NEW DELHI, Aug. 8 (Xinhua) -- The 13th China-India Boundary Talks were held on Friday and Saturday in the Indian capital.     Chinese Special Representative, State Councilor Dai Bingguo and Indian Special Representative, National Security Advisor to the Prime Minister M.K. Narayanan exchanged in-depth views about relevant issues in an atmosphere of frankness and friendliness. BEIJING, Oct. 5 (Xinhua) -- The Emerging Markets magazine has named China's Finance Minister Xie Xuren as Finance Minister of the Year, Asia 2009, the Ministry of Finance said Monday at its website.     The Emerging Markets believes that China's quick and proactive fiscal policies implemented in the past year have boosted economic growth and made contributions to global economic recovery, the ministry said.     In a written interview with the magazine, Xie said since the outbreak of the global financial crisis last year, the Chinese government timely and resolutely adjusted its macro-economic polices, carried out proactive fiscal and moderately easy monetary policies, and approved plans aiming to spur domestic consumption. NAIROBI, Aug. 26 (Xinhua) -- A visiting Chinese Tibetologist delegation on Wednesday gave Kenyan lawmakers an insight into Tibet and its issues.     Shes-rab-nyi-ma, vice president of China's Central University for Nationalities and head of the Chinese delegation, introduced the basic facts of Tibet, the origin of the "Tibetan issue," the efforts the Chinese government has taken to develop the local economy and to protect the indigenous language and culture, and the system of regional autonomy for ethnic minorities in China.     Legislator Ahmed Shakeel Shabeer said many Kenyan lawmakers didn't know much about Tibet before and most of them had been influenced by western media on the Tibetan issue due to their British-style education. BERLIN, Oct. 12 (Xinhua) -- Chinese Vice President Xi Jinping held talks here on Monday with German Chancellor Angela Merkel, putting forward a five-point proposal on boosting bilateral relations between the two countries. Xi extended congratulations on the victory of Merkels' party, the Christian Democrats (CDU/CSU), in late September's general election.     The vice president said Sunday marked the 37th anniversary of the establishment of diplomatic relations between the two countries, and the bilateral ties have seen outstanding progress over the past 37 years.
