CARLSBAD— It's the winter sport most famous for being a bit odd. Curling usually soars in popularity during the Winter Olympics, but you can also play year-round, even in sunny San Diego.Each week, members of “Curl San Diego” gather at the Icetown Skating Rink in Carlsbad to teach people curling. “It’s fascinating and something you don’t usually see, so everyone wants to try it,” said Owen McLachlan, the club’s vice president.The idea behind curling is simple. Shove a 42-pound rock as close to the center of a target as possible.In reality, it’s not so easy. “It’s usually called, ‘Chess on Ice,’” McLachlan said. Similar to bocce or shuffleboard, the team closest to the center gets the points.The sweeping heats up the ice, reducing friction and allowing the stone to travel farther and straighter.“An eighth of an inch can make or break a shot,” said Karen Coombs, who grew up playing in Canada, but now lives in San Diego.The Carlsbad club started after the 2006 Winter Olympics in Torino, Italy. Organizers say a lot of Canadians in San Diego wanted a place to play, and when the Winter Olympics come around..“We'll have 200 people for a learn to curl,” Coombs said. (KGTV) - Monique Ramsey has struggled with weight most of her life."I'm 5'1, and so weight loss has always been something that's a struggle, and it's definitely a heredity component."Ramsey said diet and exercise were never enough."I think I've tried just about everything, and you know, it's hard to sort of feel like you're starving yourself through crazy diets and things like that," said Ramsey.RELATED: The DNA diet creates personalized diet plan for users; here’s how it worksIn July of 2017, she decided to try something new."This is a tool that is such a game-changer," said Ramsey.That tool is the Obalon Balloon System. Mark Brister invented the device at the Obalon Therapeutics manufacturing center in Carlsbad."There weren't a lot of technologies out there to help people who were just overweight. Most people had to wait until they were morbidly obese in order to be eligible for treatment so we decided to invent a product that would fit the middle ground," said Brister, who is the Chief Technology Officer at Obalon Therapeutics.Obalon is the only FDA approved swallowable gas-filled balloon for people roughly 30 to 100 pounds overweight. RELATED: Eating breakfast may not help you lose weight, study says"It's about the size of a cheeseburger, and the doctor will place three of these by having you swallow them in a simple in-office procedure over the six to eight weeks," said Brister.The balloon is inside a large capsule that is attached to a thin catheter. The doctor uses a computerized navigation system to track the balloon as it travels into the stomach. Once it's in the stomach, the balloon is filled with gas. The patient will get three balloons over six to eight weeks."This is sort of like being able to have stomach stapling without having surgery," said Ramsey.Side effects after the first balloon is inserted can include nausea and cramping. Ramsey said she didn't have any problems."You're actually taking up the room in the stomach, so you're having a smaller stomach, but there are no permanent after-effects long term," said Ramsey.RELATED: Celebrities are fighting over the 'keto' diet. Here's what science says about how healthy it isAfter six months, the balloons are removed during an endoscopic procedure. Ramsey lost 25 pounds and has managed to keep it off. She wants to lose 25 more."For me, that's a huge jump start, and I've never been able to get that far in that short amount of time."The balloons are kept in for six months, but success requires a life long commitment."What the balloons do, they're sort of a tool, I think is a tool to sort of say, help retrain your brain and help recondition yourself to eat less, eat better, make better choices," said Ramsey.The program also includes a year of nutrition and exercise support.RELATED: La Jolla lab creating cure for baldness"I can still be just as happy. I don't need M&M's, I don't need Fritos, or whatever "thing" it is, it really helps reset your mind and motivation to stay healthy," said Ramsey."All of a sudden, you start to see people as they start to lose weight, they start to gain confidence, so I have many times, we've seen people lose 50 or 75 pounds and gain 500 pounds of confidence," said Brister.In October, Obalon Therapeutics opened its first full-service weight loss center in 4S Ranch. Rita Starritt is the doctor."When you are very overweight, you've already tried a low carb diet, and you've tried a keto diet and you need something else to happen you and a lot of it is education, lifestyle changes, nutrition, the system, the balloon system helps people lose twice as much weight as those who did diet and exercise alone," said Dr. Starritt.In 2017, the FDA issued a warning about potential risks of liquid-filled intragastric balloons. The balloons have been linked to the deaths of twelve people around the world since 2016. The FDA has not issued any warnings related to the Obalon system."What Obalon does is it floats up, and it moves around, it's very buoyant, so in terms of the ability for the device to float around and not cause damage to the stomach, that's really what differentiates us," said Amy Vandenberg, Chief Clinical and Regulatory Affairs Officer of Obalon Therapeutics.The treatment costs roughly ,000 and includes a year of nutrition and exercise support."It's all about moderation, and the balloons are a nice reminder of that so that you don't have to feel that something is forbidden," said Ramsey. 4487

