SAN DIEGO (KGTV) -- San Diegans are feeling the effects of a winter storm moving through the county Thanksgiving weekend. The storm is expected to dump heavy rain along the coast and snow in the mountains.Heavy rain expected throughout San Diego CountyA flash flood watch was issued from late Tuesday night through Thursday evening. According to the National Weather Service, rainfall totals of two to three inches are possible, especially on coastal mountain slopes. Some areas could also see rainfall rates of half an inch per hour. "The threat for flash flooding is greatest in the mountains below 5,500 feet through Wednesday, below 4,500 to 5,000 feet for Wednesday night through Thursday, and on the lowest elevations of the mountains for Thursday evening," the agency said. Snow expected to impact travelA winter storm warning is in effect for the San Diego County mountains from 4 a.m. Wednesday through 10 p.m. Friday. The National Weather Service says snowfall accumulations of 3 to 6 inches are expected between 4,000 and 4,500 feet, 6 to 18 inches from 4,500 to 5,500 feet, and from 1 to 3 feet above 5,500 feet. Snowfall for lower elevations below 4,000 feet of 1 to 3 inches is also expected, mostly for late Thursday through Friday.Strong southwest winds of 50 to 70 miles per hour are also expected along ridges and desert slopes. The snow is also expected to impact travel over the course of Thanksgiving weekend. Up-to-the-minute traffic conditions are available online here. SAN DIEGO (KGTV) - San Diego Police are looking for a man described as mentally ill or under the influence of drugs.Sunday night at 8:58 p.m. someone called 9-1-1 describing a man acting irrationally. Police responded and found the Honda Accord matching the description of the call and tried to pull the car over.The driver flipped a u-turn and sped up to about 80 miles per hour, running three red lights down Governor Drive.Police slowed down to a safer speed and as they caught up to the driver they found the car crashed into the dead end fence.They say the man, described as Hispanic, in his late 20s, 5' 8" tall, wit ha shaved head, wearing a short sleeved shirt, a hoodie, and gray shorts took off. They believe he ran from the car.They searched the area, known as Rose Canyon Natural Park, and could not find the man.If you see him, police ask that you please not approach him and call 9-1-1. 918

SAN DIEGO (KGTV) - San Diego police are looking for a man accused of committing a lewd act in the Morena neighborhood.The incident happened on Aug. 12, shortly before 4:30 p.m. A home security camera caught the man stopping on the sidewalk and engaging in the lewd act as he crept near a woman that was gardening outside her home.Police say the woman had her back turned to the man, and she never knew he was there."He was within maybe four or five feet at the time," the woman's husband, Jeremy Pritchett, said. "That's frightening about the situation, someone can creep up to you within 4 feet, and you have no idea."A car drove by, and Pritchett said it scared the man away. Pritchett was home at the time but didn't know what had happened until a few minutes after the man took off. He found out after looking through his security camera footage.San Diego police officers say they have identified the man in the video, and they are going to issue a warrant for his arrest. SAN DIEGO (KGTV) – San Diego Mayor Kevin Faulconer announced Wednesday that the San Diego Padres will oversee the creation of an all-new, mixed-use district outside of Petco Park.Moving forward with plans to revitalize the neighborhood adjacent to the downtown ballpark, Faulconer announced the winning proposal to transform the space in the East Village known as Tailgate Park into the East Village Quarter -- a project consisting of retail, housing, open space, parking, and more, with the Padres as a partner.The area is bordered by 12th and Imperial avenues and K and 14th streets. The City of San Diego has owned the four blocks since the ballpark district was developed.Last December, the city formalized its intent to sell or lease the space, and on Wednesday, Faulconer said the Padres came up with the best proposal to revitalize the area.The city also held a virtual open house to get public input on the top two proposals and the community’s priorities for the development.Padres President Erik Gruepner said they want the space to embody the “live, work, play” vision of the East Village, so much of which is already influenced by the team’s presence.Gruepner spoke about holding neighborhood festivals and farmers markets to help create a feeling of community, turning a parking lot into a neighborhood.When it comes to parking, the Padres plan to add 600 more spaces than what currently exists in a multi-level structure.The cost for the project is expected to exceed billion.The proposal will go to the City Council for a review and vote, and if approved, the goal is to have a final plan in place by next year. 1637

  

SAN DIEGO (KGTV) - San Diego area firefighters are being thanked for their hard work with free admission to the San Diego Zoo Safari Park.Firefighters and up to three guests will receive free one-day admission to the Escondido park in September.The deal is being offered by California Coast Credit Union and San Diego Zoo Global.“Firefighters are true heroes and we are proud to join San Diego Zoo Global in recognizing them for their tremendous efforts to keep us all safe from fires,” said Cal Coast President & CEO Todd Lane. “As part of our partnership with the City of San Diego, we will continue to look for ways to serve and support San Diego Fire Department personnel.”The fast response of San Diego County firefighters was critical in putting out the Pasqual, Rangeland and Cloverdale Fires near the San Diego Zoo Safari Park. In two cases, park employees prepared crates to evacuate the animals, if needed.Firefighters must present department identification or union identification with a photo, in addition to a personal ID, at any Safari Park ticket window.      1111
