SAN DIEGO (KGTV) - San Diego Police are investigating Monday a woman's report that she was held against her will in Rancho Pe?asquitos.A woman arrived at a home on Caminito Cuadro at 10:45 a.m. and said she had been kidnapped and held captive in a neighboring house, police said. The location is in a residential area near SR-56 and Carmel Mountain Road.Neighbors told 10News they saw a naked woman covered in a bedsheet leave the home.The woman was taken to a nearby police station for an interview, police said.10News is monitoring developments in this story. 569

SAN DIEGO (KGTV) — San Diego District Attorney Summer Stephan is objecting to the early release of a man convicted of driving off the Coronado Bridge and crashing in Chicano Park, killing four people.Richard Anthony Sepolio, 27, was convicted of four counts of vehicular manslaughter while intoxicated and one count of DUI causing injury in the crash on Oct. 15, 2016. He was sentenced to nine years and eight months in prison. He is set to be released early after serving two years and 10 months of his sentence. Monday, the CDCR notified victims in the case of the release, citing prison credits for good behavior and the state's policy on release amid COVID-19. Stephan wrote a letter to Gov. Gavin Newsom and the California Department of Corrections and Rehabilitation (CDCR), calling the release a "miscarriage of justice.""This very early release is unconscionable," Stephan wrote. "CDCR’s decision is re-victimizing the family and friends of the four people killed and seven injured who have been devastated by their loss and continue to deal with the financial, emotional, mental and physical trauma caused by the defendant. This inmate continues to deny and minimize the crime by refusing to admit he was speeding and denying being impaired while arguing with his girlfriend on the phone, which resulted in the devastating crash."The crash killed Annamarie Contreras, 50, and Cruz Contreras, 52, of Chandler, Ariz.; and Hacienda Heights residents Andre Banks, 49, and Francine Jimenez, 46. Seven other people were also seriously injured.Sepolio was traveling between 81 and 87 miles per hour when he lost control and plunged over the bridge, landing in the park below where a motorcycle rally had attracted nearly 1,000 people, according to Stephan. Sepolio had testified that another vehicle would not let him over into the left-hand lane, so he sped up twice to pass before the crash occurred. 1912

SAN DIEGO (KGTV) - Republican Assemblyman Randy Voepel is being called a valor thief, but his accusers have not produced hard evidence to back up their claims. Navy veteran and Republican state assembly candidate Larry Wilske addressed the media on Monday in front of downtown's USS Midway. He and others say the former mayor of Santee, Voepel, misrepresented his military service record. "This is serious business. It's a slap in the face to veterans," says Wilske. Wilske was joined by private investigator and retired Master Chief Petty Officer Terence Hoey, who has been looking into Voepel's military records.  "He's not a purple heart recipient, although he's repeatedly stated that he is and his chief of staff has doubled down on his claim," says Hoey. They're also alleging that Voepel falsely claimed he had combat experience in Vietnam. However, military discharge documents sent to us by Voepel's staff show that he served on the USS Buchanan and was awarded a ribbon for combat action, and was awarded other honors related to his service in Vietnam. The Wilske supporters believe the discharge documents have been forged. “This document has been altered, thus rendering the form essentially void,” says Hoey. Voepel’s staff denies that Voepel ever claimed to have been awarded a purple heart and 10News couldn’t find proof of the claim, anywhere. Additionally, a military service record provided by Hoey does not include a purple heart award in his list of decorations. Wilske and his supporters say there are multiple credible witness testimonies and video evidence that’ll reveal the whole truth, but they have yet to be fully produced. Wilske and Hoey deny that their allegations of stolen valor are tied to political mudslinging. “The one thing we can't square here is that round peg with Voepel and his wild and comedic claims,” adds Hoey. There was one alleged witness at Monday’s press conference. He said he’s a veteran who met Voepel at a recent political event and claims Voepel lied to his face about his service history. SAN DIEGO (KGTV) — San Diego officials are offering a new location to help temporarily shelter migrants seeking asylum.The city says it has identified a new property to use as a shelter since its current temporary shelter doesn't have the occupancy for long-term sheltering, in a letter to California's Office of Emergency Services."The county recently vacated the Camp Barrett youth correctional facility in Alpine. The facility is already classified for residential occupancy and therefore does not require significant alteration to be used as a shelter," Robert Vacchi, deputy chief operating officer of San Diego's Neighborhood Services, wrote.RELATED: Exclusive look inside San Diego shelter for migrant asylum seekersCamp Barrett was closed in October following years of steadily decreasing populations at the county's in-custody facilities, according to the county. The remaining population was relocated to a Urban Camp facility in Kearny Mesa. The facility was capable of housing 125 boys.Camp Barrett and surrounding property is owned by the city's Public Utilities Department, but slated for sale. Vacchi writes the property could be leased to the state or third-party on a temporary basis to use as a shelter for asylum-seeking migrants.The Alliance Healthcare Foundation has agreed to fund the operation of a facility, according to Vacchi, and the city has been in talks with the agency to secure shelter operations.The city is facing a Feb. 4 deadline to vacate the current shelter being used for migrant asylum seekers.
