BEIJING, Feb. 14 (Xinhua) -- A recent circular of China's film and television watchdog to cut smoking scenes in films and TV dramas has received welcome from supporters of tobacco control.Xu Guihua, deputy head of China Association on Tobacco Control (CATC), a non-profit organization, said the order of the State Administration of Radio, Film and Television (SARFT) demonstrates government determination to protect public health rights."Frequent smoking scenes in films and TV dramas do not accord with China's stance on tobacco control and mislead the public, especially the youth," said the SARFT in a recent circular.Tobacco brands or signs and smoking scenes with juveniles present should not be allowed to appear in films or TV dramas, it said, adding that scenes which have to show smoking should "last as short as possible."Hailing the order, Xu said the communication through media including movies and TV is among those factors that can influence people's attitude toward smoking.Deng Haihua, a spokesman with China's Ministry of Health, also said the SARFT's move will help prevent people, especially the young, from being misled by smoking scenes on screens.In a survey report issued in August 2010, the CATC said it found smoking scenes in 31 movies and 28 TV series after monitoring 40 Chinese movies and 30 local TV series.Another survey by Beijing Municipal Center for Disease Control and Prevention also showed students tend to follow the fashion after seeing actors smoke on TV or in films.China has more than 300 million smokers and 540 million more suffering from secondhand smoke.What is especially worrisome is that 11.5 percent of the country's juvenile smoke and the ratio is even increasing, according to experts.

SHANGHAI, Feb. 19 (Xinhua) -- Shanghai and several other Chinese cities have moved to restrict home purchases in a bid to deflate bubbles in the real estate market.The rules, which were revealed by Shanghai's Housing Guarantee and Administration Bureau on Saturday, prohibits new home purchases from locally-registered families who have owned two or more homes and non-local registered families who have owned at least one home.Additionally, non-Shanghai registered families who have no documents certifying they have paid for social security or income tax in the city for one year are banned from buying property.Sales of commercial homes fell 42.4 percent year on year in Shanghai in 2010 as earlier measures to curb the speculative demand in the real estate market took effect.Despite the fall in sales volume, the average price of new commercial homes rose by 7.6 percent to 20,995 yuan (3,200 U.S. dollars) per square meter last year.On the same day, authorities in the eastern city of Nanjing and the northeastern city of Harbin rolled out similar purchase restrictions.On Wednesday, the Beijing municipal government unveiled even tougher measures to prohibit home purchases from non-local registered families who have no proof of social security or income tax payments in the Chinese capital for five straight years.The purchase limits came after the State Council, China's Cabinet, ordered late last month that cities where home prices are skyrocketing must implement strict measures to restrict home purchases over a period of time.The State Council also said that local governments will be responsible for the stable and healthy growth of property markets and are required to publicize, before the end of March, the annual "controlled" price targets for new homes.China has implemented a series of measures since last year, which includes higher down payment and lending rates, and bans on mortgage loans for third homes, to rein in the rapid rise in housing prices.Soaring prices have become a major concern for urban Chinese residents as more homes turn unaffordable. SAN FRANCISCO, May 4 (Xinhua) -- Intel Corp. on Wednesday announced that it will mass-manufacture chips using new transistors featuring a three-dimensional (3-D) structure, calling it a technical breakthrough in microprocessors.The 3-D transistor, called Tri-Gate, represents a fundamental departure from the two-dimensional planar transistor structure that has powered computers, mobile phones and other modern electronics, Intel said."Intel's scientists and engineers have once again reinvented the transistor, this time utilizing the third dimension," Paul Otellini, Intel's chief executive officer, said in a statement.Intel on Wednesday also demonstrated a 22-nanometer (nm) microprocessor, codenamed "Ivy Bridge," which will be the first high-volume chips to use the new 3-D transistors.Ivy Bridge is scheduled for high-volume production readiness by the end of this year, the company said.According to Intel, the 3-D transistors enable chips to operate at lower voltage with lower leakage compared to previous transistors, providing up to 37 percent performance increase at low voltage versus the company's 32nm planar transistors.The gain means that the new 3-D transistors are ideal for use in small handheld devices, which operate using less energy to " switch" back and forth, Intel noted.
