SAN DIEGO (KGTV) — Starting this month, the San Diego Zoo and Safari Park will begin requiring ticket reservations for all guests.The two parks have avoided requiring ticket reservations since reopening as an outdoor attraction last June. SeaWorld San Diego and LEGOLAND California have reopened in more limited capacities and have required reserved tickets for guests.Starting Dec. 5, the two zoos will begin to require a reservation for guests. San Diego Zoo Global says the change will be in addition to health screenings and safety measures already implemented throughout the park."Due to COVID-19, in order to keep our community safe during this time and in anticipation of high demand, the San Diego Zoo will implement a reservation system required for entry," the zoo's website reads.Ticket reservations will be required for all visitors ages 3 and older. San Diego Zoo members will need to make a reservation to visit ahead of time as well. More information on how to reserve a ticket or time can be found online.Park capacity for visitors who don't have a reservation may be subject to daily attendance limits, the park says online.Due to pandemic-related restrictions, some park experiences, exhibits, and programs are currently closed. 1254

SAN DIEGO (KGTV) – Several Latina community leaders, including some elected officials, met virtually Tuesday to show how much the COVID-19 pandemic has changed the way of life for San Diego County’s Latina population.Among panelists was National City Mayor Alejandra Sotelo-Solis, who said the coronavirus has hit her city in many ways. Solis pointed out that many that are affected are working class families, where the average income is about ,000 for a family of four.“Which means there may be both parents working one or two jobs. And when it comes to childcare or access to WIFI that’s working, to make sure they have access to health care; it’s imperative as leaders and as Latinas that we bridge those resources to those in most need,” said Sotelo-Solis.Sotelo-Solis also highlighted the importance of having discussions about the COVID-19 vaccine. Leaders within the Chicano Federation say even though Latinos make up the most positive COVID-19 cases locally, the level of confidence in a new vaccine is still low. They point to a number of factors, such as lack of access, not enough information or lack of trust, as contributing to that mindset.Sotelo-Solis volunteered to participate in one of the vaccine studies, and she said there is a call to action to get involved in this coronavirus fight.“Just as it took us months to get used to feel comfortable about wearing facial coverings and masks, it’s going to take conversations to discuss what you’re going to put in your body. But, doing it in ways so people understand and not create more fear or confusion because that’s not what this is for,” the mayor said.A key part in what she believes is needed to make sure the gaps that have been created by this pandemic are closed.Assemblywoman Lorena Gonzalez, and the mayors of Chula Vista and Oceanside were also participants in the Tuesday panel.According to Latina-focused nonprofit MANA de San Diego, the burden on Latino households comes as households already had lower pre-pandemic wages, less access to health care and job-related benefits. Latinas in particular have faced increased job losses and threats of economic insecurity, they said.Chula Vista Mayor Mary Salas, a member of SANDAG's Board of Directors, shared that while Latinas comprise around 17% of the county's population, around 60% of that population is working in the three industries most impacted by job loss during the pandemic -- tourism, retail and education. Latinas account for 14% of total county employment, but 20% of employment in those sectors.Data from SANDAG paints a bleak picture in regard to Latinas during the pandemic. When compared to the white population, Hispanic populations are almost three times as likely to live in areas that have been highly impacted by COVID-19 and unemployment. Additionally, Hispanic residents account for a significant portion of essential workers, and many became unemployed due to temporary business closures as a result of COVID-19.A total of 70% of Hispanic households are in ZIP codes with above average unemployment, 49% in ZIP codes with above average COVID-19 cases and 42% of Hispanic households are in ZIP codes with both above average.More than 100,000 San Diegans have tested positive for the virus, and 57% of those have been Hispanic or Latino."As the pandemic grows in severity and stay-at-home orders are strengthened, it is the county's Latina population that will continue to face a disproportionate amount of risk and negative impacts," a statement from MANA de San Diego said.A Harvard, NPR and Robert Wood Johnson Foundation study also found 46% of Latino households have used up "most or all" of their savings during the pandemic, with an additional 15% reporting they had no savings before COVID- 19 hit the United States.The same study found 66% of Latino households with children report serious problems caring for their children, including 36% who report serious problems keeping their children's education going."MANA de San Diego will continue to do our part in creating upward social mobility for Latinas," said Inez Gonzalez Perezchia, MANA de San Diego's executive director. "We will work with our elected officials joining us today and we welcome allies to join us as well. "The SBA funding we received was a lifeline had we not received that funding we would have had to shut down operations and all the students that were here most of them would become homeless so thanks to these loans not only were we able to continue operations we’ve had two COVID graduations we’ve been able to put almost 100 graduates that I’ve been trained and certified in advanced manufacturing skills into the workforce and I am so thankful for their support," Hernán Luis y Prado, Founder and CEO of VetPowered and Workshops for Warriors.Carranza said negotiations for another round of PPP has been in negotiations for more than two months. She said there is 0 billion left in the fund and there should be more money added before the next round of loans comes out."I am so thankful and so encouraged to hear that so many small businesses applied the flat funds appropriately but that they’re actually planning on growth and adding employees not only replacing them," Carranza said.Carranza hopes to get more money to more small businesses after the election. 1627

