NANJING, May 31 (Xinhua) -- Zhu Yongxiang, a 72-year-old Chinese communist, pondered and cast his ballot to vote for the village communist party chief in the first direct election held in his village Houcong earlier this month."This is real democracy since party members' votes decide who the winner is instead of nominations and appointments," said Zhu, a villager with 50 years of membership in the Chinese Communist Party (CPC).He gave his support to Chen Jiagui in the election for party secretary in Houcong Village in Nanjing, capital of east China's Jiangsu Province.Chen beat his rival 121 to 32 votes in the election observed by 200 party members, some of whom came to the event with mud still on their shoes, fresh from work in the fields.From April to June, similar direct elections were run in 806 villages in Nanjing, where CPC committees in 363 neighborhoods in urban areas have piloted general elections for grassroots leaders since last year."The CPC has been the ruling party for over 60 years, since New China was founded in 1949. However, its long-standing party cadre selection model has caused some social conflicts and tension between the public and grassroots CPC cadres," said Professor Shao Jianguo with the Party School of the Nanjing Municipal CPC Committee.He pointed out in the selection method, appointed officials get the "power" from the the higher-ups rather, and consequently they are likely to care more about their superiors than the masses.With the ongoing direct elections in villages, Nanjing has become the only Chinese city to have extended the direct elections of grassroots CPC cadres to both urban and rural areas on a large scale, said the professor.The CPC chose the city to pilot the first direct election in one neighborhood in 2004, a move considered a significant step toward boosting democracy within the Party, said Cai Xia, a professor with the Party School of the CPC Central Committee, adding that it is expected to push forward democracy in Chinese society,"Intra-party democratic reform is crucial to the Party's foundation, since it brings changes to the kind of people that become CPC cadres," said Shao.Newly-elected party chiefs in the 806 villages with a population of 2.7 million are expected to take office in June.One of them, Chen Jiagui, the new party chief in Houcong Village, distinguished himself from four other candidates, who included township officials and college graduates.Actually, Chen had worked as the appointed party chief in the village for the past 10 years. He was thrilled about winning the post in the election."This time, the victory was hard won. BEIJING, April 9 (Xinhua) -- Residential land prices in 35 major Chinese cities grew 8.63 percent on average in 2009, a Ministry of Land and Resources report published Friday said.Land prices for commercial buildings grew at a slower rate, 5.54 percent, while industrial land prices rose 2.04 percent.The report's release comes after land plots in major Chinese cities sold for record prices at auction, adding to concern that increased land prices have driven up housing prices.The ministry said in March residential property prices rose an average 25.1 percent from a year ago to 4,474 yuan (655.6 U.S. dollars) per square meter nationwide last year.The report also said land sales climbed 63.4 percent from a year earlier to 1.59 trillion yuan in 2009.Land supply for construction increased 44.2 percent year on year to 319,000 hectares in 2009 as the government accelerated infrastructure and property construction to boost domestic demand and ensure economic growth, the report said.

BEIJING, May 21 (Xinhua) -- The U.S. commerce chief Friday said the United States would complete its review of the exports control system this summer, without specifying the possibly relaxed controls against exports to China."With respect to our export control reform, we want to have that done by this summer," U.S. Commerce Secretary Gary Locke told reporters during his trade mission to China Friday.Locke is leading a delegation of business executives from American clean energy companies looking to China's fast growing green energy market, the size of which the United States has predicted will be 100 billion U.S. dollars by 2020."We have restrictions on items already readily available from companies around the rest of the world and our restrictions make no sense," Locke said.The United States' 1979 Export Administration Act limits the export sales of some commercial high-technology goods to China.The exports control system, operated by the U.S. Defense Department and the Commerce Department, is widely seen as a major cause for the trade imbalance between China and the United States.U.S. products accounted for 7.5 percent of China's high technology imports last year, down from 18.3 percent in 2001 partly due to the U.S. exports control system, according to China's Commerce Ministry."If the share in 2001 is used as a benchmark, U.S. companies lost at least 33 billion U.S. dollars worth of export opportunities in 2009," Commerce Minister Chen Deming said in March.In a meeting with Locke Thursday, Chinese Deputy Commerce Minister Ma Xiuhong said China-U.S. cooperation would be impaired unless the United States takes substantive measures to ease its restrictions on exports to China.Locke didn't specify which exports are likely to be available to China,citing U.S. national security as the major factor to be considered when reviewing the export control system.Locke stressed restrictions will be eased on some commonly available high-tech goods and strengthened on sensitive technologies with military uses."We need to intensify and increase our protection on some very super-sensitive technologies to make sure that they don't get in the hands of those who want to do America ... harm, especially terrorist organizations," he said."Some of it can be implemented almost immediately while some can be done in a matter of months once there is agreement within the administration on the review," Locke said in response to Xinhua's question on when the new export control system will be in operation.
