SAN DIEGO (KGTV) — Some seniors say they’re hitting a frustrating roadblock of red tape at the DMV. They say health concerns aside, the state has made getting into a field office to complete requirements impossible.Although many DMV tasks can be completed online, the agency requires an in-person visit for several types of service. Once drivers hit the age of 70, the DMV requires them to renew their licenses in-person to take vision and knowledge tests.The DMV has granted drivers aged 70 and up a four-month extension to renew licenses, but only for licenses that expire through July 31. For drivers like Charrie Pettersen, whose license expires 12 days later in August, there is no extension.RELATED: More California DMV offices reopen, six in San Diego, for appointmentsTo renew her license, Pettersen needs an appointment. But the DMV isn’t offering new appointments, as it works through the backlog of visits that were canceled during the months-long closure. The DMV is only accepting walk-ups for a handful for services, and not for seniors seeking license renewal.“It's ridiculous and I think the governor should do something,” she said.The agency has been opaque about when it will begin accepting new appointments. An employee at the DMV office in University Heights said the office would begin accepting new appointments for all types of service July 1, but a media spokesperson would not confirm that date.RELATED: DMV reopening all remaining field offices across California this week “DMV offices will be processing all transactions in the near future once the COVID related backlog is addressed, however there is no set date yet,” the spokesperson said in an email Friday.Pettersen, who has an underlying health condition and whose husband has COPD, isn’t comforted by the idea that she’ll be allowed to make an appointment “in the near future.”“Are you gonna put our lives in danger? SAN DIEGO (KGTV) — San Diego Zoo biologists are part of a team of researchers that have rescued the last remaining southwestern pond turtles from an area ravaged by the Bobcat Fire.The researchers spend the last couple of weeks finding and recovering the reptiles from the San Gabriel Mountains. The area, which was scorched by the Bobcat Fire, from Sept. 6 until early November, is now at risk of mudslides and debris flows from rain, which could impact the turtles."Our role as conservationists is to provide refuge and care for wildlife in trouble," said Kim Gray, curator of herpetology and ichthyology, San Diego Zoo Global. "We are happy to make a home for these pond turtles until their home in the mountains can be made safe for them and their offspring."The southwestern pond turtle is now rare in Southern California and faces risks to its survival, including habitat loss, invasive nonnative predators and competitors.Over the two weeks, researchers rescued eight southwestern pond turtles. The turtles will be cared for at the San Diego Zoo until their habitat is made after this year’s rainy season. When their habitat is secure, they will be returned. 1173

At Monday night’s meeting, the council approved reducing the current retail deed restriction on the property, creating the opportunity to build the office space. The campus would combine employment, entertainment and retail. According to a news release, the office space would be large enough for 3,000 to 4,000 jobs. SAN DIEGO (KGTV) -- Several University Heights residents are searching for a parrot they say flew out of their home and hasn’t been seen since. According to the owners, the 18-year-old parrot named Lily flew out of their home on Rhode Island Street on January 7. According to a Lily’s owners, the bird can fly but isn’t used to it. The parrot has a blue chest and head and the rest of her body is green. The search is becoming more and more dire, according to Lily’s owners. "It really feels very impossible,” said Mary Beth Cruden. On top of Lily not having food and water, nights have been cold across the county. "Really devastated about it. I loved the bird, the bird loved me,” William Smith told 10News. Lily’s empty cage now sits at the end of the driveway. Bird experts say if she smells something familiar she may come home. The family is hoping someone spots their beloved pet. "I would expect her to come walking up that street on her little two feet, she's practically a human being,” Smith said. Smith says if you spot Lily on the ground, hold your fingers close to her chest and she should hop on. Then hold on tight. The pair is offering a 0 reward to anyone who returns Lily. 1203

  

SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city.  The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected.  Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David.  Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager.  As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration.  Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split".  Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." Cambra noted that no consumer complaints about being overcharged had come from the 92014 zip code. Consumers are encouraged to know the sales tax in the communities where they shop.
