PYONGYANG, March 16 (Xinhua) -- Democratic People's Republic of Korea (DPRK) Premier Kim Yong Il met China's new ambassador, Liu Hongcai, here Tuesday.During the meeting which was also attended by Vice-Premier Ro Tu Chol at the Mansudae Assembly Hall, the DPRK officials said they highly appreciated the relationship between the DPRK and China.Kim warmly welcomed Liu, saying the DPRK and China held a series of activities last year to mark the two countries' year of friendship and the bilateral relationship had witnessed constant achievements in areas of politics, economy and culture, especially in the commercial sector, from the beginning of this year.Kim expressed thanks for the support of the Chinese party, government and people to the DPRK on socialistic construction, saying the DPRK people would never forget it and it was the unswerving stand of the DPRK's party and government to continue consolidating and developing the DPRK-China friendship.Liu said the activities held by China and the DPRK last year to mark the friendship served as a good opportunity for young people in the two countries to exchange views and develop friendship.He said he would make efforts to boost relations between the two countries and expand areas of mutually beneficial cooperation.Liu, who arrived in Pyongyang on March 5, presented his credentials on March 8 to Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly.

BEIJING, Feb. 3 (Xinhua) -- China has decided to start public hospital reform with pilot programs in selected cities or districts in each province, autonomous region and municipality, according to a cabinet guideline passed Wednesday.The guideline on public hospital reform was discussed and approved by an executive meeting of the State Council chaired by Premier Wen Jiabao.The public hospital reform is aimed to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to a statement issued after the meeting.It was stressed at the meeting that public hospitals must retain its orientation of serving public interests and giving top priority to people's health.According to the statement, a coordination mechanism should be established between big public hospitals and grassroots medical service institutions so that they could cooperate with each other with proper division of labor.The management system of public hospitals should also be reformed so that operation and supervision of the hospitals are conducted separately, it said.The quality of public hospitals' medical services should be improved, whereas their incentive mechanism of income distribution should be perfected, the statement said.Public hospitals should also gradually quit profiting from drugs and rely on medical service charges and government subsidies.The guideline also encourages non-governmental sectors to invest in and set up non-profit hospitals.

BEIJING, March 11 (Xinhua) -- China's February consumer price index (CPI), a main gauge of inflation, is still within normal range, although the figure surged higher than expected last month.CPI rose 2.7 percent year on year in February, 1.2 percentage points higher than January, driven by a 6.2 percent rise in food prices, the National Bureau of Statistics (NBS) said Thursday.Yang Ziqiang, head of the People's Bank of China's Jinan bureau, said the hefty rise is because the Lunar New Year holiday fell in February this year, but in January last year.The Lunar New Year holiday, or Spring Festival, is the most important traditional festival in China for family reunion. SHANGHAI, Jan. 17 (Xinhua) -- China's economic hub Shanghai in December posted the first year-on-year growth in both imports and exports in 14 months, indicating further recovery from the economic downturn, local customs said Sunday.     Last month, Shanghai's foreign trade stood at 30.7 billion U.S. dollars, a growth of 35.3 percent over the same month of 2008. This was the second year-on-year growth of foreign trade in two consecutive months in the city, the sources said.     Exports in particular, which stood at 15.21 billion U.S. dollars, reported the first year-on-year growth of 23.5 percent since November 2008, while imports surged 49.5 percent, up from the 26.7 percent growth rate in the previous month.     Last month saw the city's trade with the European Union, the United States and Japan up 15.4 percent, 36.8 percent and 19.8 percent, respectively.     However, Shanghai's foreign trade in total last year went down 13.8 percent from 2008 to 277.73 billion U.S. dollars due to the economic crisis effect. The total included 141.91 billion dollars in exports, down 16.2 percent, and 135.82 billion dollars in imports, down 11.1 percent.

SEOUL, Jan. 25 (Xinhua) -- A trilateral meeting among three Northeast Asian countries is slated for Tuesday in Seoul as the three countries seek to launch a joint research on a free trade pact, Seoul's trade ministry said Monday.According to the Ministry of Foreign Affairs and Trade, the three Northeastern countries are set to discuss on terms of reference on the joint research, as well as the schedule for holding next rounds of dialogue, the ministry said.China, South Korea, and Japan decided at their summit talks on Oct. 10, 2009 to terminate private studies on the issue and to push for a joint research at an administrative level.In addition, the ministry said, the three nations as a follow- up measure agreed to launch the research in the first half of 2010 and to hold a preliminary meeting in Seoul.The private studies on the trilateral free trade pact started in 2003 when the first research was conducted on the macroeconomic impact of the deal, according to the ministry.
