San Diego (KGTV) -- County leaders are taking steps to provide more access to coronavirus testing to some of the local communities hit hardest by the pandemic.The new outreach program will begin with a free new testing site at the Mexican Consulate at 1549 India St. starting at 8 a.m. Monday and will run until 3:30 p.m.No appointments are needed.The County of San Diego has been trying to expand testing and outreach in the Latino community, which has been the hardest hit by the coronavirus.Of the more than 42,000 confirmed cases in the county, Latinos account for 63% of that total.County and community leaders say the Consulate’s opening as a testing location will provide an accessible, safe way for San Diego’s Mexican and Latino communities to receive COVID-19 testing.The additional testing locations coming online in the coming weeks will function on a 14-day rotation. SAN DIEGO (KGTV) - Applications are now being accepted for the CONNECT ALL @ the Jacobs Center Business Accelerator Program (CAJC).CAJC is the region's first low-to-moderate income and diversity-focused business accelerator program.The first CAJC group of 13 local startups included businesses in retail, technology, food, and health and beauty. The founders come from various ethnic backgrounds, including African-American, Asian, Caucasian, Hispanic, and Pacific Islander.Entrepreneurs receive six months of free workspace, mentorship, and workshops - learning skills like how to access capital. Kelly Twichel is one of 13 entrepreneurs in CONNECT ALL's first cohort. Her woman-owned company Access Trax was born in a college classroom. "It's important because you want to level the playing field. Anybody has and can come up with a great idea."Twichel and the rest of the first CONNECT ALL cohort will finish their program in October. "Not having to give up equity in my company meant a lot to me because I wanted to grow this as organically as possible and really maintain control. We are a woman-owned small business, and I wanted to do everything I could to continue to foster that."She's now in the running for the Amber Grant for Women Entrepreneurs contest; if awarded, Twichel's company would receive ,000. Community members can vote for her company now through December. The goal of CONNECT ALL is to grow startups into thriving businesses which go on to hire local and strengthen the City of San Diego's economy. SAN DIEGO (KGTV) — Brightwood College stunned its students and workers with its abrupt shutdown Wednesday morning. But the for-profit college, with three locations in San Diego County, may have violated California law by not giving workers proper notice.The state’s WARN Act requires employers with at least 75 workers - which multiple employees say Brightwood had - at least 60 days notice (and pay) before a mass layoff.But Brightwood did not notify the workers or the state before announcing the shutdown. Brightwood’s parent company, Education Corporation of America, did not immediately return an email seeking comment. Employment attorney Dan Eaton said there are exemptions to the warn act, but under very specific financial conditions the state Department of Industrial Relations must approve.“On the face of it they would have to provide more documentation to show they are excused from the requirements,” said Eaton, of Seltzer Caplan McMahon Vitek. “If they are unable to do that, then there will presumably be consequences from not giving the 60 days notice."Those consequences include employee backpay, medical reimbursement, and a civil penalty of 0 a day. SAN DIEGO (KGTV) - California state Assemblyman and San Deigo mayoral candidate Todd Gloria said he received serious threats of physical violence through social media Wednesday evening.Officials from Gloria's campaign said Thursday that the threats have been reported to the San Diego Police Department and are being investigated. ABC 10News reached out to SDPD Thursday regarding the threats, but the department did not immediately respond.Gloria's campaign said the threats come after former San Diego City Councilman Carl DeMaio flooded voters with texts attacking Gloria for his support of SB-145.The bill lets a judge decide whether to force someone to register as a sex offender in certain circumstances after having sex with a minor. The bill is meant to end discrimination against LGBTQ individuals.RELATED: Ad accuses Barbara Bry of sleeping on the jobGloria said DeMaio's texts to voters are an effort to support Gloria's opponent in the mayoral race, City Councilmember Barbara Bry. Demaio has said he has not endorsed Bry.Gloria issued the following statement on Thursday regarding the threats:"Since KUSI and Carl DeMaio started knowingly misinforming voters about SB-145 in an effort to support my opponent, I have received multiple messages threatening physical violence. After receiving one last night brandishing a gun, it is clear that my campaign team and I must take this seriously. As such, we have reported the threats to the San Diego Police Department, and they are currently investigating.While I refuse to let this paralyze our campaign, voters deserve to know that this is what Barbara Bry's campaign is inspiring. SAN DIEGO (KGTV) -- Before taking children trick-or-treating this Halloween, families are encouraged to visit The Megan's Law Website where hundreds of registered sex offenders are listed across San Diego. The search tool allows families to look up registered sex offenders in their neighborhood or other parts around the state and see them on a map."Megan’s Law also authorizes local law enforcement agencies to notify the public about sex offender registrants found to be posing a risk to public safety," the site says.The map lists markers surrounding the address used in the search.  Users can input any address and radius for a broader search. Information includes images of the sex offender, known aliases, addresses, description of the person, offenses, and a risk assessment.According to website, some of the registrants are currently in violation of their registration requirements and asks the public to contact police with information they may have about these individuals.The website was created and named after 7-year-old Megan Kanka, of New Jersey, who was brutally raped and killed in 1994 by her neighbor, Jesse Timmendequas.  Timmendequas had been convicted for sexually assaulting young girls.  After serving less than a year in a correctional facility, he  moved into a home across the street from the family without their knowledge. "In the wake of that tragedy, the Kankas sought to have local communities warned about sex offenders in the area. All states in the U.S. now have some form of Megan's Law," the website says.The website indicates that some of the registrants are currently in violation of their registration requirements.
