WASHINGTON (AP) — A new report shows how warming temperatures in the Arctic transform the region's geography and ecosystems. The National Oceanic and Atmospheric Administration's annual Arctic Report Card was published Tuesday. The report shows that the past year - from October 2019 to September 2020 - was the second warmest on record in the Arctic, the report said. The extent of snow on the ground in June across the Eurasian Arctic was the lowest recorded in 54 years.Satellites recorded the second-lowest end of summer sea ice extent in the ocean since record-keeping began 42 years ago, the report stated.According to the report - from September 2019 to August 2020 - the Greenland ice sheet experienced an ice loss higher than the 1981-2010 average but substantially lower than the 2018-19 record."Abnormal cyclonic atmospheric circulation centered over Greenland promoted normal or colder-than-average conditions for the interior and east, with higher air temperatures in the north, southwest, and many coastal regions," researchers who contributed to the report stated. The report also added that extreme wildfires in the Sakha Republic of northern Russia this year "coincided with unparalleled warm air temperatures and record snow loss in the region."According to the Associated Press, the report from last year included for the first time essays and research contributed by the Arctic's Indigenous communities. But this year, collaboration was not made possible due to COVID-19 travel restrictions. 1516

WASHINGTON (AP) — President Donald Trump appears to have acknowledged for the first time that Joe Biden won the White House election. But Trump is making clear he's not conceding and will keep trying to overturn the result. Trump’s statements come in tweets that include several baseless claims about the Nov. 3 election, which state and federal officials say was safe and secure. Without using Biden's name, Trump tweets that “he won,” something Trump hasn't said before publicly. But Trump says the Democrat’s victory was only “in the eyes” of the media. There has been no widespread fraud in the 2020 election. Election officials from both political parties have stated publicly that the election went well and international observers confirmed there were no serious irregularities. 793

WASHINGTON (AP) — Postmaster General Louis DeJoy told lawmakers Monday that he has warned allies of President Donald Trump that the president’s repeated attacks on mail-in ballots are “not helpful,” but denied that recent changes at the Postal Service are linked to the November elections.“I am not engaged in sabotaging the election,” DeJoy said, adding that, like Trump, he personally plans to vote by mail. The House hearing quickly became a debate over mail delivery disruptions being reported nationwide. Democrats said the changes under DeJoy’s watch are causing widespread delays, but Republicans dismissed the worries as unfounded and part of a Democratic “conspiracy” against Trump.DeJoy made clear his role in changes that have recently been reported at the USPS.“As part of this conversation, there are many inaccuracies about my actions that I wish to again correct. First, I did not direct the removal of blue collection boxes or the removal of mail processing equipment. Second, I did not direct the cut back on hours at any of our post offices. Finally, I did not direct the elimination or any cutback in overtime. I did however suspend these practices, to remove any misperceptions about our commitment to delivering the nation’s election mail,” DeJoy stated in his opening remarks.During questioning, DeJoy clarified that his changes were intended to get the trucks to run on time, as a fundamental change needed for the whole process to be more efficient.“If the trucks don’t run on time, the mail carriers can’t leave on time,” DeJoy said, defending the change, explaining that late trucks lead to overtime and late night deliveries.A story from NewsChannel 5 found that this policy change is leading to empty mail trucks leaving without its intended cargo in order to leave on time.A heated exchange happened during Monday’s hearing, when Representative Stephen Lynch asked DeJoy if he would put mail sorting machines back, reportedly removed earlier this summer, before the election.“Will you put the machines back?” Representative Lynch pressed multiple times, reaching a shouting level.“No, I will not,” DeJoy repeatedly answered.DeJoy has argued the machines were planned to be removed as part of a transition to more package-handling equipment since the post office is handling fewer letters.A little later, during questioning from Representative Ro Khanna, DeJoy seemed to indicate he may put the machines back. Rep. Khanna asked how much money it would take to put the machines back, if the appearance of doing so helped Americans feel confident about voting and sending mail. He asked if it would take a billion dollars.DeJoy responded that Congress “couldn’t get the money,” referencing stalled efforts to pass bipartisan legislation, and the history of not funding the postal service. However, when pressed by Rep. Khanna, DeJoy responded, “Get me a billion (dollars) and I’ll put the machines in.”During the questioning, DeJoy stated he was “surprised by the lack of attention paid to the postal service in the last decade,” referencing comments from a handful of representatives that the postal service has struggled financially for years. The Postmaster General says the postal service is funded through late 2021 without new funding approved by Congress. The House Oversight Committee held a hearing on Monday on operational changes at the Postal Service that have resulted in mail delays across the country, as well as to look into concerns about the process DeJoy became the postmaster general.DeJoy testified before a Senate committee on Friday, answering similar questions.Acknowledging an expected surge in mail-in ballots because of the coronavirus pandemic, DeJoy said Monday voters should request mail-in ballots at least 15 days before the Nov. 3 election to ensure they have enough time to receive their ballot, complete it and mail it back to elections officials on time. The House approved legislation Saturday to reverse the changes and send billion to shore up the agency ahead of the election. In a statement Sunday, the Postal Service said it greatly appreciates House efforts to assist the agency, but remains concerned that some of the bill’s requirements, “while well meaning, will constrain the ability of the Postal Service to make operational changes that will improve efficiency, reduce costs and ultimately improve service to the American people.″ 4411

