EL CAJON, Calif. (KGTV) — The El Cajon officer who was seriously injured after being dragged by a vehicle has been released from the hospital.Officer Nick Cirello was struck by a vehicle on Dec. 14 in the 100 block of W. Washington Ave. at about 8:30 a.m., after officers responded to a call of a vehicle blocking the roadway with the driver and passenger asleep in the vehicle.When the officers awoke the two, the driver gave identification for someone else. The driver suddenly started the vehicle and started to put it in gear, when one of the officers, Cirello, attempted to stop him. Cirello was dragged for a distance by the vehicle while still partially inside and hit by another vehicle traveling past the incident, police said.RELATED: Suspect wanted after El Cajon officer dragged by car is from well-known Guam familyCirello was ejected from the vehicle and taken to a nearby trauma center was placed in intensive care. He is expected to make a full recovery following his release.Police have identified the suspected driver in the incident as 41-year-old David Francis Cepeda Pangilinan. He's described as a Guamanian man, 5' 6" tall, weighing 200 pounds, with brown hair and brown eyes.A journalist in Guam told 10News reporter Leah Pezzetti that Pangilinan is from a well-known family in Guam.“Mr. Pangilinan’s family is very well known, a very nice family that has built up businesses a lot over the years, has contributed a lot to the community so his name does stand out,” he said.A police officer in Guam said they would know if he tried to return to the island because everyone who arrives on the island must go into quarantine for six days due to the coronavirus pandemic.The passenger in the suspect vehicle was described as a Hispanic female in her late teens or early 20’s.Anyone with information about the case is asked to call the El Cajon Police Department at 619-579-3311 or Crime Stoppers at 888-580-8477. 1941

(KGTV) - 10News got to ride along with the CHP Thursday in the middle of “Distracted driving awareness month.”Despite new laws, crashes attributed to distracted driving went up between 2013 and 2015 by nearly 12 percent.“It’s been a law for so long now, there’s not many people that don’t know you’re not supposed to have your cell phone in your hands,” said Officer Travis Garrow.But he said people who he pulls over are often confused if they had been using their phone at a red light. That is still illegal he says.“Our message is just to put the phones away, just turn them off. Put them in the center console, put them in the glove box,” he said. “Somewhere that won’t distract you.”The cost of a distracted driving ticket is determined by a judge, but first time offenders typically pay around 0. EL CAJON, Calif. (KGTV) -- New video from a nearby business shows the moments before a driver plunged into a sinkhole in El Cajon.The images seeming to tell a different story than was released by El Cajon police earlier in the week.The incident happened late Monday night on Vernon Way and Johnson Avenue. A white car became almost completely submerged in a deep sinkhole after a water main break earlier in the evening. RELATED: Sinkhole forms at El Cajon intersection, swallows car At the time police said the driver, who wasn't injured, ended up there after going around a barricade.Ken Wingert's office has surveillance cameras pointed right at the street where it happened, so out of curiosity, he took a look and says the video paints a different story than the one he first heard. "I saw the video...no that's not true," Wingert told 10News. "The police officer actually went to her window, talked to her and the car pulled a u-turn and went into the sinkhole."After the car goes down, Wingert says the video gets even more interesting. The officers can be seen walking over, but it's how they did it that has him confused.  "Why were the police not reacting so fast once the car went into the pothole? All of a sudden when the car started sinking more everybody started running towards it," he said. "To me that was a little slow on that part."On Thursday 10News made multiple attempts to talk to El Cajon police about the video. We were told that there was no one available to comment. 1537

The children's mother, Lori Daybell (née Vallow), was arrested in connection with their disappearance earlier this year.According to the probable cause affidavit for Daybell's arrest, the remains of one child was found wrapped in plastic and sealed with duct tape. The other was burned and buried next to a pet cemetery on the property.The documents also state that in the days before JJ's and Tylee's disappearance, Lori Daybell referred to her children as "zombies" in a conversation with a friend.Lori Daybell said part of her and her husband's religious beliefs was a mission to "rid the world of zombies."The document states that a "zombie refers to an individual whose mortal spirit has left their body and that their body is now the host of another spirit."Lori Daybell told a friend that JJ had become a zombie, loved Satan, and that the boy's "an increased vocabulary" was also evidence that JJ was a zombie. That same friend observed JJ's behavior and noted that it was the same as she had always seen him.TIMELINE: Investigation into Lori Daybell, disappearance of JJ Vallow and Tylee RyanCourt documents also state that GPS tracking put Lori Daybell's brother, Alex Cox, on Chad Daybell's property near the burial sites on Sept. 9 — one day after JJ and Tylee was last seen.Cox later died on Dec. 11. Authorities have since determined Cox's death was of natural causes.On the day officers searched Chad Daybell's home on June 9, he was seen observing officers conduct the search. When officers found the remains, he attempted to drive away and was later caught.Both Lori and Chad Daybell are now behind bars.
