LOS ANGELES (AP) — Three Los Angeles police officers have been charged with falsifying records reporting that people they stopped were gang members or associates. Prosecutors say the members of the Police Department's Metropolitan Division were charged with conspiracy in a 59-count complaint with obstructing justice and multiple counts of filing a false police report and preparing false evidence. A misdemeanor count also alleges elder abuse.Authorities say Morgan sought to capitalize on the Marvel Comic mastermind's wealth and exert influence over Lee even though he had no authority to act on his behalf.Police say Morgan pocketed more than 2,000 from autograph signing sessions Lee did in May 2018. Authorities say Morgan at one point also took Lee from his Hollywood Hills home to a Beverly Hills condominium "where Morgan had more control over Lee."Lee's daughter said in a request for a restraining order last year that Morgan was manipulating the mentally declining Lee, preventing him from seeing family and friends, and trying to take control of his money and business affairs.Attorney Alex Kessel has said Morgan has never abused or taken advantage of Lee. The Grammy winner announced his new Bank Account At Home nationwide initiative on Wednesday. Gavin Newsom announced a new process for reopening businesses that is slower and more gradual than what the state tried earlier this summer.The new rules create a four-tier, color-coded system that counties will move through based on their number of cases and percentage of positive tests.It will rely on two metrics to determine which tier a county is in: case rates and the percentage of positive tests.The state's website says:"Every county in California is assigned to a tier based on its rate of new cases and positivity. At a minimum, counties must remain in a tier for at least 3 weeks before moving forward. Data is reviewed weekly and tiers are updated on Tuesdays. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier.