VISTA, Calif. (KGTV) - A man was sentenced to 10 years in prison Thursday for sexually assaulting a 15-year-old girl while she rode in an ambulance. The California Highway Patrol launched an investigation into the Feb. 21, 2017 incident involving 34-year-old David Carpio, a private ambulance company employee. The girl was being transported to Tri-City Medical Center in Oceanside when Carpio assaulted her and asked for her Snapchat information to start a relationship with her, investigators said. A CHP investigator posing as the girl communicated with Carpio through social media and text messages over several months, during which time officials gained damaging information. Other alleged female victims also came forward with claims against Carpio, saying he had sexually assaulted them when he was their neighbor. One of the women was 16 years old at the time of the encounter. Carpio pleaded guilty to sexual assault charges and was sentenced Thursday for sexual penetration of a minor and sexual battery. 1022

VISTA (CNS) - A professional photographer who sexually assaulted four teenage girls during modeling sessions at a rented Carlsbad residence where he had set up a temporary studio was sentenced to 25 years in state prison Friday.Robert Koester, 52, pleaded guilty last month to 23 felonies related to raping and inappropriately touching the teens -- some of whom were drugged and unconscious during the abuse -- as well as creating child pornography of the girls.Koester also faces federal charges locally, as well as charges in his home state of Oregon, where he's accused of assaulting additional victims.RELATED: Modeling photographer pleads guilty to sex crimes against teenagersDeputy District Attorney Dan Owens said the investigations against Koester began with one of his local victims, identified in court only as Jane Doe 1, who came forward regarding the abuse and "put a stop" to his ongoing crimes. Based on her statements, Koester was arrested Nov. 13, 2018, in Carlsbad."The victims in this case showed extraordinary strength in coming forward and speaking out against this man who victimized them," according to Owens, who said the case has had "a tremendous impact on the victims who were involved in this case, not only them, but their families."Koester, who had been hired as a contract worker by Carlsbad-based Frank Model Management, raped and took nude photographs of the girls, whose ages ranged from 15 to 17 during the San Diego County incidents. The FBI has stated that some of his alleged criminal acts date back to 1994.RELATED: Modeling photographer working in Carlsbad arrested for sexual assaultAuthorities say he worked under the aliases "Bert Kay," "Rhake Winter" and "Qitooly."He's due to be transferred to San Diego federal custody to begin his federal case, which involves creation of child pornography regarding two of the victims in the state's case. Part of his plea agreement would have any sentence he receives federally run concurrently with his 25-year prison term.He then likely will be extradited to Yamhill County in Oregon to face additional state and federal prosecution there. 2132
