SAN DIEGO (KGTV) -- A man with San Diego ties who worked for the U.S. government is accused of drugging and sexually assaulting multiple women, according to federal court documents.An FBI spokesperson confirmed Brian Jeffrey Raymond was arrested in La Mesa earlier this month.The arrest was first reported by The Daily Beast.Team 10 learned his arrest on October 9th took place in the parking lot of a La Mesa gym. Currently, he faces one charge related to sexual assault, but prosecutors said he is under investigation for crimes against 21 other women.Raymond, who most recently worked for the U.S embassy in Mexico City, had worked for the government for 23 years."For years, he has exerted power and control over unconscious women, undressing them, sexually assaulting them, photographing them, and recording them without their knowledge or consent," prosecutors wrote in court documents. They called him an "experienced sexual predator."He is currently at the Metropolitan Correctional Center in downtown. In a hearing this week, he was ordered to be transferred to Washington D.C. The investigation showed in May 2020, police in Mexico City responded to Raymond's apartment to reports of a "naked, hysterical woman desperately screaming for help." The woman said she met Raymond on Tinder. Their date eventually led to his apartment, where they ate snacks and drank "from a wine glass [Raymond] provided in his residence," documents showed. The victim said she suddenly blacked out. A sexual assault examination showed several injuries.On Raymond's devices and iCloud, investigators said they found approximately 400 photos and videos, some dating back to 2011. They showed at least "21 different unconscious women." Some of the women were fully nude.Law enforcement said they found his internet searches included "passed out black girl," "deep sleep," and "Ambien and alcohol side effects."The alleged assaults took place from Mexico City to Virginia, according to prosecutors. Raymond's parents live in La Mesa. Documents showed he moved back to their home in June after he resigned from his job. In an interview with federal agents, his parents said "they feel like they do not know their son" and were surprised when he came to visit. Prosecutors said his behavior was escalating, even after his arrest. A week before he was arrested in La Mesa, they said Raymond met another women who could only remember small fragments of their sexual encounter.Raymond's attorney did not return Team 10's request for comment. 2531

SAN DIEGO (KGTV) — A man who was convicted of robbing a Chula Vista bank and fleeing the scene on a Lime scooter was sentenced on Monday to nearly five years in prison.Mario Daniel Haro, a 32-year-old United States citizen who lived in Rosarito, Mexico, was sentenced to 57 months in prison and must pay restitution for robbing the Chase Bank at 2121 Olympic Parkway in October 2019.In February, Haro admitted to entering the bank, telling a bank teller he had a gun, and handing the teller a threatening note, reading “I have a GUN! Give me all money. NO INK Packages."The teller complied with Haro's demands, officials said, and gave him about ,000. Haro then fled the scene on a Lime electric scooter.“Unfortunately this defendant failed to take advantage of his second chance and committed an additional violent crime,” said U.S. Attorney Robert Brewer. “As this case demonstrates, individuals who reoffend will be investigated, arrested and convicted and usually the sentence will be longer. Hopefully this time the defendant learned a lesson.”The 2019 robbery was Haro's second conviction for bank robbery. He was also convicted of robbing a Chula Vista bank in 2008, officials added. 1200

SAN DIEGO (KGTV) -- A Point Loma woman said a man took photos of her chest as she was walking into the Ralphs grocery store on Rosecrans Boulevard on Tuesday morning. It was around 9 a.m. when Julie Buerckley noticed a man standing by the entrance and as she got closer she says he began snapping photos on his phone.  "He was taking pictures of me but it wasn't of my whole body, it was just of my chest," said Buerckley.Buerckley told 10News she ran inside to tell someone, but by the time employees came out the man was long gone. She said there's no telling how long he'd been there or who else he'd taken pictures of. "I'm worried about kids getting pictures taken when their parents aren't paying attention and stuff," Buerckley said. "That's what I'm worried about."She described the man as being tall, and wearing a red shirt, blue jeans and white shoes.  906

SAN DIEGO (KGTV) - A man accused of fatally stabbing his neighbor 33 times in Rancho Pe?asquitos last week pleaded not guilty to a murder charge.Police said Howard Forrest Lowe, 54, stabbed his neighbor, Richard Munsinger, 72, repeatedly in an unprovoked attack in Munsinger's garage in the 9500 block of High Park Lane.Following the attack, police said Lowe washed his hands and made a getaway on his bike before authorities caught up to him.RELATED: Police identify victim, suspect in deadly Rancho Pe?asquitos stabbingLowe faces 26 years to life in prison if convicted. He’s known for backing progressive candidates and shaking up elections, usually with controversial ads.The ad lays out Geneviéve Jones Wright’s qualifications to be San Diego County’s next District Attorney. It does not attack her opponent Summer Stephan, which is what most politicos expected.Jones Wright told 10News she had not seen the ad.Stephan’s campaign manager said he’s surprised the ad is more of an introduction than an attack. Jason Roe also said there is no doubt in his mind the gloves will come off, based on what he called Soros’ pattern of negative and dishonest ads.Jones Wright filed a complaint with the attorney general claiming Stephan was basically campaigning on the job and using photo ops with law enforcement in her campaign materials.Stephan’s campaign manager called it a distraction. 1128
