LOS ANGELES (AP) — Earthquake early warning alerts will become publicly available throughout California this week, the Governor's Office of Emergency Services said Wednesday.The system's statewide debut Thursday will coincide with the 30th anniversary of the Loma Prieta earthquake that ravaged the San Francisco Bay area on Oct. 17, 1989, as well as the annual Great Shakeout safety drill.The warnings produced by the ShakeAlert system will be pushed through a smartphone app called MyShake and the same wireless notification system that issues Amber Alerts.The state earthquake app, developed at the University of California, Berkeley, is available for download to IOS users through iTunes and through GooglePlay stores for Android phones.The system does not predict earthquakes. Rather, it detects the start of an earthquake and calculates location, intensity and sends alerts to areas where shaking is likely to occur from quakes of magnitude 4.5 or greater.The alerts have been in development for years and last year were made broadly available to businesses, utilities, schools and other entities.Large-scale public notification has been available for Los Angeles County since the start of the year through an app developed for the city of Los Angeles, but it hasn't been triggered yet. 1300

The measure permits the state Legislature to establish permanent daylight saving time. However, a change in federal law would be required before the initiative can take effect.The time-change issue was fresh on voters' minds when they went to the polls. California and most of the rest of the nation reset clocks last Sunday, falling back on standard time and seeing the day get dark one hour earlier.Democratic Rep. Kansen Chu of San Jose said last month that he sponsored Proposition 7 after his dentist called him to complain about springing forward when clocks are moved up an hour every March. That switch takes away an hour's sleep in the middle of the night as it shifts an hour of sunlight from the morning to the evening.Chu said he investigated the issue further and learned the original reason for implementing daylight saving — to save energy during World War I— no longer seemed to apply to the modern world.Chu said he also came across studies showing an increased risk of car accidents and heart attacks following the spring change when people lose an hour of sleep."It's a public safety measure," Chu said. LOS ANGELES (AP) — A homeless man is facing a murder charge in what authorities say was a random attack on a California father, who was stabbed in the neck as his 5-year-old daughter sat on his lap in a crowded beachside steakhouse.Jamal Jackson, 49, was charged with first-degree murder in the death of 35-year-old Anthony Mele. He was being held in Ventura County jail on a .5 million bail. It was unclear Saturday if he had an attorney to speak on his behalf.Mele and his wife were eating dinner with their daughter Wednesday at Aloha Steakhouse in Ventura. The girl was sitting on her father's lap when prosecutors say Jackson walked up and stabbed Mele in the neck.Prosecutor Richard Simon said patrons and a restaurant employee followed Jackson out of the restaurant, even though he still had the knife. They kept track of him until police arrived and arrested him.Mele was taken to a hospital and died Thursday after being taken off life support."It's horrible," Simon said. "You don't think you're going to be killed when you go out to dinner at a nice restaurant with your family and you didn't do anything."Simon said the two men had not interacted before the attack."He was just sitting there with his daughter in his lap," Simon said. "You're not supposed to die that way."Mele's loved ones started a GoFundMe page to help raise money for a funeral and to support his wife and daughter.Mele's Facebook page was filled with photos of his daughter and said he was a manager at an AT&T store.Police confirmed Saturday that a bystander reported a man who turned out to be Jackson for disruptive behavior several hours before the stabbing.According to the bystander, a man was yelling on the promenade not far from the restaurant about three hours before the attack.Patrol officers were out on other calls so command center staff monitored the man — who turned out to be Jackson — via a pier security camera system for more than 20 minutes before determining he didn't seem to be a threat, police said.Police are asking anyone who spoke with Jackson during that time to contact investigators.The killing prompted the Ventura City Council to increase police patrols in the area and add staff members to monitor security cameras, among other measures."We are extremely disheartened and infuriated by this criminal attack," Mayor Neal Andrews said in a statement. "We will not tolerate this in our community. Nothing is more important than the safety of our visitors, residents and businesses."If convicted, Jackson faces up to 55 years in prison. LOS ANGELES (KGTV) — California has destroyed more than 1.1 million illegal marijuana plants across 455 grow sites as part of the state's annual campaign against illegal cannabis.Over 13 weeks, the state conducted operations in 29 counties to eradicate the plants, arresting 140 individuals and seizing 174 weapons in the process. This year's campaign was also complicated by coronavirus precautions and wildfires throughout the state."Illegal marijuana planting risks public safety, endangers public health, and devastates critical habitats and wildlife," said California Attorney General Becerra. "Every year, the California Department of Justice works with federal, state, and local partners to hold illegal growers accountable and reclaim our public lands. I want to thank our CAMP teams for their resilience and commitment during this tumultuous year. Between COVID-19 and wildfires, the 2020 CAMP season was no cakewalk, but as a result of their hard work, more than one million illegal marijuana plants were eradicated."According to the Associated Press, the largest of this year's busts was in Riverside County where 293,000 plants were seized.The state says many of these illegal grow sites were loaded with trash and banned pesticides, which can find ways into the state's waterways.
