SAN DIEGO (KGTV) — A 4-acre brush fire in Chula Vista highlighted a firefighting technique that's relatively rare throughout the state: nighttime aerial water drops.Once considered too dangerous to attempt, a handful of agencies in California now have the helicopters and equipment needed to handle night operations, including the San Diego Fire-Rescue Department.San Diego Fire has been doing water drops using military-grade night vision goggles since 2005, said pilot Chris Hartnell. The agency expanded its night helicopter coverage countywide in late 2014.Only two helicopters in San Diego County have the capability to do night drops. Both were in use Wednesday when flames broke out near a riverbed just before 11 p.m. in the 2500 block of Faivre Street, near Hollister Street.CAL Fire does not currently operate firefighting helicopters at night anywhere in the state, although the agency has plans to purchase 12 new helicopters with that capability, said CAL Fire San Diego spokesman Thomas Shoots. The agency just received its first Firehawk helicopter this year and plans to put it into service in about a month, Shoots said. Two more helicopters should arrive before the end of the year, and the agency plans to acquire all 12 by 2021. 1256

SAN DIEGO (CNS) - The U.S. Small Business Administration is offering low-interest federal disaster loans for working capital to small businesses in San Diego and 34 other California counties that are economically impacted by the coronavirus pandemic.Small businesses, private nonprofit organizations of any size, small agricultural cooperatives and small aquaculture enterprises that have been financially impacted as a direct result of COVID-19 since Jan. 31 may qualify for Economic Injury Disaster Loans of up to million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred, according to SBA Administrator Jovita Carranza."These loans may be used to pay fixed debts, payroll, accounts payable and other bills that can't be paid because of the disaster's impact. SAN DIEGO (KGTV) - 10News was there as an emotional burglary victim was reunited with her stolen Pekachu puppy.Ashley Morales was overcome with emotion as young Lorenz Lugg placed her 4-month-old puppy back in her arms. "I can't believe it. I never thought I would get him back," said Morales.On Monday, a distraught Morales sat down with 10news after a Sunday morning burglary at her Spring Valley condo on Madrid Way. As her children slept inside, a neighbor's surveillance cameras captured several suspects as they walked in and out of the condo. Missing from the home: a television, jewelry, and Snuffles the Pekachu."I just want my dog back," said Morales, as she pleaded for her puppy's return. What she didn't know was that her puppy was at Payd 2 Fade barber shop in the College Area. Shop owner Roc Lugg says early Monday afternoon, a man resembling the suspect in the video came in with a story."He had the dog, but was homeless and living out of his vehicle. Couldn't afford to take care of the dog anymore," said Lugg. When Lugg saw how well the dog was interacting with his own dog, he decided to purchase the puppy to give him a better home. He paid 0. Later that day, his wife got a big shock as she was watching 10news. She realized their new puppy was actually someone else's. Their young son led the charge to reunite puppy and owner."I was desperate to find them and give it back to them. He needed to be home," said Lorenz Lugg.The family called 10news and we called Morales. ="I'm glad humanity is still thriving ... I'm over the moon. I got my baby back. I can't believe it," said Morales.Morales did give the family a reward to help cover the money they spent on the purchase. No arrests have been made in the burglary investigation. 1769

  

SAN DIEGO (KGTV) -- A Barrio Logan business is on a mission to help students become the first in their family to go to college. Called the Barrio Logan College Institute, the business helps kids learn how to get into college. The program began in 1996 and helps students from third grade all the way through college. So far, 204 students have participated in the program. The programs offered are free, but parents are required to donate their time. The business began out of the need to help students in underserved communities. According to the institute, only three percent of adults age 25 and older in Barrio Logan have a bachelor’s degree. The institute also says only 38 percent of those 25 and older in the community have a high school diploma. Through the institute, many students have been able to go on to attend college. 88 percent of students who have gone through the Barrio Logan College Institute’s College Success Program remain in college working toward a degree. For now, the institute is focused on moving to a new location within the Barrio Logan Community, so far raising .1 million of the needed .5 million to buy the building.
