The National Weather Service is projecting Southern Arizona's fire season to be more active than normal."There's leftover dry fuels from last year, and there's newly formed fine fuels," Warning Coordination Meteorologist Ken Drozd said.Above average daytime high temperatures, combined with storm systems bringing wind but no rain, and very dry conditions, are some of the reasons why the NWS projects May and June to have the more fire activity than normal.Due to a wet February, there is now more dry fuel in the region, according to Drozd. Sometimes, significant rain events leading into fire season can delay or shorten it, but that wasn't the case this year."Those new grasses that greened up from that precipitation event have now dried out again, due to the warm temperatures we've experienced lately," Drozd said."The hotter you get, the more you're going to dry things out. It just keeps things dried out unless you get some intermediate rain that'll come in, and again, there's none in the forecast right now."Last year, fires ripped through Southern Arizona from April to July, blackening landscapes and destroying homes in their paths. People from communities all through the region were forced to evacuate, sometimes on multiple occasions. The American Red Cross is urging people prepare ahead of time. The president of a California university is apologizing to one of his professors and her family after they were allegedly racially profiled on campus. In a thread on social media, Danielle Morgan outlined how officers escorted her brother to her house on campus at Santa Clara University over the weekend. She is an assistant professor in the College of Arts and Sciences.Morgan recalls that her brother came to the door and said the officers needed her to come out and “vouch for me.” Morgan told CNN she was asked to produce ID to prove who she was and where she lived.“I asked what the issue was and he (the officer) said my brother was ‘in the bushes’ and it was ‘suspicious’ and they thought he may have been homeless. I asked why I needed to show ID at my own home. He said ‘Well, it's not your home. The University owns it,’” Morgan said. 852

The nation’s air traffic control system is losing controllers faster than it can hire people, according to the Air Traffic Controllers union.“If we don't have enough controllers to open all the positions and we have to combine up positions we have to reduce the capacity,” said Paul Rinaldi, the union’s president. He says the effects of not enough controllers have affected flights in the past."We have seen some situations last summer where we didn't have enough controllers at the facility where airlines did cancel flights," he said. "Right now we're at a 30-year low of certified controllers in a system."In 2017, 1,848 controllers left the job due to retirements, promotions or other reasons, according to the FAA’s Controller staffing report released this year. The FAA hired 1,880 people to be new controllers last year. That’s a gain of 32 controllers. But of the number hired, the FAA lost 735 people who did not pass the required training academy.Only 1,145 passed, far fewer than the number of controllers who left the job last year."We'll keep trying to keep up with attrition and we haven't been able to do that," Rinaldi said.He says if the problem isn’t addressed differently than it currently is, we can expect to be inconvenienced in the future when we fly."You will have some delays on the ground maybe even holding in the air depending on what the staffing looks at looks like at that facility," Rinaldi said. 1435

The Kern County, California District Attorney's Office has decided not to file charges against a man who was on death row for more than two decades, setting him free.Lisa Green made the announcement on Tuesday, saying the case would be nearly impossible to retry in court. She said it would be very difficult to convince a jury beyond a reasonable doubt of Benavides' guilt.According to a decision released by the California Supreme Court last month, the convictions of Vicente Benavides in 1993 "were based on false evidence and that he received ineffective assistance of counsel."The decision also says that "false evidence was introduced at trial and that petitioner's convictions of substantive sexual offenses, special-circumstance findings, and judgment of death must be vacated."Benavides was convicted in 1993 of first-degree murder, rape and other charges. He was sentenced to life. He was serving his term on death row in San Quentin. It was asked that his murder conviction be reduced to second-degree murder. That was also thrown out. The judgment has been vacated entirely. The California Supreme Court cited multiple doctors who evaluated 21-month-old Consuelo Verdugo in November 1991 when she died. The baby was taken from the Delano Regional Medical Center to Kern Medical Center then eventually the UCLA Medical Center where she died November 25, 1991.Multiple reports were made by doctors who said based off the inability to insert a catheter, bruising found near Consuelo's genitalia and other factors, they believed she had been sexually assaulted. In the report put out by the California Supreme Court, many of those doctors then admitted later they were wrong in their initial assumptions and those issues "can instead be attributed to medical intervention," like multiple attempts at inserting a catheter.Speaking on behalf of Benavides’s post-conviction legal team after the conviction was lifted, the Habeas Corpus Resource Center’s Interim Executive Director, Michael J. Hersek said he and his team were pleased with today's decision. 2113