According to the agency, the fire is raging near Forest Gate Road and Border Road.Although Southern California Air Operations tweeted around 11:45 a.m. that the fire "is now well established on the U.S. side," Cal Fire says the blaze never reached the U.S. Air Operations said it sent several aircraft to the fire, including two tankers and two helicopters, but around 1 p.m., all aircraft were released from the fire. The agency said the fire is burning in light flashy fuels with a rapid rate of spread. The blaze is estimated at 50 to 100 acres currently, Cal Fire reported. CARLSBAD, Calif. (CNS) - The city of Carlsbad announced Thursday it was temporarily suspending its collection fees for sidewalk cafes, outdoor displays and curbside cafe permits to help businesses during the COVID-19 pandemic.This suspension of permit fees also means reimbursement of around ,000 to businesses that paid for these types of permits since March 1 of this year. Fee reimbursement and the revenue offset from the suspension of fee collection will be funded from the Economic Recovery and Revitalization Initiative funds. Of those funds, 5,000 remains for contingency or future city council actions.When the pandemic's public health orders required the closure of indoor operations, Carlsbad relaxed development standards to allow businesses to use these permits to quickly activate outdoor spaces on public sidewalks. Some businesses were also granted no-cost permits allowing them to use private property such as their parking lots, to add to their existing outdoor areas.On July 28, the City Council also relaxed standards for curbside cafes, allowing restaurants to use up to four street parking stalls to expand outdoor dining.The permits normally cost a one-time payment of 1 and ,200 per parking stall per year. These fees are now temporarily suspended until February 28, 2021, or for the duration of the local COVID-19 pandemic emergency, whichever is later.More than 70 businesses have been permitted, including restaurants, fitness classes, hair and nail salons, spas and churches, allowing them to temporarily move their operations outdoors onto private property, public sidewalks and on-street public parking spaces so that they can comply with public health guidelines.According to a statement from the city, even with the county now allowing indoor dining, retail shopping or fitness classes, capacity has been reduced by 50% to 90%, depending on the type of business. CHICAGO, Ill. -- The IRS says it has issued more than 159 million stimulus payments in just over two months. Yet, even today there are countless eligible Americans who say they’ve fallen through the cracks.In New York state, Hanna Brandow has no idea why she hasn’t gotten a stimulus payment.“My sister and I who both have not gotten the check yet. We did our taxes this year and got our returns already,” said Brandow. “So, it's very strange.”In California, Alexis Lopez is also in limbo.“For most people, it was like 'this person got it, this person got it,' said Lopez. "I was like, ‘well maybe there's some delay with mine.’ No big deal.”And in Ohio, Karen Melroy is also stuck in in stimulus purgatory.“I received my refund by a direct deposit,” said Melroy. “So, there's no reason I can think of why I shouldn't have received one.”All of them say they get the same message when checking on the IRS website.“I normally add a few more expletives to mine when I see it, but it's something to the effect of payment status not available,” said Melroy.It turns out they’re not alone. Those four words: "payment status not available" are exasperating countless Americans who appear otherwise eligible for payments but have not been paid and can’t get answers as to why.“The IRS obviously was very rushed and even when the government takes a year and a half to do a computer system, there are problems with it,” said Robert Probasco, director of the tax clinic at Texas A&M University.In May the IRS added 3,500 telephone representatives to help with problems, but most can only provide general information.“I found this like nine-step guide of how to get a human on the phone at the IRS. I did it twice and hit a dead end,” said Brandow.Because IRS offices remain closed due to the pandemic, the agency tells us that call center agents are working from home. That means they don’t have access to secure personal information specific to each case.“This was designed poorly obviously because it doesn't tell you which of those things happen and if it is a glitch, it doesn't tell you what kind of a glitch,” said Probasco.The IRS is doing a phased reopening at key processing sites and call centers.The IRS tells us some employees have returned to work in Kentucky, Texas and Utah. They say they will follow state and local guidelines as employees return to work in Georgia, Tennessee, Missouri, Michigan and by the end of June in Indiana, Ohio, California, Oregon and Puerto RicoBut if you can’t get your payment issue resolved by the end of the year, you may have to claim your unpaid stimulus assistance on next year’s tax return as a credit.“That doesn't help me today,” said Melroy.That's a sentiment many like Alexis Lopez share as they struggle to rebound financially from the pandemic.“You're left in limbo wondering, 'am I ever going to get this stimulus check that most Americans received?' And I'm in the minority that has not and there's no answers,” she said.The agency says for case-specific information ,the appropriate number to call remains 800-829-1040.
