up to 5 feet (1.5 meters) was forecast from San Luis Pass to Sabine Pass in Texas.Beta was set to make landfall along Texas’ central or upper Gulf Coast late Monday night, forecasters said. Two people had to be rescued by West Palm Beach, Fla. firefighters after a dog attack Monday morning. West Palm Beach Fire Rescue said the incident occurred in the north end of the city.Fire officials said a man and a woman were in their second-story apartment when they were bitten by their own dog.Firefighters had to use a ladder to get the couple out of their apartment.No other details were immediately available. 441

UPDATE (6:59 p.m.): San Diego police identified the two people arrested as 50 year-old Paul Weinberger and 37 year-old Freddy Sosa. Police said Weinberger lived in the home where the homicide happened. Both men will booked into jail on charges related to the homicide. Neighbors reported gunshots in the area before police arrived and found the man suffering from a gunshot wound.First responders arrived to provide life-saving measures and the man was taken to a nearby hospital, where he died of his injuries. His identity is known but had not been released until his family is notified.Police said three men in their 20s and 30s were seen leaving the man's home around the time gunfire rang out. There were several residents in the home and police believe the suspects fled in a white, 2015 Lexus RX350 SUV belonging to one of the residents. The vehicle's California license plate is 7NWK357.
