BEIJING, Jan. 23 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting Friday to study the application of the scientific outlook on development.     The meeting was chaired by the General Secretary of the CPC Central Committee Hu Jintao who is also Chinese President.     In a statement issued after the meeting, the Political Bureau urged all Party members to deepen study and application of the scientific outlook on development to promote economic growth, social stability, and the governance capacity of the CPC.     The top priority of the application of the scientific outlook on development had always been to maintain fast and steady economic development, to adjust the country's industrial structure and to safeguard and improve the livelihood of the Chinese people, the statement said.     However, it noted that China still faced a number of challenges and problems during its social and economic development.     Currently, the spreading global financial crisis and the slowdown of world economic growth had exerted great pressure on business operations of Chinese companies and the country's employment situation, the statement said.     Moreover, the environmental cost for China's economic development was too high, the statement said, adding that the country's industrial structure remained problematic and lacked independent innovation capacity.     It also said China had witnessed increasing difficulty in maintaining steady development of its agricultural sector and in increasing income of its rural residents.     Work safety, food and drug safety, and other issues of vital interest to the Chinese public must also be addressed with stepped-up efforts, it said.     The statement urged all Party members to apply the scientific outlook on development to their work to deal with the global financial crisis and maintain steady economic growth.     Party members should be fully confident while implementing government policies aimed at stimulating domestic demands and promoting economic growth, it said.

Bush exchanged congratulatory messages Thursday to mark the 30th anniversary of the establishment of diplomatic relations between their two countries. Our two peoples are increasing mutual understanding and friendship day by day. The strategic significance and global implications of China-U.S. relations have become all the more evident," Hu said.     "These facts have proven that the establishment and development of normal state-to-state relations between China and the United States serves the fundamental interests of our two peoples and go along with the trend of the times. GUANGZHOU, Oct. 20 (Xinhua) -- Chinese exporters, faced with dwindling foreign orders amid global economic slowdown, are diverting their attention to domestic markets.     At the ongoing Canton Fair, China's leading trade fair, businesses that canvass foreign buyers are also focusing on the local market as their customers in the Western nations are dragged into recession by the global credit crisis.     Qiao Guan, board chairman of the Jiangsu Hotwind Sauna Equipment, said his company is planning to divert some of the business from abroad to the domestic market.     The company's sales in the United States, which accounted for about 30 percent of its total exports, had dropped by more than 20 percent this year, Qiao said.     He hoped the local sales could compensate the decreasing orders in the foreign market. "We have completed research on the domestic market, which shows some exported goods are affordable and have good sales prospects in the local market," he said.     The Himin Solar Energy Group, based in east China's Shandong Province, produces solar water heaters that are sold both at home and abroad. Xue Xinwen, head of the firm's international trade department, said the company had been losing orders as some Western countries canceled subsidies on environment-friendly imports.     "We have sent more staff to market our products to local infrastructure authorities and companies," he said.     "Domestic consumption has been greatly boosted by a robustly growing economy, creating positive situations for exporters to go local," he said.     But the readjustment can be difficult.     Li Jianlan, a worker with Wanji Plumbing Materials Co. Ltd, based in Ningbo, said an exclusive exporter like her company lacked channels and brand loyalty in the domestic market. "These are two different kinds of markets, and it takes a lot of work to be familiar with the ways business is done with local buyers," she said.     Some goods that are made for export are deemed too expensive for Chinese buyers.     Huang Yan, general manager of the L-bright Export Manufacture Corporation, said it had been very difficult to sell its products to domestic buyers as they lacked a price advantage.     Local governments, aware of the trend, are taking action to encourage the conversions. Guangdong Province, the country's major exporting base, issued a notice in June, ordering local quality inspection authorities to provide needed technical assistance to exporters.

The government has begun measures to sustain the economy, such as the four-trillion-yuan stimulus package and interests cuts.     "We are considering taking more measures at proper time. But currently we are most concerned about two issues, migrant workers returning home and employment for graduates," Wen said.     The financial crisis and China's slowing economic growth has forced 4 million migrant workers to return to their rural homes, according to a report from the Chinese Academy of Social Sciences.     The report also said as of the end of this year, 1.5 million graduates are likely to have failed to find jobs, and the country could see an ever tougher employment situation in 2009 as there will be about 6.1 million seeking jobs.     "We are also studying a package to guarantee jobs for graduates and it will kick in soon", Wen said. "The government will encourage major enterprises to increase recruits from graduates, seek more jobs in grassroots, offer opportunities of further study and skill training."     Scientific research projects conducted by companies, institutions and universities should recruit graduates, and companies must not lay off graduates even if times are hard, he added.     Wen reiterated "confidence", saying it is much more important than gold and currency.
