SAN DIEGO (KGTV) — A new food hall and beer garden is planned for National City with hopes of reinvigorating the neighborhood.Market on 8th is currently under construction at 41 E 8th Street. The 9,000-square-foot location will include at least eight eateries and retail locations, according to founding partner Joel Tubao."My family has been in the community here since 1968," Tubao said, who owns other properties in the area. SAN DIEGO (KGTV) -- A local father is just a few days away from reuniting with his family who is in federal quarantine in Northern California at Travis Air Force Base. Ken Burnett's wife and two young children were visiting Wuhan, China when the coronavirous broke out. The city shut down and the three were stranded, unable to fly home. Their 14-day federal quarantine ends on Tuesday. Burnett plans on traveling to Northern California to reunite with his wife and kids so they can all travel back to San Diego together. SAN DIEGO (KGTV) - A San Diego law student is making parking less expensive downtown. The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. SAN DIEGO (KGTV) - A San Diego man building his travel brand on Instagram said hackers tried to take it all away.Claudio Copiano Jr. runs the account @globalvagabonds. He posts pictures from his travels all around the world and advises people on how to travel on a budget. He’s traveled around the United States and about 30 other countries so far. Copiano has received partnerships with two countries to post about his travels. Eventually, he hopes to build it into a full-time income.“I want to show everybody what I do,” he said. Recently, Copiano received a notification from Instagram saying his email had been changed. “I clicked on ‘forgot my password,’ even though I know my password,” Copiano said.He still could not log in and started to panic. Then, he started to receive emails from someone who said he had hacked the account. The hacker demanded 0 in Bitcoin for the return of the account. Copiano said he sent dozens of emails to Instagram with no luck. “I got an email the first time from them saying that my account had been deleted and there was nothing that they could do,” Copiano said.Fortunately, he was able to figure out the new name of his account and determined it was still active. He said Instagram sent security codes to access his account but it was sent to the hacker’s email.Copiano is still not sure how he got his account back, but said after dozens of attempts, the security code was sent to his phone and he was able to access his account. He immediately changed his password and emphasized he did not pay the ransom. “You should never send money to a hacker because he’s not going to give you your account back,” Copiano said.Security expert Ted Harrington, executive partner with Independent Security Evaluators, agrees. “The reason you don’t pay the ransom is that [it] just further incentivizes other bad guys to keep doing this,” Harrington said. He also encourages people to contact the FBI if they believe they are a victim of a crime to file a report. Harrington also said two-factor authentication is vital to keeping an account safe. It is something Copiano did not have at the time, but added it right after he got his account back. “Two-factor authentication is essentially an additional way to verify who you are,” Harrington said. “Two-factor authentication is one of the most impactful security features that exist today.” A spokesperson with Instagram said they recently launched a new in-app experience making it easier for people to sign in and reclaim an account if it has been hacked. They sent the following information to Team 10:There are two ways to access this experience: 1) if we detect you are having trouble logging in (for e.g. if you repeatedly enter an incorrect password), or 2) by clicking “Need more help” on the login page.The experience will ask you to enter different types of information specific to your account, for example, the email address or phone number associated with your account, or the email or phone number you used when you signed up to Instagram.From there, we will send a 6 digit code to the contact information you select, which will allow you to regain access to your account. When you re-gain access to your account, we will take additional measures to ensure a hacker cannot use codes sent to your email address of phone number to access your account from a different device.This experience allows you to recover your account even if the account information has been changed by a hacker e.g. if the username and associated contact information is changed.The Instagram spokesperson also said if someone gains access through a compromised email account, people can follow steps detailed on the Help Center. 3709

SAN DIEGO (KGTV) — A record number of Americans filed for unemployment for the first time last week, leading to increased competition for the jobs that are available.The Labor Department reported Thursday that nearly 2.9 million workers are now seeking weekly payments from the government amid coronavirus-related closures. In San Diego County, the Workforce Partnership reports that it has received notice from 92 companies totaling roughly 12,000 workers — those notices, however, are voluntary, so the actual number could be much higher. Those workers could receive up to 0 per week from the state of California, plus an additional 0 from the federal government's stimulus package. "I'm in an industry that is vulnerable to situations like this in the future, so what do I have to do about it to guarantee that this doesn't happen to me and my family again in the future? That's my question," said Sean O'Hara, who recently lost his job as general manager of the now-closed Splash Cafe at the Birch Aquarium in La Jolla, which is operated by the French Gourmet. "All the restaurants are closed that I can see.
