SAN DIEGO (CNS) - San Diego Gas & Electric warned its customers Tuesday that a new wave of scammers is targeting them and threatening to cut off their service unless they pay their utility bills immediately with prepaid cards.The most common tactic reported is scammers impersonating SDG&E's billing department and asking for payment via Green Dot MoneyPak, a way of sending cash via prepaid or bank debit cards.According to the utility, in these scams criminals typically threaten immediate power shutoffs to scare customers into making an immediate payment. Once customers purchase prepaid debit cards or make wire transfers based on the scammer's instructions, they are asked to call another phone number to provide the card information, which allows the thieves to steal the money.It can be especially confusing for victims, according to an SDG&E statement, as the phone number scammers use might play a recorded message and menu options that mimic SDG&E's official customer service line, which is 1-800- 411-7343. When victims call the number provided by scammers, they might hear a recorded message that tells them they are calling SDG&E's business line. They are given different menu options, including one to pay their bill or to report a gas leak or power outage.Utility officials say SDG&E will never:-- call a customer to proactively ask for payment information during the call. Customers may receive communications directing them to pay their bill via their MyAccount at sdge.com, use the Billmatrix system, or to call and use the automated pay-by-phone option at 1-800-411-7343-- request that a customer use pre-paid debit cards for payments or cryptocurrencies to pay their bill-- send emails with an online payment method with a QR codeIf a customer is asked for payment over the phone, it is a scam and they should hang up immediately.Utility officials say people should only provide financial information by telephone if the customer initiated the call. If asked to do so by a suspected scammer, they should hang up and call SDG&E directly to verify information about the account. Customers can also view their account status, including bills and payments, through SDG&E's mobile app or via sdge.com/myaccount."Criminals work year-round to come up with new ways to defraud people," according to a company statement. "SDG&E works hard to make sure customers know what to do if they are targeted. SAN DIEGO (CNS) - The California State University Board of Trustees announced the appointment Wednesday of Ellen Neufeldt as president of the San Marcos campus.Neufeldt will become the university's fourth president when she takes over in July. She is currently the vice president of student engagement and enrollment services at Old Dominion University in Virginia.CSU officials had searched for and interviewed candidates for the Cal State San Marcos presidency since November."Dr. Neufeldt has been a visionary leader who has demonstrated a commitment to student success throughout her career," said CSU Trustee and search committee chair Jean Picker Firstenberg. "She brings a wealth of experience, and will serve as an inspirational leader on the campus and in the community."Current CSUSM President Karen Haynes announced last September that she plans to retire in June. Haynes, will leave office as the longest-tenured president in the university's history, helped increase the school's population from 7,000 in 2004 to the current 17,000 and added 15 new buildings and more than 100 academic programs.Neufeldt has held her current role at Old Dominion since 2011, overseeing government relations and marketing and public relations in addition to student engagement and enrollment services. SAN DIEGO (CNS) - San Diego lifeguards reported that although about 155,000 beachgoers hit San Diego beaches Saturday and Sunday, the number of rescues and medical assists made by lifeguards was not excessive going into the third day of the Labor Day weekend.``On Saturday there were about 120,000 people on the beaches, and on Sunday there were about 135,000 people,'' said San Diego Lifeguard Lt. Andy Lerum. ``We did about 2,000 preventative acts each day.'' Lerum said the number of rescues made both days was relatively light.`We made 15 rescues on Saturday, and 42 rescues on Sunday, mostly because the ocean has been pretty calm,'' he said. `We had more medical aids, 40 on Saturday and 35 on Sunday. We're going to probably have more than that for Labor Day, but the final figures are not yet in.''`The bulk of what we've been doing on the beaches has been taking care of sick and injured people,'' said Lerum. ''We also had a flurry of kayak rescues, About five kayaks tipped over into the ocean. We rescued those kayaks. Everybody is fine.''There was lots of boating activity over the holiday weekend.Lerum said a person fell from either Ocean Beach Pier or the seawall there about 5:30 p.m. on Labor Day. The extent of the injuries was not immediately known.``We had a ton of boating incidents on Mission Bay,'' said Lerum.``That's a big part of what we do. It was a spectacular Labor Day weekend. SAN DIEGO (CNS) - The county Board of Supervisors Tuesday unanimously approved a moratorium on evictions for both residents and small businesses located in the unincorporated area in the wake of the coronavirus outbreak.The policy, which was put forward in a resolution sponsored by Supervisors Nathan Fletcher and Kristin Gaspar, will give authority to the county's chief administrative officer to work with financial institutions to halt foreclosures and foreclosure-related evictions; and allow the county Housing Authority to extend the deadline for recipients, including those who receive Section 8 support.Fletcher said the proposal will provide relief for four months, up to May 31. The protections are provided retroactively to March 4, when Gov. Gavin Newsom proclaimed a state of emergency over the pandemic.Fletcher said the resolution "is a prudent step to protect folks in a period of economic distress."The supervisors voted remotely, abiding by the social distancing guidelines established by health officials to prevent further spread of the virus. County staff members, including Chief Executive Officer Helen-Robbins- Meyer, were in board chambers but kept their distance from one another.The county resolution does include one change, in terms of the amount of time renters have to inform their landlord about their economic situation, from 15 days to one week.Gaspar said that change will align the county with the city of San Diego's policy. She said that as a land owner and tenant, she's "sensitive to all sides of this proposal.""I believe we need to give the most vulnerable the tools they need," she added.Supervisor Dianne Jacob said while she fully supported the resolution, it was also important to protect landlords, and that she wanted to hear from rental property owners in her district. However well-intended, there can be unintended consequences from such a proposal to help renters, Jacob said.Before approving the resolution, supervisors heard from residents, most of whom were in favor.Real estate and property owner representatives said while they support relief for people in financial distress, it was also important to work with renters who could afford to pay. Mitch Thompson, of the Pacific Southwest Association of Realtors, said the resolution could impact between .5 billion and billion in rental income, and affect people like him and his wife. SAN DIEGO (CNS) - Some low-level, non-violent inmates facing trials and being held in San Diego County jails are being considered for release in the wake of the coronavirus outbreak, the county's district attorney and sheriff announced Saturday."In the wake of an unprecedented Superior Court closure, the San Diego County District Attorney's Office and San Diego County Sheriff's Department took several proactive steps this week to address the threat of the coronavirus to individuals arrested for low-level, non-violent crimes who normally would have been released if the court was open or can't afford to post jail," the DA and sheriff said in a joint statement.The DA's office did not say how many inmates have already been released under the new policies nor how many are expected to be released.District Attorney Summer Stephan said she and the sheriff were concerned about defendants who are not an imminent threat to pubic safety, who are unable to post bail and would be forced to wait weeks or potentially months for their first court appearance because of the court being shut down.Cases involving people in custody are being reviewed and if no charges are going to be filed, the jail will be notified by the district attorney so the person can be released, the statement said."If charges are going to be filed, the district attorney is working with the sheriff and the court on an electronic pre-arraignment review to identify individuals whose charges are eligible for immediate release or bail reduction," a news advisory said."We're taking these steps because it's the right thing to do in the face of extreme circumstances that pose a serious health risk to inmates and everyone who has contact with inmates..."
