BEIJING, Oct. 13 (Xinhua) -- Chinese Vice Premier Wang Qishan Wednesday held phone talks with U.S. Commerce Secretary Gary Faye Locke and Trade Representative Ron Kirk to discuss expansion of China-U.S trade cooperation.Wang and Locke, who is also co-chair of the China-U.S Joint Commission on Commerce and Trade (JCCT), agreed to enhance the exchange of opinions between two countries and expansion of bilateral cooperation, to ensure the upcoming 21st JCCT would be able to make positive achievements, and contribute to promoting sound and stable development of the China-U.S relationship.The JCCT was established in 1983 as a platform for the two countries to promote trade relations and address issues of mutual concern. The 20th JCCT was held in east China's Hangzhou City on Oct. 28-29, 2009.

BEIJING, Aug. 29 (Xinhua) -- Xie Yun, a 24-year-old new graduate, felt excited when he opened the door of the 50-square-meter apartment he rented in Changzhou city of east China's Jiangsu Province.Starting work in a computer company in July, Xie is one of the lucky few who enjoyed lower rents offered as part of the local government's affordable housing program. He pays 4.5 yuan per square meter for one month, around 10 percent of his monthly income.Also, the apartment is equipped with an air conditioner, a TV set and automatic drying racks."I'm quite satisfied, and I prefer to rent such an apartment rather than buy one," said Xie.Xie's home is one of 133 small-sized public-rent apartments purchased by the Changzhou government and rented to low-income families and the newly employed. Monthly rents varied from 3.5 yuan to 4.5 yuan per square meter, about 30 percent of the average price in Changzhou.In the city's southern section, migrant workers pay even lower costs."I only need to pay one yuan per day for renting a bed in the dormitory-like apartment, sharing a balcony and a toilet with eight people," said Chen Ling, an 18-year-old worker in an electronic firm in Changzhou.The 260,000-square-meter residential community provides 5,000 migrant workers with basic living facilities, including a supermarket, shopping mall, bank, Internet bar and dining hall.The Changzhou government has so far built as well as bought 10,500 units of public-rent housing, and offered 11,400 units of low-rent homes to migrant workers.

BEIJING, Aug. 31 (Xinhua) -- China's banking regulator will strictly implement the central government's macroeconomic policies that aim to curb soaring housing prices, an official said Tuesday.Ye Yanfei, deputy head of the Statistics Department of the China Banking Regulatory Commission (CBRC), said the CBRC will restrain speculative property investment and support the building of affordable housing while controlling risk.China's housing market and lending to the property sector are crucial to the national economy and people's livelihood, as well as to the stable and steady development of the nation's banking sector, Ye said at a seminar in Beijing.Ye's remarks come after the banking regulator said it would further "instruct and monitor" commercial banks' efforts to strengthen the management of lending to home-buyers.Ye's comments echo those of Zhang Ping, director of the National Development and Reform Commission, who said last Thursday in a report to China's top legislature the government will "further implement the measures meant to curb excessive gains in housing prices and resolutely restrain speculative property investment in the second half the year."Ye also said the CBRC has pushed lenders to test the impact of falling house prices, although the regulator said earlier that hypothetical scenarios examined in stress tests do not herald any change in policyHousing prices in major Chinese cities rose 10.3 percent year on year in July, slower than the 11.4 percent growth rate in June, according to official figures.On a monthly basis, housing prices in June fell 0.1 percent from May and July prices were unchanged from June.

  

BEIJING, Oct. 25 (Xinhua) -- China's top legislature began its bimonthly session Monday, discussing bills including Vice President Xi Jinping's appointment as vice-chairman of the Central Military Commission (CMC) of the People's Republic of China.According to the bill, Xi was nominated by President Hu Jintao, also CMC chairman.Xi, Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, was previously appointed vice-chairman of the CMC of the CPC at the Fifth Plenary Session of the 17th CPC Central Committee that ended on Oct. 18.Wu Bangguo (C), chairman of the Standing Committee of the National People's Congress (NPC), presides over the 17th session of the Standing Committee of the 11th NPC in Beijing, capital of China, Oct. 25, 2010.At Monday's session of the National People's Congress Standing Committee, lawmakers reviewed the draft law on vehicle and vessel taxation for the first time, which sets out provisions for reducing taxes on energy-saving and clean energy-powered vehicles while imposing more taxes on cars with big engines.The law is expected to improve and standardize the taxation system, following the principles of being fair, eco-friendly and saving energy.China, having a total of 199 million vehicles, currently only has a regulation on vehicle and vessel tax, that took effect in 2007.In addition, at the session lawmakers began its fourth reading of a draft law on social insurance that aims to prevent the improper use of social security funds.The draft law stipulates that social security funds may neither be used to cover government budget deficits, build or renovate government offices, nor pay government agencies' day-to-day expenditures.
