BEIJING, Feb. 25 (Xinhua) -- China's top legislature on Friday ended its bimonthly session, adopting a series of bills including a law on vehicle and vessel taxation, which is aimed at standardizing taxation and promoting environmental awareness and energy efficiency.The National People's Congress (NPC) Standing Committee also voted to adopt an amendment to the Criminal Law which reduces the number of crimes punishable by death by 13 to 55.Moreover, it passed the country's first law on intangible cultural heritage protection, which is expected to better preserve heritages of historic, literary, artistic or scientific value.At the session that opened on Wednesday, lawmakers validated the dismissal of Liu Zhijun from his post as the railways minister and appointed Sheng Guangzu, the former head of the General Administration of Customs, to replace Liu.The discipline watchdog of the Communist Party of China (CPC) said on Feb. 12 that Liu was under investigation for alleged "severe violation of discipline," while the CPC Central Committee's Organization Department said he had been removed from the post of the ministry's Party chief.Wu Bangguo, chairman of the NPC Standing Committee, said at the closing of the bimonthly session that the democratic rights of NPC members should be fully respected and guaranteed during the upcoming NPC plenary session.On Friday afternoon, the members of the NPC Standing Committee attended a lecture on China's water conservancy development.
TOKYO, May 21 (Xinhua) -- Japanese Economy, Trade and Industry Minister Banri Kaieda met with visiting Chinese Commerce Minister Chen Deming in Tokyo Saturday and agreed the two countries will promote bilateral trade to assist Japan's recovery after the March 11 quake and tsunami.Chen, who accompanied Chinese Premier Wen Jiabao to Japan, told Kaieda that China will offer "as much cooperation as possible to help Japan's reconstruction" by providing necessary supplies.Kaieda said Japan will strive to restore production and supply chain disrupted by the disasters as soon as possible.The two sides said they will conduct various investment and trade activities to strengthen cooperation and personnel exchange, and facilitate the smooth flow of bilateral trade so as to promote sustainable development.The two ministers signed a document on expanding bilateral economic and trade cooperation. They also reaffirmed that free and open trade will help Japan's reconstruction efforts.

SAN FRANCISCO, March 7 (Xinhua) -- The world's leading hard rive producer Western Digital Corp. on Monday announced that it has agreed to buy Hitachi Ltd.'s hard disk drive unit for about 4. 3 billion U.S. dollars, a move that will create a dominant player in the industry.Western Digital said that it plans to acquire Hitachi Global Storage Technologies, a wholly-owned subsidiary of Hitachi Ltd., in cash and stock.The proposed combination will result in a customer-focused storage company with the industry's broadest product lineup backed by a rich technology portfolio, Western Digital said.According to their agreement, the resulting company will retain the Western Digital name and remain headquartered in Irvine in the U.S. state of California.The transaction has been approved by the board of directors of each company and is expected to close during the third quarter of 2011.With the purchase, Western Digital will claim 49.6 percent share of global hard disk drive unit shipments based on latest quarterly statistics, compared to 29.4 percent for Seagate Technology LLC, the industry's No. 2 supplier, research firm iSuppli pointed out.The deal will give Western Digital a lead of 20.2 percentage points over Seagate, up from a mere 2 points without the acquisition, iSuppli said in a research note released Monday.The acquisition will also allow Western Digital to enter the critical enterprise hard disk drive segment, where it currently is only a marginal player.Analysts believed that the purchase might be a consequence of declining hard disk drive shipments, which are being impacted by the rising sales of tablet computers, which don't use hard disk drives and are cutting into the sales of mobile PCs, a major market for hard drives."Amid weaker industry conditions, organic sales growth is more difficult to achieve, prompting hard disk drive suppliers to engage in acquisitions to gain market share," iSuppli noted.
SAN FRANCISCO, March 22 (Xinhua) -- Apple Inc. on Tuesday announced that iPad 2, the second-generation of its popular tablet computer, will be available in China's Hong Kong, Korea, Singapore and additional countries and regions in April.The company also confirmed that iPad 2 will go on sale in 25 countries on March 25 in addition to the United States, where the device first hit market on March 11 and has seen strong demand."While competitors are still struggling to catch up with our first iPad, we've changed the game again with iPad 2," Steve Jobs, Apple's chief executive officer, said in a statement."We're experiencing amazing demand for iPad 2 in the U.S., and customers around the world have told us they can't wait to get their hands on it. CHENGDU, Jan. 30 (Xinhua) -- Over the crowds of holiday shoppers in China's big stores this Spring Festival lingers an atmosphere of suspicion.With charges of price deception hanging over the big chains of Carrefour and Wal-Mart and local authorities moving to levy fines, many Chinese -- normally averse to be pinching pennies during the Lunar New Year -- are checking their receipts at the tills.The New Year, which falls on Feb. 3 this year, is normally a time of largesse and excess -- all the more reason why many shoppers feel so betrayed.Customers can be seen recording label prices in notebooks or calculating their final bill on their mobile phones as they walk the aisles.At outlets of Carrefour and Wal-Mart in cities such as Beijing, Shanghai and Chengdu, the check out queues have grown as customers doublecheck prices at the tills."I would never have imagined global firms would do this intentionally and I have to be cautious," said a woman surnamed Wang, after shopping at a foreign-owned supermarket in Chengdu, southwest China's Sichuan Province.With three bulging shopping bags, Wang stood next to the check out to calculate the final bill: "We buy a lot for the New Year celebrations, so I have to be more careful."The official weeklong Spring Festival holiday, which starts Wednesday, is China's closest equivalent to the West's Christmas shopping season, with generous gifts of food, tobacco, liquor and other presents for family and friends.According to the Ministry of Commerce, China's retail sales hit 340 billion yuan (49.8 billion U.S. dollars) during the Spring Festival holiday week last year."The deceptive pricing practices of the two foreign-funded supermarket giants were a total scandal," said Wang. The refund policy would be implemented at Carrefour's 182 outlets in China.The issue is continuing to smoulder on the Internet, with websites asking people to write in with "your experiences of price cheating by the Carrefour."A survey by Sohu, one of China's major web portals, had resulted late Sunday in 8,451 of 9,507 respondents saying they "would not go to Carrefour as it is blacklisted for price cheating.""Carrefour will further strengthen price label management and improve service quality to gain the support and confidence of Chinese customers," said Chen Bo.Carrefour had drawn up short and long-term measures to solve the price label issue, including price inspections, improving and upgrading the price label system, and comprehensive staff training."We will have our special control group conduct frequent and wide-ranging internal price inspections," Chen said.The National Development and Reform Commission (NDRC), China's top economic planner and price regulator, said Wednesday that some Carrefour and Wal-Mart stores in China were involved in deceptive pricing practices.The NDRC ordered local pricing authorities to urge stores to correct their wrongdoing, and pay fines five times the illegal income. It also urged authorities to step up price checks ahead of the Spring Festival.
