SAN DIEGO (CNS) - UC San Diego is the seventh-best university and the best public school in the country, according to just-released rankings from Washington Monthly.UCSD fell slightly in the nonprofit magazine's rankings compared to 2017, when the school ranked sixth overall but second to Texas A&M among public universities. Harvard took over the top spot on the list from Stanford, first on last year's list, with MIT, Princeton and Yale rounding out the top five.Washington Monthly ranks schools based on a number of factors, the theme being how positively each school impacts its community and the country at large. Magazine contributer Kevin Carey called UCSD "a research powerhouse" at the time of 2017's rankings and noted that roughly one-third of the school's population is made up of first-generation and low-income families."We are proud to be recognized as the leading public university in the nation for expanding educational opportunity for diverse students, conducting bold investigations that benefit all and infusing a service-oriented outlook into all of our research and teaching," said UC San Diego Chancellor Pradeep K. SAN DIEGO (CNS) - Three people suffered non-life threatening gunshot wounds this morning in the Mount Hope Community of San Diego, a police officer said.A group of people were in the area of Market and Denby streets about 1:45 a.m. when several gunshots were heard and three people were shot, said Officer Robert Heims of the San Diego Police Department.A 39-year-old man was shot in the abdomen, a 32-year-old man was shot multiple times in the buttocks and legs and a 30-year-old man suffered a graze wound to his lips, Heims said.All three men were transported to an area hospital with non-life threatening gunshot wounds and police had no suspect information. SAN DIEGO (KGTV) -- A 17-year-old boy accused of killing a Carlsbad woman on a popular hiking trail denied the allegations against him during a virtual arraignment Thursday morning.Through his attorney, the teen denied all allegations. He faces charges in connection with the Nov. 23 death of 68-year-old Lisa Thorborg.Thorborg was on a morning walk at Hosp Grove Trail when Carlsbad police investigators said she was attacked and stabbed to death.On Dec. 14, Carlsbad police announced the arrest of a 17-year-old boy in the case. Little information on the teen was released, but police noted the suspect is a Carlsbad resident.Thorborg's death struck a chord with many in the community. In the days following her death, a large group came to honor her by finishing the walk she started.The woman’s death also left many neighbors upset and concerned about their safety while on that trail.During Thursday’s arraignment, the judge also granted the teen's request to two phone calls -- one to his Mom, the other to his grandmother.ABC 10News learned Thorborg’s family was also listening to the hearing through the phone.Another hearing in the case is set for Dec. 22. 1173

SAN DIEGO (KGTV and CNS) - Trial started Monday for the Yuma, Arizona police officer accused of raping a woman during a visit to San Diego.Jared Elkins, 34, is charged with eight felony counts of rape for the alleged incident in September 2017.The 23-year-old woman’s mother called 911 to report a crime at a home on Marlborough Street in Kensington. Elkins, who is related to the alleged victim by marriage, was staying at her home.Elkins, the alleged victim, and two other family members went to dinner then watched a movie while drinking beer and wine at the home before the alleged assault occurred, according to prior court testimony.RELATED: Arizona police officer charged with raping San Diego womanThe alleged victim testified during a preliminary hearing in April that Elkins physically forced her to participate in sex acts despite her pleas for him to stop. The two other family members were asleep in the house so small "you can hear someone breathing in the next room," the woman testified.During the alleged assault, the woman said she asked Elkins what would happen if she cried out for help. "He said, ‘I would kill you,"' the woman testified. After the incident, the woman said she found another family member in the house and they called police.At a hospital, the alleged victim's blood-alcohol level was determined to be .09 percent, according to witness testimony.Besides forcible rape, Elkins is charged with rape of an intoxicated person, forcible digital penetration, two counts each of forcible oral copulation and oral copulation of an intoxicated person, forcible sexual penetration and sexual penetration of an intoxicated person.Elkins -- a seven-year veteran of the Yuma Police Department who later resigned -- faces 14 years in prison if convicted, according to Deputy District Attorney Lisa Fox. 1834
