SAN DIEGO (KGTV) - A Del Cerro woman had a rare - and timely - encounter outside a Halloween display on her morning walk Tuesday. Liz Harley and her friend Terry Finstad spotted an owl in the middle of the street, transfixed by a light show of bats on the side of a home. “It was just so cool,” Harley told 10News. Harley and Finstad have been walking together for 25 years, since their children were small. Now they’re both grandmothers and keep their tradition alive. During their walks, the two have seen all kinds of wildlife: coyotes, rabbits, skunks, raccoons. At first, Harley thought the owl was a cat, but then she noticed its head spinning. “We just watched it,” she said. “We wondered, what is it doing?” The owl spent several minutes absorbed by the flying bats, oblivious to Harley’s golden retriever. Harley and Finstad walked on, and when they passed through the area again, the owl was gone, leaving only feathers behind. “Kind of reminded me of Harry Potter,” Harley said. Harley, who usually goes to the gym on Tuesdays, is glad she chose to stay close to home. “I was rewarded for walking this morning.” 1130

SAN DIEGO (KGTV) - A baby hippo was born Saturday night at the San Diego Zoo and is now freely exploring its habitat, although always under the watchful eye of her mother. The calf, the 9th birthed by Funani since she arrived at the Zoo, is yet to be given a name."Less than ten minutes after it was born, it was already on the beach," Senior Wildlife Care Specialist Jennifer Chapman told 10News. "Out of the pool, on the beach, so right away we knew this was a strong calf."Funani can already be seen exhibiting the behaviors of hippo mothers, including licking sand off her calf, nudging her into the water, and making sure she is coming up to the surface for air. "That bond is already starting and she can start to train the calf immediately," Chapman said. "This is where you go. This is where you don't go. Listen to me. And she goes through all of that with the calf and it's really from minute one."Because Funani is very protective of the calf, the father, Otis, is being kept in a separate area from the other two. They will eventually rotate into the publicly-facing part of the habitat.The last calf born at the Zoo was a male named Tony in 2017. Because hippo mothers typically lose interest in their offspring when they begin preparing to resume mating, Tony was sent to a different zoo in 2019. 1318

SAN DIEGO (KGTV) -- Security is tight at San Diego's mosques following an arson attack at a mosque in Escondido early Sunday morning. Someone set fire to the Islamic Center of Escondido on West Sixth Avenue around 3 a.m, but a handful of worshippers was inside, and the group put out the fire before it caused any significant damage. When police arrived, they found a message in graffiti referencing the recent shootings at mosques in New Zealand. Monday afternoon, two San Diego Police Department patrol cars sat in the parking lot of the Islamic Center of San Diego. Directors say worshipers are nervous. "They accept the faith of what happened, others are very, you know, worried as well. It's a mixed mood," said Khelil Ouznali, vice chair of the board of directors. The center already has surveillance cameras all over the property and guards on duty, but now the directors are considering hiring armed guards. "We are looking into improving security, you know, we are looking into different options based on the feedback from our community," said Ouznali. On the campus of San Diego State University Monday, dozens of students rallied against hate. They marched through the student union chanting, "No hate at state, Muslims are here to stay, no hate at state, Muslims are here to stay!" Faduma Mohamed is a member of the Muslim Student Association. "It just goes to show there's a lot of hate against us, but although some people can attempt to destroy Muslims, Islam itself the religion, cannot be destroyed," said Mohamed. The group posted pictures of the lives lost in the shooting rampages at the mosques in New Zealand and the attack at a Jewish Synagogue in Pittsburgh. However, the California Department of Education says more than 700,000 students still lack computing devices, and another 300,000 lack hotspots to connect to the internet.Even if all students have the right tools, will they participate?"For some people, they may find it challenging," said parent Frank Powell. "In my situation, I find it impossible."Powell is a father of three. His oldest child is 11 and has special needs. Powell said they haven't logged into a learning program at all this summer."It's good for some. For others, it's impossible, and for others, it's going to be extremely challenging," he said.Back in March, the headlines about distance learning were daunting.A Los Angeles Times article on March 30 stated, "About 15,000 Los Angeles high school students are absent online and have failed to do any schoolwork while more than 40,000 have not been in daily contact with their teachers since March 16, when the coronavirus forced campus shutdowns."A spokesperson for the Los Angeles Unified School District said the district did not take classroom attendance when schools initially closed. Instead, it made every effort to provide students with technology and get them connected to online instruction. Los Angeles Unified invested 0 million to provide devices and technology for students.A graphic provided by the district showed a dramatic increase in the number of students who are now connected.At the state's second-largest school district, a San Diego Unified spokesperson said at the end of May nearly 98 percent of students had logged in since they began measuring this at the start of April. The district said that the number is accumulative."The participation of 97.8% of our 101,000 transitional kindergarten to 12th-grade students is extremely encouraging, but it is not 100 percent. It is, however, above our average rate of attendance on any given day of the school year of approximately 96%. For comparison, our rate of chronically absent students for the last school year was 12.4%. Of the 2,204 students who have not logged in, the majority are in very young grade levels. Some 51% are in Transitional Kindergarten or kindergarten. For a point of comparison, in a typical school year, kindergarten students account for 12% of all absences," the SDUSD spokesperson said.At the Poway Unified School District, elementary, middle, and high school participation ranged between 98 and 99 percent, district officials said.The district noted, "The data indicates the percent of students that connected or participated at some level in distance learning. Participation did vary, day-to-day, however, we conducted a significant amount of outreach to students and families. "The next week, it was half of that, and the week after was half of that."Davis said she experienced challenges with student motivation and accessibility in the spring but did believe virtual learning can work."I don't think it's going to ever be what we can accomplish in the classroom, but I do believe it can be effective."According to the California Department of Education, "Education Code Section 43504(f) requires each LEA to develop written procedures for tiered reengagement strategies for all pupils who are absent from distance learning for more than three schooldays or 60 percent of the instructional days in a school week. These procedures shall include, but are not limited, to verification of current contact information for each enrolled pupil, daily notification to parents or guardians of absences, a plan for outreach from the school to determine pupil needs including connection line with health and social services as necessary and, when feasible, line transitioning the pupil to full-time in-person instruction." 4359

SAN DIEGO (CNS/KGTV) - A federal judge in San Diego today ordered the Trump administration to immediately start new asylum screenings for eligible reunified families, despite objections from the government that the agreement has not been finalized.Under the proposed settlement agreement – which U.S. District Judge Dana Sabraw gave unofficial preliminary approval to last month – reunited migrant families would get a second chance at applying for asylum.Attorneys for the migrant families argued that when the families were separated at the border, most children were not interviewed to determine if they had a credible fear of returning to their native country. Their parents were granted interviews, but were so distraught after being separated that they didn't clearly advocate for themselves, attorneys said.Under the settlement, reunited migrant families still in the U.S. will be allowed to remain until all family members have completed the asylum process.When Sabraw unofficially approved the settlement, both sides agreed that the asylum determination process should get underway as soon as possible.Sabraw granted preliminary approval last week, paving the way for credible fear interviews to proceed within days of a migrant confirming his or her wishes to go forward with an asylum claim.The ruling appears to apply to about 60 people who are detained and had signed paperwork agreeing to the terms of the new process.It could end up applying to many more.Another status conference on the class-action lawsuit is scheduled next month. 1576
