Gavin Newsom has signed a law intended to counter Trump administration plans to increase oil and gas production on protected public land.The measure bars any California leasing authority from allowing pipelines or other oil and gas infrastructure to be built on state property. It makes it difficult for drilling to occur since federally protected areas are adjacent to state owned land.It's one of several new laws enacted by the governor on Saturday.Newsom also signed a law which renames the California agency that regulates the oil and gas industry. Language in the measure states the mission of the newly-christened Geologic Energy Management Division includes protecting public health and environmental quality.The governor in July fired the agency's head over an increase in state permits for hydraulic fracturing. 871

The increase comes as gas prices in some states could drop below per gallon by the end of the year, according to GasBuddy. Assembly Bill 748Also taking effect July 1 is Assembly Bill 748. The bill requires body camera video and audio of police shootings and use of force incidents to be released within 45 days of the event unless it would interfere with the investigation. 1416

ROCHESTER, N.Y. (AP) — Police in Rochester, New York, say two people died and 14 others were wounded by gunfire at a backyard party early Saturday. Acting Police Chief Mark Simmons says a man and woman in their late teens or early 20s died. The others wounded have injuries not considered to be life-threatening. The shooting comes as the city in Western New York has been rocked by the suffocation death of Daniel Prude. Prude's March death has led to protests this month and upheaval in the city's police department. The acting police chief says no suspect is in custody. 581

(AP) — California's top health official says the state remains in a “range of stability” on coronavirus cases and hospitalizations and will continue moving ahead with reopening efforts. That's despite recent widespread protests over racial injustice that have brought people together in mass gatherings not seen in months. Mark Ghaly says the state plans to keep releasing reopening guidance, though he didn't give specifics. Guidance on how to reopen schools is highly anticipated. Gov. Gavin Newsom hasn't given any coronavirus updates this week after months of steady updates on the state's response. 630
