SAN DIEGO (KGTV) - A flying eye hospital is bringing medical care to countries in need. One of the doctors who boarded the Orbis International plane in November is from San Diego.“Orbis International is a unique nonprofit focused on training eye surgeons around the world in advanced techniques of surgery," said Dr. Srini Iyengar, an Encinitas-based Oculoplastic Surgeon who volunteers for Orbis. The ultimate goal is to reduce blindness in countries with inadequate access to care.“In the world, preventable blindness is something that is a big concern, not only for the individual but also populations. Every blind person takes two people out of the workforce, not just them, but also someone who is caring for them," said Dr. Iyengar.The nonprofit just returned from Ghana, where 4 out of 5 people are blind from preventable causes. The plane has an operating room in front and a classroom in the back. “Local doctors, they come to the airplane, and they sit in the front seats and watch on the screen what’s going on in the back, and so they’re watching live surgery being performed," said Dr. Iyengar. The local doctors can then train more eye professionals in their country, helping people long after the plane takes off. Dr. Iyengar says both kids and adults receive care. For many patients, it's the first time they've seen a plane. Orbis International relies on volunteers and private donations.FedEx donated the plane. 1437

SAN DIEGO (KGTV) — A new cancer treatment is now available at the Scripps MD Anderson Cancer Center.This week 31-year-old William Apodaca became the first patient in San Diego County to receive the unique form of targeted cancer therapy. Apodaca was diagnosed with a rare form of cancer three years ago when doctors found neuroendocrine tumors in his pancreas.Neuroendocrine tumors are formed in hormone-making cells. They can grow in spots like your pancreas, stomach, and intestines. “It's a rare tumor that patients can live decades with and the hope is to improve quality of life by minimizing their need for more toxic chronic therapies,” said Dr. Marin Xavier, a Medical Oncologist at Scripps MD Anderson Cancer Center. RELATED: FDA approves two cancer treatments after expedited reviews“It was just devastating,” remembers Apodaca, who is also a nurse. After chemotherapy and other cancer-fighting therapies, Apodaca was finally able to try the new treatment, Lutathera, after it was FDA-approved earlier this year. Lutathera uses radioactively charged proteins to seek and attack cancer cells from the inside out. It is administered in four doses, which are given approximately every other month until they are finished. Apodaca had been traveling to Los Angeles for the treatments but was able to complete his final one in San Diego. He now has more energy and looks forward to going back to work, traveling, and getting married.“This medication is pretty much giving me a second chance at life,” said Apodaca. “Picking up the pieces of where my life was.”The drug works for two to five years, depending on how aggressive the tumors are. Patients who respond well can get retreated.Fifteen local patients have already signed up to get the new treatment and more are expected to come from other cities. It is covered by Medicare and other private insurers. 1874

Snow levels will drop to 6,000 feet by Wednesday evening, with several inches of snow expected by late Thursday, Miller said. Temperatures are expected to remain about 5-10 degrees above average Tuesday before dropping to 15-20 degrees below average on Wednesday, he said. SeaWorld San Diego officials announced the park would be closed Wednesday due to inclement weather. SAN DIEGO (CNS) - The state Supreme Court Thursday ruled that a San Diego citizens' initiative that cut back city employee pensions was illegally placed on the ballot, and ordered an appeal court to consider a remedy.Proposition B, initially approved by voters in 2012, eliminated guaranteed pensions for new city employees, except police officers, and replaced those benefits with 401(k)-style retirement plans.In 2015, one of the city's largest public sector unions challenged the benefit system, alleging former Mayor Jerry Sanders and other officials illegally placed the measure on the ballot without conferring with labor groups. The Public Employees Relations Board ruled with the union, but the Fourth District Court of Appeal reversed the decision in April 2017.Now, the appeal court's decision is overturned."We reverse the Court of Appeal's judgment and remand for further proceedings to resolve issues beyond the scope of this opinion," wrote Associate Justice Carol A. Corrigan in Thursday's decision, in agreement with the other five justices.A city spokesperson couldn't be reached for comment.The court ruled that although it was a citizens' initiative, Sanders' support of Prob B as policy warranted engagement with the unions under the Meyers-Milias-Brown Act, which gave city and county employees the right to collective bargaining in 1968.Governing bodies "or other representatives as may be properly designated" need to engage with unions "prior to arriving at a determination of policy or course of action," according to the act.Sanders had said he supported the measure as a private citizen, not a public employee. The Supreme Court ruled that Sanders did use the power of his office to push the initiative, however."He consistently invoked his position as mayor and used city resources and employees to draft, promote and support the Initiative. The city's assertion that his support was merely that of a private citizen does not withstand objective scrutiny," Corrigan wrote.In overturning the Public Employees Relations Board ruling in 2017, the appeal court took an "unduly constricted view of the duty to meet and confer," according to the Supreme Court ruling.The Supreme Court ruled that the appeal court address an "appropriate judicial remedy" for the illegal placement of the initiative on the ballot.The Public Employees Relations Board had previously ruled the city must pay employees "for all lost compensation" related to lost pension benefits, which would cost millions of dollars.The 401(k)-style system was originally intended to save taxpayers money by reducing future pension liabilities. SAN DIEGO (KGTV) - A European carrier is hoping to transform the way Southern California travels between major cities.FlixBus will start offering service to 10 Southern California cities, including in San Diego, beginning May 31. The service, which has operated within Europe since 2013, is hoping to carve out a presence with discounted ticket prices and some high-tech additions.For a limited time, travelers can snag fares from Los Angeles to Las Vegas for as low as on select dates throughout June, according to the service's website.
