SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. SAN DIEGO (KGTV) -- Like so many businesses throughout San Diego County, businesses along the border in San Ysidro are also preparing to scale back operations because of the state's COVID-19 purple tier.Businesses in the border region have already seen a significant decline in business because of international travel restrictions currently in place. Since March, the border has been closed to all tourist travel, only open for essential needs, like going to work or getting medical care. Tuetano Taqueria is one of the businesses affected. Just blocks from the border, its owners are doing everything it can to stay open. The trendy taco shop is run by Fernando Covarrubias and his wife, Chef Priscilla Curiel. During the initial stay-at-home order, the couple had to lay off their employees and run the business themselves. The taqueria was recently honored, making the Michelin Guide, famous for it's tacos served with the option of bone marrow on the side. Now, the owners are getting ready to scale back to takeout orders because of the purple tier restrictions. According to the San Ysidro Chamber of Commerce, from March to July, roughly 100 businesses closed permanently. Jason Wells, the chamber's executive director, said the border travel restrictions are devastating the region. Wells said all businesses in the area are hurting, but retail has taken the biggest hit. According to Wells, about 95% of customers in the area are from Mexico.Wells explained that most of the businesses along the border make their biggest profits during the holidays, and the state's purple tier isn't helping. If the border travel restrictions continue, Wells thinks more businesses will not survive. Covarrubias and his wife are hoping people will follow the health guidelines so COVID-19 case rates go down and business can get back to full operation. Despite their struggles, the couple is working on opening a second business in National City, called Mujer Divina, a coffee shop that will also serve burritos. The company claimed in a press release it’s exploring several options to “maximize shareholder value.”Several of the options include the sale of the company or a previously announced plan to increase its leverage. SAN DIEGO (KGTV) – Mexican authorities are investigating a gas explosion at an apartment complex that hospitalized at least three and displaced 150 people on Christmas Day.The explosion happened around noon at the Edificio Hipódromo located at 12609 Col. Alba Roja in Tijuana, one mile south of the stadium Estadio Caliente.This station’s Mexican media partner Televisa reports that the powerful blast caused damage to nearby homes and left debris strewn in the streets on opposite sides of the building.Images from the scene show several windows and glass doors blown out, and collapsed ceilings inside some apartment units.The three victims were described as a 2-year-old child and two adult females, ages 25 and 45. All three were transported by San Diego Fire Rescue to UCSD Medical Center in the United States with second-degree burns. SAN DIEGO (KGTV) — Maritime Museum of San Diego will reopen to the public on Aug. 22, with new precautions for visitors and limited capacity.Museum officials say they have placed 6-foot markers on the upper decks of ships to remind visitors to practice social distancing while visiting. Capacity for the museum has also been cut to 25%, but staff will monitor levels every 15 minutes.Guests and staff will undergo temperature checks and wellness screenings before entering the museum, and facial coverings will be required. The museum is also condensing its hours to 10 a.m. to 5 p.m.Due to the high touch potential, the museum's gift shop is temporarily closed. Museum staff will be cleaning and sanitizing surfaces throughout the day.The museum's tours will be self-guided, but volunteers will be available through the museum to help guests."We wanted to offer a special treat for visitors and residents of San Diego during the stress of the global pandemic," Raymond Ashley, president and CEO of the Maritime Museum of San Diego, said.