  

SAN DIEGO (KGTV) - Students at the University of California San Diego are still reeling from Wednesday's storm that flooded more than a dozen apartments.Students told 10News they were shocked when water poured in around 11 p.m. during the storm. One young man, who didn't want to be identified, said the water seeped in under the door and poured in through a floor-length window in their bedroom."So every angle yeah, it instantly started soaking everything under my bed," he said, adding the water was freezing cold.RELATED: Rain floods buildings on the campus of UC San DiegoHe took videos documenting the two inches of water that seeped in."If I wasn't here, then every bit of electronics we had out here would've been completely ruined, hundreds of dollars worth of stuff," the man told 10News.Another student shared her experience, saying she was walking back to her dorm after studying and found "about a 4-foot deep puddle leading up to my door." She said once she opened the door mud and water flowed in.She said the timing was terrible."I have a midterm Monday, I'm actually getting tutoring right after this, it's a bit crazy."Students scrambled, trying to get help from the university and relocate. One student told 10News she never got help from the university, despite calling multiple times Wednesday night and getting a case number.Thursday morning cleaning companies went to work, installing fans in the rooms and peeling off baseboards.Some students said the university is doing a great job."Is there something we can brainstorm to fix this so it doesn't happen in the future, because I can only imagine what's going to happen next week when it rains harder and I'd hate to come back from break and see, 'oh everything's damaged." a student said.The university said four students were relocated to temporary housing. A University official said the drains in the area were examined before the storm and the torrential downpour was the cause of the flooding. 1981

  

SAN DIEGO (KGTV) - School districts across San Diego could begin to build affordable housing for employees and teachers who are struggling to make ends meet.Under the Teachers Housing Act of 2016, districts are now allowed to build housing on land they own. They can designate the homes specifically for teachers and employees, while still getting tax credits and funding usually only given to affordable housing projects open to the general public."The people working at schools need to live in the community they're working in," says San Diego County Board of Trustees Vice President Mark Powell. He recently published an article on the website VoiceofSanDiego.com advocating for the idea. He believes it would be a great way to make sure districts can attract and retain teachers who may not be able to afford California's rising housing prices."If wages are not high enough for them to afford to work in this area, then they're going to leave," says Powell. "That creates a vacuum, and it creates a shortage of a workforce."Right now, the average salary of a teacher in San Diego is ,314.That's less than half of what you need to make to afford a median-priced home in the area.Teachers we spoke with say they can't afford to live in the school districts they work for."I feel like an outsider," says Olympian High School Music Teacher Jennifer Opdahl. She drives about a half-hour to and from work every day. Opdahl says she has problems connecting with the community when she doesn't live there. She also gets frustrated that she can't vote on issues that affect her district. "I would be less stressed. I would be less exhausted. I would have better balance," Opdahl says of the benefits of living closer to campus. "All of those things equate to better health and, honestly, a longer career."San Diego Unified School District officials say the idea of using excess land to build housing is something they're already looking into. Recently, they partnered with Monarch Developments on an apartment complex in Scripps Ranch. The developer is leasing the land from the district and will designate 20% of the apartments in the complex as affordable housing. The district hopes their employees will be able to move into those units."We absolutely intend to be a part of the solution," says SDUSD Board Member Richard Barerra. He says the district is also looking at a handful of sites that they can turn into housing.Barerra says the district plans to move Central Elementary School in City Heights to a new location on the site of Wilson Middle School. He says the land where Central sits right now could become housing. He also says the district is considering renovating their headquarters on Normal Street to include a teachers' village with housing and open space. The district is also turning their old book depository building on 22nd Street and Commercial into a mixed-use development."To deliver quality education, you need quality educators," says Barerra. "So everything we can do to make it possible for great teachers and particularly young teachers to come into our district and teach our kids, it's all part of the investment in education that voters in San Diego have made."Because the districts already own the land, Powell believes they can bypass a lot of the planning steps that delay construction and add to costs. That would help keep the cost of rent down for teachers when they move it. It could also eventually become a way for districts to add money to their budget."You can use bond money, or you can get federal grants or loans from the state to build the units," says Powell. "Eventually, at some point, these lands start to pencil out and are positive cash flow."Barerra says he thinks SDUSD could have housing completed within 3-5 years."I think what we will do is create a sense of what's possible that other districts can look at and this can be really a big part of the solution," he says. 3939
